SOUTH WEBER CITY COUNCIL WORK MEETING DATE OF MEETING: 11 November 2014 TIME COMMENCED: 5:35 p.m. PRESENT: MAYOR: Tammy Long COUNCILMEMBERS: Scott Casas Randy Hilton Michael Poff Marlene Poore David Thomas CITY MANAGER: Duncan Murray CITY RECORDER: Tom Smith Transcriber: Minutes transcribed by Michelle Clark VISITORS: Wayne Winsor, Bryon Saxton, Blair Gardner, Wyndell Pasch, Jared Bryson, Gardner Crane, Aaron Haaga, and John Grubb. Mayor Long called the meeting to order. OATHS OF OFFICE: South Weber City Youth Council: The Youth Council will take their Oath of Office and then the Youth Council Mayor will present the quarterly report. Presentation by Highmark Charter School concerning a proposal to assist with trash removal at the park & ride: Bobby Hodges, Student Body President, will be making the presentation for Highmark Charter School and their assistance with trash removal at the park & ride. ORDINANCE 13-18B/14-06: Amendment to City?s Zoning Map ? Change of Zoning Parcel #13-023-0022, 13-006-0031, & 13-006-0025; approximately 30 acres from Agricultural (A) to Residential Moderate (RM)); located at approx. 6650 South & 475 East; Applicants: Uinta Land Company: Duncan said this is the remaining portion which is proposed to be rezoned Agricultural to Residential Moderate. The Council just received information from the Wynn?s, Boyer?s, and Poff property owners. The Ordinance13-18B/14-06 now includes Section 3 from the development improvement agreement. Council Member Thomas asked if there was anything else that needs to be discussed with this ordinance. There was no further discussion. ORDINANCE 14-07 (including a development agreement): a rezone request from Future Homes for approx. 4.54 acres on 2600 E. 8000 S. (Parcel #?s 13-041-0120 and 13-041-0119) be changed from a Residential Moderate Zone (RM) to a Residential Patio Zone (RP). Duncan reported this is the property along the 2700 East frontage road that is proposed to be a Residential Patio Zone. He said when the Planning Commission held the public hearing there were specific concerns from residents. Since then some of those concerns have been addressed in the development agreement. ORDINANCE 14-08: a rezone request from Aaron Haaga for approx. 1.513 acres located at 7486 S. 1900 E.: Duncan said there will be a temporary turnaround which will take one lot. The subdivision will be 6 lots. Duncan said this request is consistent with the general plan. Bid approval for excavation and cleaning of the storm water retention pond located a t 2823 East Deer Run Drive: Duncan reported this as a retention pond that is difficult to get to and requires special equipment. Kastle Rock Excavation bid came in at $9670. Council Member Casas asked what equipment the City didn?t have. He was told by Mark that he could do this job this Fall. Duncan said to access you have to go through the canal. He does know there was a commitment to a couple of homeowners to have it completed. Entry way features and signs Duncan reported that he has researched various sign companies including Community Electronic Information Signage (C.E.I.S.). He said this would be a 13 year commitment. The sign would be required to be located on private property where C.E.I.S. would lease the property. C.E.I.S. would construct the sign and landscape the area around the sign. There would be no up front cost. The City would have unlimited use to the sign for emergency situations. Council Member Thomas asked if the sign will be integrated into an entry way feature. Duncan said, ?yes?. Council Member Casas said the challenge will be the private property. Council Member Poff is concerned about development coming in and the need to maybe move the sign. Council Member Hilton said it sounds to him like it is a big advertising sign for companies. He feels this sign would be way too commercial for the little town of South Weber. Council Member Casas has seen similar signs in Plain City and smaller cities. He said Highmark Charter School has one right now. Council Member Poore said a sign would be helpful for City announcements, events coming up, etc. Council Member Casas said the City staff would be able to program the sign from a cell phone, computer, etc. Council Member Thomas said if it is just a sign then he agrees with Council Member Hilton, but if it is nicely landscape etc. then that is different. He suggested having a representative from C.E.I.S. attend a meeting. He suggested having an architect draw up a feature. The Council agreed to have a representative attend a meeting.
