Description/Agenda: | Regional Haze Second Implementation Period State Implementation Plan The Regional Haze State Implementation Plan was presented to the Air Quality Board on April 6, 2022, and a public comment period was approved. Prior to action by the Air Quality Board, the National Parks Service (NPS) and US Forest Service (USFS) reviewed the documents and provided comments. Their comments are summarized with DAQ responses in section 9.C.1 of the State Implementation Plan (Section XX.A) and their full reviews are included in an Appendix file. The Air Quality Board welcomes comments on all aspects of the proposed State Implementation Plan (SIP), but specifically requests public input on these topics: - The Air Quality Board specifically solicits public comment on the need for a cost threshold. - The Air Quality Board specifically solicits public comment on whether a mass-based limit or a rate-based limit would be more appropriate. - The Air Quality Board specifically solicits public comment on whether the closure date for the Intermountain Generation Station should be from a range of January 1, 2026, to December 31, 2027. - The Air Quality Board specifically solicits public comment on whether other controls explored in the draft SIP are both technically feasible and cost appropriate for U.S. Magnesium at an appropriate date. - The Air Quality Board specifically solicits public comment on whether dry sorbent injection is considered cost-effective at Sunnyside. The public comment period will begin on May 1, 2022, and end on May 31, 2022. A public hearing will be held at 10:30 AM on Thursday, May 26, 2022.
