The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL 3. PUBLIC COMMENT 4. COUNCILMEMBERS REPORT 5. SERVICE RECOGNITION. Recognition of valuable service to the Price City Planning Commission by Ed Shook. 6. PLANNING COMMISSION ANNUAL MEMBERSHIP APPOINTMENTS. Consideration and (re)appointment of two planning commission members to serve 3 year terms. Appointment by Mayor Piccolo, advice and consent of the City Council. 7. ENERLYTE ENERGY EFFICIENCY PROGRAM. Consideration and possible approval of participation in the Enerlyte Energy Efficiency program. 8. ?SPECIAL RECOGNITION OF ACHIEVEMENT' following training and testing: Chad Greenhalgh, Certified Playground Safety Inspector (CPSI), National Recreation and Park Association. Russell L. Seeley, Certified Floodplain Manager (CFM), Association of State Floodplain Managers. 9. DAUGHTERS OF UTAH PIONEERS- Agreement, Pioneer Park Statue Replication. PLANNING AND ZONING COMMISSION-Meeting of December 13, 2010 was cancelled. CONSENT AGENDA 10. MINUTES a. December 3, 2010- City Council Workshop b. November 23, 2010- City Council Meeting 11. BUSINESS LICENSES- Authorization to approve a business license for Wall Contractors, Inc.-125 S. 100 W. and APX Alarm (door to door sales-temporary) Provo 12. POLICE DEPARTMENT-Authorization to impose a fee of $25.00 for individuals required to register themselves on the Utah Sex Offender Registry. The fee is allowed under the Utah Code of Criminal Procedure, 77-27-21.5(30)(ii). 13. CCRIC PROGRAM- Authorization to budget funds for our portion of the CCRIC program. 14. ANNUAL CHRISTMAS DECORATION CLEAN UP ADVERTISEMENT- Authorization to send out a notice to customers in the utility bills and to publish in the local newspaper. 15. 2011 FLAG DAY SCHEDULE- Authorization to approve the flag day schedule for 2011 16. ASCAP- Authorization to enter into a contract with ASCAP for copyright licensing for City events. 17. HOLIDAY OBSERVANCES 2011-Authorization to re-approve the employee holiday observance dates for 2011 18. WINGER?S?204 North Hospital Drive?Datum Construction Management, Inc. has completed all of the required public improvements and the one (1) year guarantee. They are eligible for a full release of the Development Agreement and any remaining guarantee surety. Previous partial release #1: $30,818.70. Final #2: $3,424.30. Total released: $34,243.00. 19. PRICE RIVER TRAIL?Local Government Contract Modification-Authorization to increase contract amount with Jones and DeMille Engineering (Consultant) by $4,000 and extend termination date for contract to February 9, 2011 for additional design services including Signal and Lighting Design. 20. PROMOTION-Rowdy Christensen to W/S/T Operator II 21. TRAVEL REQUEST- Chief Paul Bedont-Nuclear Regulatory Commission-Radiological Emergency Management training- Anniston, Alabama-Jan. 23-29, 2011 and The Utah Chapter of the International Arson Investigators Assoc. -Feb. 28- March 2nd in Wendover, Utah.
