Ogden City City Council September 13, 2016 City Council Chambers Municipal Building - Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 3:30 p.m. Joint Work Session City Council, also acting as the Redevelopment Agency City Council Work Room The purpose of the joint work session includes presentations and discussions regarding: - Fleet and Facilities Management and Operations Study - Report from Consultant; - Petition to Amend the 12th Street Overlay Zone; - Proposed Land Donation for Weber Area Dispatch and Emergency 911 Center; and - Council and Board Business. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. Special City Council Meeting Council Chambers 1. Roll Call. 2. Flag Ceremony and Pledge of Allegiance. 3. Moment of Silence. 4. New Business: a. Ogden Diversity Charter and Diversity Commission. 1. Presentation: i. Proposed Joint Resolution 2016-11 adopting the Ogden Diversity Charter. (Adopt/not adopt joint resolution - roll call vote) ii. Proposed Ordinance 2016-50 amending Title 3 of the Ogden Municipal Code by adopting a new Chapter 18 to establish the Ogden Diversity Commission. (Adopt/not adopt ordinance - roll call vote) iii. Comments by Council members and Mayor. iv. Comments by Organizations. v. Public Comments. 5. Approval of Minutes: (voice vote) a. Regular meeting of January 26, 2016, Work Session of January 26, 2016 and Work Session of February 23, 2016 - Vice Chair Blair b. Regular meeting of February 23, 2016, Regular meeting of March 22, 2016 and Joint Work Session of April 19, 2016 - Council member Hyer c. Regular meeting of April 19, 2016 and Special meeting of May 10, 2016 - Council member Garner d. Joint Work Session of May 10, 2016, and Regular meeting of May 24, 2016 - Council member Nadolski e. Joint Work Session of May 24, 2016, Regular meeting of June 7, 2016, and Joint Work Session of June 7, 2016 - Council member Lopez f. Joint Work Session of June 14, 2016, Joint Work Session of June 21, 2016 and Regular meeting of July 26, 2016 - Council member Stephens 6. Common Consent: a. Arts Grants. Proposed Resolution 2016-22 awarding arts grants for Fiscal Year 2016-2017. (Set public hearing for October 4, 2016 - voice vote) 7. Reports from Administration: a. FY2017 Budget Amendment - Interfund Loan and Quality Neighborhood Transfer. Proposed Ordinance 2016-49 amending the budget for the Fiscal Year July 1, 2016 to June 30, 2017 by increasing the anticipated revenues for a gross increase of $1,257,015. (Set/not set public hearing for October 4, 2016) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings.
