Notice of a Regular Commission Meeting of the Board of County Commissioners of Weber County, Utah PUBLIC NOTICE is hereby given that the Board of Commissioners of Weber County, Utah will hold a regular commission meeting in the Commission Chambers of the Weber Center, 2380 Washington Boulevard, Ogden, Utah, commencing at 10:00 a.m. on Tuesday, the 1st day of December 2015. The agenda for the meeting consists of the following: A. Welcome - Commissioner Gibson B. Invocation - C. Pledge of Allegiance - Sylvia Salisbury D. Thought of the Day - Commissioner Ebert E. Presentations Presentation of the Seal of Service Award to Esperanza Tovar and Maria Baltazar. Presenter: Sean Wilkinson F. Consent Items 1. Request for approval of purchase orders in the amount of $165,459.46. 2. Request for approval of warrants #327278-#327552 in the amount of $717,249.76. 3. Request for approval of minutes for the meeting held on November 24, 2015. 4. Request for approval of a Severance Benefit Agreement by and between Weber County and Ginny Simpson. 5. Request from the Tax Review Committee to approve their recommendation to deny request for previous year's primary residential status for the following properties: Lance Bodie Parcel #22-058-0005 Scott & Gina Russel Parcel #20-098-0004 Penni & Randy LaRose Parcel #20-107-0002 6. Request from the Clerk/Auditors Elections Office for approval to surplus ballot boxes. 7. Request from the Operations Department for approval of a contract by and between Weber County and Merwin Holgate for the purchase of property for public road purposes (Parcel #15-240-0014). 8. Request from the Operations Department for approval of a contract by and between Weber County and W Hyrum Hardcastle Enterprises for the sale of surplus property. G. Action Items 1. Presentation and/or discussion on the 2016 Ogden/Weber Convention Visitors Bureau Marketing Plan. Presenter: Sara Toliver 2. Request for approval of a contract by and between Weber County and the State of Utah-Attorney General's Office. Presenter: Rod Layton 3. Request for approval of a resolution of the County Commissioners of Weber County forming the Weber County Cultural and Arts Council. Presenter: Commissioner Ebert 4. Request for consideration and/or action on final approval of the Summit at Ski Lake No. 13, 5 Lots at 6645 Clairetina Court (a private street) including a financial guarantee for subdivision improvements in the amount of $297,936.32. This approval also includes the approval of the County Survey Monumentation Improvement Agreement. Presenter: Jim Gentry 5. Request for approval of final reading of an Ordinance of Weber County amending certain provisions of the special events application process. Presenter: Christopher Crockett H. Public Hearing(s) 1. Request for a motion to adjourn public meeting and convene public hearing(s). 2. Public hearing to supply information regarding 2016 Community Development Block Grant (CDBG) program, to solicit possible projects that may be eligible for the funds, and to field possible suggestions and questions about the projects from the citizens. Public Hearing to amend the Weber County Land Use Code Title 104 (Zones) Chapter 11 (Commercial Valley Resort Recreation Zone- CVR -1) Section 4 (Conditional Uses) by adding brewpub and reception/banquet facilities as conditional uses. Weber County Land Use Code Title 101 (General Provisions) Section 101-7-7 (Definitions) is also being amended by adding a definition for brewpub. Presenter: Jim Gentry 4. Request for a motion to adjourn public hearing(s) and reconvene public meeting. 5. Action on public hearing(s): H2- Request for approval to proceed with applications. H3- Request for approval to amend the Weber County Land Use Code Title 104 (Zones) Chapter 11 (Commercial Valley Resort Recreation Zone- CVR - 1) Section 4 (Conditional Uses) by adding brewpub and reception/banquet facilities as conditional uses.
