Notice of a Regular Commission Meeting of the Board of County Commissioners of Weber County, Utah PUBLIC NOTICE is hereby given that the Board of Commissioners of Weber County, Utah will hold a regular commission meeting in the Commission Chambers of the Weber Center, 2380 Washington Boulevard, Ogden, Utah, commencing at 10:00 a.m. on Tuesday, the 1st day of September 2015. The agenda for the meeting consists of the following: A. Welcome - Commissioner Gibson B. Invocation - C. Pledge of Allegiance - Dave Wilson D. Thought of the Day - Commissioner Gibson E. Presentation Presentation of the Seal of Service Award to Weber County Assessor's Office Employee, Tricia Thompson. Presenter: Leann Kilts, Recorder/Surveyor F. Consent Items 1. Request for approval of purchase orders in the amount of $64,370.52. 2. Request for approval of warrants #324392-#324715 in the amount of $2,963,336.65. 3. Request for approval of minutes for the meeting held on August 24, 2015. 4. Request for approval of ACH payment to US Bank in the amount of $110,114.92 for purchasing card transactions made through the billing cycle ending August 17, 2015. 5. Request for approval of an amendment to an agreement by and between Weber County and Horrocks Engineers, Inc. Contract Number- C2014-198. G. Action Items 1. Request for approval of the first reading of a proposed change to the fee ordinance. This change will allow the Clerk/Auditor's Office to charge a fee to receive payment from passport applicants, then create checks to be sent with passport applications. Presenter: Lynn Taylor 2. Request for approval to waive $660.82 building permit fee for Weber Memorial Park Water Pump House. Presenter: Dana Shuler 3. Request for approval of contract by and between Weber County and Honnen Equipment CO. for a one year lease of a John Deere Backhoe. Presenter: Ryan Judkins 4. Request for approval of a contract by and between Weber County and the Division of Drinking Water for a planning grant to help fund the ongoing Ogden Valley Hydrogeology Study. Presenter: Charlie Ewert 5. Request for approval of agreement with Wardell Brothers Construction to construct the Valley Lake Estates Storm Drain Project. Presenter: Jared Andersen 6. Request for approval of a right of way contract for 12th Street for: Shawn & Holly Arrington, Parcel 93 Presenter: Jared Andersen 7. Approval of right of way contracts for 3500 West for the following: Charles & Verla McFarland, Parcel 34 Jared Prince, Parcel 52 Presenter: Jared Andersen 8. A request for approval of a resolution approving proceedings in eminent domain as necessary. Presenter: Robert Keller H. Public Hearings 1. Request for a motion to adjourn the public meeting and convene public hearings. 2. Public hearing on a proposed amendment to the Weber County Zoning Map, Wolf Creek area by rezoning 9.11 acres of Forest Residential FR-1 to Open Space O-1; rezone approximately 15.97 acres of Open Space O-1, and Commercial Valley CV-2 to a Commercial Valley Resort Recreation CVR-1 Zone; and rezone 30.65 acres of Forest Residential FR-3 to Open Space O-1. Presenter: Jim Gentry 3. Request for a motion to adjourn public hearings and reconvene public meeting. 4. Action on public hearings. I.
