OFFICIAL MINUTES OF A REGULAR MEETING OF THE BOARD OF EDUCATION BOX ELDER COUNTY SCHOOL DISTRICT A work session was held at 5:30. The School Board toured the new ILSC center being finished adjacent to the District Office. Official minutes of a Regular Meeting of the Board of Education, Box Elder County School District, held Wednesday evening August 9, 2017 at 6:30 p.m. at the O. Jay and Tamra Call Education Center, 960 South Main - Brigham city, Utah. Those in attendance at the meeting included Board President Wade Hyde, Vice President Nini Anderson, Members Nancy Kennedy, Lynn Capener, Connie Archibald, and Karen Cronin. Also present were Superintendent Steven Carlsen, Assistant Superintendent, Darin Nielsen, and Business Administrator Rod Cook, officers of the Box Elder Education Association, district employees, representatives of the press and interested citizens. President Hyde welcomed those in attendance and conducted the business of the meeting. After the prayer, which was offered by Rod Cook, Daren Nielsen led the audience in the pledge of allegiance. Recognitions There were no recognitions. Approval of Agenda Connie Archibald made the motion to approve the agenda. Nancy Kennedy seconded the motion, which passed unanimously. Public Comment Lorica Pilivi Box Elder Education Professionals Support Association welcomed the Superintendent to the District. Preston Richey, a teacher, commented that the comfort of the buildings is important to the retention of teachers. Robyn Smith and Michelle Bowden from Box Elder Education Association thanked the Board for their support and interest in teachers. Action Items 2017 Board Meeting Schedule Approval Karen Cronin made the motion to approve the Board meeting schedule for 2017. Lynn Capener seconded the motion, which passed unanimously. Truth in Taxation Budget Hearing Rod Cook, Business Administrator, reminded the Board that the tax change was an effort to recoup the decrease in taxes as a result of the drop in the bond payment. The Board Levy and Voted Levy were increased to the approved rate and the capital board levy was increased to capture the difference. Individual property owner's taxes should remain about the same as those paid in 2016, with differences occurring as a result in changes in valuation. Wade Hyde then opened the meeting to public comment. Delwin Mills explained that the property tax is unfair especially for business owners and that the district should be operated like a business. Deanna Hardy expressed her views that the government should not operate schools. There should be a free market system for schools with users paying for the services. Government should not be involved in education of children it creates slavery to have so much government involvement in our lives. Marlene Norman commented on her concern about raising taxes when buildings are so elaborate and students should not be taught the common core. She also asked if the Board considers retirees when raising taxes. Phil Albright spoke about concerns he had about unfilled slots in the school system and the struggles of employees in the district. Patti Tillman expressed concern about the continued increase in taxes and the ability of families to afford taxes. Wade Hyde explained that Board members listen to patrons and carefully deliberate tax increases. Board members pay taxes as well and don't like increases either. Nancy Kennedy explained that Capital Funds for buildings is a separate fund from the fund that pays teachers and that school finance is quite complicated. Karen Cronin thanked the public for coming and expressing their thoughts. She said that the guiding principle of the Board is that students are our greatest resource. The Board carefully deliberates all expenses. Buildings are not the priority but have to be maintained to hold costs down, students are a priority. Nini Anderson explained that the Board deliberates extensively before they raise taxes and try to keep the costs down as low as possible. The district is very conservative and lives within the budget. State support is dependent on local support. Government regulation takes its toll on the cost of doing things. Many schools are over 100% capacity. Lynn Capener explained that he is also a land owner and through greenbelt farmers will pay less than the previous year unless value has gone up. Nancy Kennedy made the motion to approve the Board resolution setting the tax rates at the recommended levies for the 2017-18 budget year. Connie Archibald seconded the motion which passed unanimously. Information/Discussion Items Monthly Financial Report Rod Cook, Business Administrator presented the July Financial Report to the board. Policy Review The following Policies were presented for second reading: Policy 5035 Attendance Requirements/Procedures Policy 5280 Student Discipline - District Program Lynn Capener made the motion to approve the above policies for second reading. Nancy Kennedy seconded the motion, which was approved unanimously. Board Discussion Items Review of Chapter 3 'The End of Average' The Board members reviewed the chapter and commented on their perception of the chapter. Consent Calendar Nini Anderson moved to accept the consent items. The motion was seconded by Nancy Kennedy and passed on a unanimous vote.
