APPROVAL OF SEPTEMBER 28, 2021 MINUTES:
	 Councilmember Randy Christensen moved to make a motion to accept the minutes of September 28, 2021 as written.  Councilmember Micheal Stringer made a second to that motion. All voted in favor, motion carried.  (1st Motion)

PUBLIC HEARING: 
	Mayor William M. Mills opened the public hearing at 7:30 p.m. for Ordinances #2021-8, 9, 10, 11 &12. 
	First Ordinance: #2021-8 of the Mona City Code Manufactured Homes, 10-2-2 Definitions: B: After Amendment Added: With a permanent Foundation.
	Mayor Mills asked if there were questions from the audience or council.  There were no questions on the amendment for 10-2-2 Definitions of the Mona City Code Ordinance #2021-8. 
	Mayor Mills called for a motion to approve 10-2-2 of the MCC, Definitions' as stated above. 
	Councilmember Micheal Stringer moved to make a motion to approve 10-2-2 of the MCC, Definitions, Ordinance #2021-8 as stated above with a second by Councilmember Jay Mecham. Motion Carried.  Councilmember Frank Riding was not present for the vote. (2nd Motion)
	

MONA CITY COUNCIL MEETING OCTOBER 12, 2021
COUNCIL CHAMBERS

Second Ordinance: #2021-9 of the Mona City Code 11-4-1 Concept Plan, is amended as follows:  A: #6 added: Proof of culinary and secondary water sources which have been verified by the Mona City Irrigation Secretary as well as the Mona City Water Engineer. 
	Mayor Mills asked if there were questions from the audience or council. 
	There were no questions on amendment 11-4-l Concept Plan of the Mona City Code, Ordinance #2021-9.
	Mayor Mills called for a motion to approve 11-4-1 Concept Plan as stated above. 
	Councilmember Micheal Stringer moved to make a motion to approve 11-4-1 Concept Plan of the MCC, Ordinance #2021-9 as stated above with a second by Councilmember Randy Christensen. Motion carried. Councilmember Frank Riding was not present for the vote. (3rd Motion)
	Third Ordinance: 2021-10 of the Mona City Code 11-4-2 Preliminary Design Plan (Plat) Is amended as follows: A: Delete 14 days and change/amend to twenty-eight (28) days.
	Mayor Mills asked if there were questions from the audience or council. 
	There were no questions on the amendment for 11-4-2 Preliminary Design Plan (Plat) of the Mona City Code, Ordinance #2021-10. 
	Mayor Mills called for a motion to approve 11-4-2 Preliminary Design Plan (Plat) of the Mona City Code, Ordinance #2021-10 as stated above. 
	Councilmember Jay Mecham moved to make a motion to approve 11-4-2 Preliminary Design Plan (Plat) as stated above with a second by Councilmember Amy Stanley. Motion Carried. Councilmember Frank Riding was not present for the vote. (4th Motion)
	Fourth Ordinance: 2021-11 of the Mona City Code 11-4-3 Final Plat is amended as follows:  A. Submission requirements: drawn to 1/4' Scale, 1/8' minimum and easily legible.
To the city office at least twenty-eight (28) days
	Mayor Mills asked if there were questions from the audience or council. There were no questions on amendment 11-4-3 Final Plat of the Mona City Code, Ordinance #2021-11. 
	Mayor Mills called for a motion to approve 11-4-3 of the MCC, Final Plat as stated above.
	Councilmember Randy Christensen moved to make a motion to approve 11-4-3 Final Plat of the Mona City Code as stated above with a second by Councilmember Micheal Stringer.  Motion Carried.  Councilmember Frank Riding was not present for the vote. (5th Motion)
	Fifth Ordinance: 2021-12 of the Mona City Code 8-5-1 Culinary Water is amended as follows: B: Connection Requirements: in restrictions for culinary water service	must be approved beforehand by the city council or through the variance process. 
	Mayor Mills asked if there were questions from the audience or council.   There was one question on amendment #2021-12 Culinary Water by Jeff Bell. Mr. Bell wanted to know how that will work. Mills explained the procedure. 
	Mayor Mills then called for a motion to approve Ordinance #2021-12 of the Mona City Code 8-5-1 Culinary Water as stated above.

Councilmember Micheal Stringer moved to make a motion to approve Ordinance #2021-12 Culinary Water of the Mona City Code as stated above with a second by Councilmember Amy Stanley. Motion Carried. Councilmember Frank Riding was not present for the vote. (6th motion)
	
PLANNING AND ZONING:
	Planning and Zoning Chair Lynn Ingram came before the council to discuss possible action items listed on their agenda during their last meeting on October 6th, 2021.
	The first item on their agenda was from Alejandro Delatorre inquiring about easement questions on his power box.  Lynn said they recommend he consult with the power company to address this issue because his power box is on private property.  
He told Delatorre the city will do what they can to help but the ultimate decision will be between him and the power company. 
	Innovation Homes came in to apply for a building permit for Nebo View Meadows, lot 18; Ingram said they have all the setbacks ready, he recommended the council approve a building permit for Nebo View Meadows, lot #18, as described above. 
	Mayor William M. Mills called for a motion to approve a building permit for Innovation Homes, Nebo View Estates, Lot 18.
	Councilmember Amy Stanley moved to make a motion to issue a building permit to Innovation Homes as stated above with a second by Councilmember Jay Mecham. Motion Carried. Councilmember Frank Riding was not present for the vote. (7th Motion)
	Cliff Hales came in for a subdivision application there were no decisions made; Lynn said there was quite a discussion and a long meeting with Cliff Hale's Attorney in regard to their Subdivision Application. 
	
DELEGATIONS:
	Residents Jeff and Janae Bell came before the council to discuss driveway concerns. 
	The Bells stated they are very grateful for the new sidewalk placed in front of their home but it has brought some issue to their driveway that needs to be addressed and want to know what can be done. 
	Jeff showed a video of his car backing onto the roadway from his driveway. There was little clearance between the bottom of the car and the driveway and added when the car has groceries or has his grandchildren in it, it will scrap the cement. 
	He was a little concerned he was not contacted before his driveway was ripped up. 
	The way the driveway is, it distracts from their home. 
	Councilmember Jay Mecham said the city needs to fix it.
	Councilmember Micheal Stringer will talk with the construction manager to see what can be done, and reminded the Bells they will have to wait for the weather to clears, a storm is expected to come in this week.
Stringer will stop by their place to access the issue and keep the Bells updated. 
Chad Phillips Gas/Water Operator reported they are checking the pressure on the hydrants, and while checking hydrants, they found a fire hydrant knocked over on 2nd E and

Center Street and has been there for awhile, at first they thought it was broken but was just knocked over, it looked as if someone back into it. If there was a fire in the area, they could still hook up to it. It will need to have a piece before it can be fixed, the line will need to be shut off in order to repair the flange that was broken on the hydrant. 
He is still waiting on the DMV to be delivered it should be here anytime, it has been shipped.
We may need to get in touch with Randy Brooks to get access to his property to do a survey.  His line goes over and up to his barn. 
They are putting in services, meters and etc.; they are just about finished with the services in the subdivision. 
Mayor Mills told Chad his name was brought up the other night, when people talk with you makes sure they understand the conversation is not approval of any city issues without council approval. Chad said he understands and realizes the concern and knows not to do that. He is aware the council has to approve any issues that are brought up. 
Councilmember Amy Stanley said a paper trail is always needed. 

DIRECTOR OF FINANCES, SECRETARY/TREASURER AND RECORDERS REPORT:
 
Director of Finance Sara Samuelson presented the Mona City Disbursement Listing for checking dated 09/29/2021 to 10/12/2021; Sara asked if there were questions on the disbursement list.  Telling the council they were able to purchase the mower that was proposed at the last meeting, and a new copy machine. 
	The city's quarterly finances are complete
There were four (4) checks over the allotted amount of $2,000, and no questions on the checks.   
The report is attached to the minutes for public viewing. 
Secretary/Treasurer Michelle Dalton came before the council with garbage can issues and directed her concern to Councilmember Mecham. 
Dalton said it takes a long time to receive an order from Innovational Molding who the city has been ordering garbage cans.  
Michelle wondered what can be done. Councilmember Mecham said he can put an order in but also has some in his warehouse that can be used & cleaned up. Councilmember Mecham will need to know how many cans are needed. Michelle will get the number to him. 
It was decided to keep Innovation Molding's order so the city will have a backup.
Dalton thanked Councilmember Stanley for a fun Fall Festival.
City Recorder Lyla Spencer reminded the council and those present, 'Meet the Candidate Night' will be on Thursday October 14th from 7 to 8 p.m. 

COUNCIL BUSINESS:
	There were no fence permits or business licenses presented to the council.

After a brief discussion Mayor Mills called for a motion to move forward on the purchase of a trailer for the skidster and other heavy equipment. 
	Councilmember Micheal Stringer moved to make a motion to move forward on the purchase of a trailer for the skidster and other heavy equipment with a second by Councilmember Amy Stanley.  Motion Carried. (8th Motion) Councilmember Frank Riding was not present for the vote. 
	Councilmember Amy Stanley gave an update on the Fall Festival; it appears the snack shack electrical issues have been solved except for the spider box.	
	The Pumpkin Launch was a success. 
There was a large donation from Longvine Tomatoes, there were a few other donations as well; she will send thank you notes to each of them.  
Because of the large donations there was no need to sell wrist bands to support the event.  'We let it be a city give back event.' Said Stanley. 
The dance company who performed thanked her for being able to perform. 
The next big event will be a visit from Santa in December. She has never done that event before, and will need some advice and help. 
Mayor Mills read a thank you letter from Mona Elementary PAC, thanking the council for their $1,000 donation on September 22, 2021.
The letter was signed by Principal Brandi Webster Mona Elementary School. 
The letter will also serve as tax purposes for Mona City.  
The mayor and each councilmember thanked Councilmember Stanley and her family for all the hard work put into making the annual Fall Festival a fun and successful event.

Councilmember Micheal Stringer said he discovered a plugged manhole that was not working, it will need new rings. Chad Phillips said it is at the end of the line and they will jet it again. 
Councilmember Jay Mecham had not heard from the sewer personnel. 
Councilmember Randy Christensen said dirt is being moved at the site of the new culinary water tank and the construction will then commence. 
Next week he will reapply for the CDBG (Community Development Block Grant).
Mayor Mills ended the council session by addressing the Longvine light issue; He spoke with Travis Jones manager at Longvine Tomato Plant.  Jones told him there will be a purple light glowing rather than the bright white light that has lit up the sky during the previous winters.   They are still planning to install the light screen but have been waiting on delivery from Denmark; they are having trouble getting ashore to the United States.

PAY FINANCES ADJOURNMENT:
Councilmember Jay Mecham moved to make a motion to pay the finances and adjourn; Councilmember Randy Christensen made a second to that motion, all voted in favor, motion carried. (9th Motion)
The city council meeting was then adjourned at 8:45 p.m., with no further comments.
