Description/Agenda:
                Notice is given that the Stockton Town Council will hold a regular meeting as identified below in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah.  In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting.  The order of Agenda Items may be changed if deemed appropriate by the Mayor or Town Council.  Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed.

5.   Pauline Hawk-Emergency Preparedness
We are changing how we do our Emergency Preparedness. We are getting rid of block captains. What we are changing to is a Rapid Disaster Assessment Program. 


Basic guidelines- 
	a. Residents are instructed to first take care of themselves and their families following an event, 	then if able, go to the pre-designated assembly points where the notebooks are stored for 	conducting the assessment. 
	b. As spontaneous volunteers arrive at the assembly point-
		i. They are paired as teams of two.
		ii. A Section Manager checks them out by recording their names, the alphabetical 			section of the neighborhood they are assigned to and the time out on both the 				Summary Sheet and the Volunteer Tracking Form. 
		iii. They are given the assigned packet or clipboard containing the map showing the 			highlighted section of the neighborhood and the assessment form for those homes. 
	c. The teams go to each home on the checklist. They record the family name and indicate if the 	family is ok, or if there is no response, or if help is needed and any additional comments on the 	checklist. 
	d. After checking all the homes on their list, they return to the assembly point, check in with the 	Shift Manager and return the gathered information to an Information Officer. 
	e. The Information Officer indicates the status of each home on the summary sheet for that 	section. A detailed assessment form is filled out for each address indicating their status. The 	forms are then sorted into stacks of reds and yellows. The green forms are put in the binder and 	the summary sheet is posted for public viewing. 
	f. First Responders and CERT teams are notified of the homes that need help.

6.   Mike Kennedy-Quantum Recovery Solutions
Mike Kennedy was the one who did our collections through Bonneville which is who we are currently using. He came by and brought this agreement. He has formed his own company, and wants to continue to have us as his customer.

8.   Department Reports

a.	Stockton Police Department-Chief Romney-See attached
45 traffic stops, 29 cases, and 6 callouts. No use of force incidents. Enforcement action- assault, 	4 traffic/warrants, 1 theft of a motor vehicle.  Major crimes- 1. Had two individuals drinking in a 	garage, during the altercation one male was hit in the head with a wrench. 2. Two vehicles were 	burglarized. The vehicles were unlocked. 3.  A residence was burglarized. Following up on leads 	on this case. 4. A four-wheeler was stolen. It was later recovered and one juvenile male was 	arrested for the offense. 

	
	b.   Stockton Fire Department-Chief Huffman/Assistant Chief Thatcher
13 incidents, 3 medicals, 3 rescues and 7 fires. We purchased some turn outs from our grant that was approved a while back, we got reimbursed $2500.00. We are trying to apply for a backup generator for the water pump. We found it through DRMO so we are able to acquire it with no cost. It is a $36,000.00 generator and it only has 65 hours on it. 

c.   Recreation (Parks)
David is winterizing all of the water pipes and sprinklers. Our ball park infield is just about finished. Mayor Karjola would like to thank Melissa and Bobby Kindred and their kids for coming out and helping. Thank you to David Wright, Clifford Voss and Frank Aufdemorte for helping as well.

d.   Roads and Grounds
Silver Avenue is still a problem. Until we get enough money to fix the road, we are going to have to keep patching it. 

e.   Solid Waste
Nothing to report

f.   Water
As Chief Huffman mentioned, we might be able to get a backup generator. The generator that is already up there was our problem this summer with it overheating. Also, Mayor Karjola is working with Rocky Mountain Power to get an estimate for running 3 phase power up to the well. 

g.   Sewer  
Nothing to report

9.   Mayor's Report:
Working with Rocky Mountain Power on how we can lower our energy bills. They went through our Town Hall building, the ball park and the street lights. If we can invest in $3,000.00 into the Town Hall for the light fixtures we can save $488 a year. 

Proposition 16 is an added 1 quarter percent tax on gasoline. What it would do is increase public transportation between Tooele County and Salt Lake City. UTA wants to add hourly trips from Tooele County to the Salt Lake International Airport. There is an on demand service out here and Mayor Karjola will be getting more information on that. 

Utah Division of State History is considering the Town Hall for nomination to a National Register of Historic Places. 

We are accepting bids for agricultural use for the sod farm. Bids need to be mailed or turned into the Town Hall by November 1, 2018.

	We've got a couple volunteers to help paint the Town Hall. We will hopefully be painting the 	Town Hall by spring time. 

11.   Planning Commission Report 
Joe Johnston- Last Tuesday we had our Planning Commission meeting. Next month on November 6 we are going to be having our next regular Planning Commission meeting at 7:00pm and we are going to try to go Facebook live at this meeting because we are going to be having a work meeting incorporated into the regular Planning Commission meeting for the General Plan. Part of the discussion is going to be proceeding forward and making a notice to the public about changing the General Plan. We are at a stand point right now where we are deciding what are we going to change and what we think might change and getting public input. We had a discussion by Don Hill about how to invite businesses to Stockton. Gary Hunter will be doing some research and will be coming up with a plan on that. 

12.   Roger Baker-Attorney
Mayor Karjola- Last week our attorney Mark Bell resigned as our Town Attorney. 
Roger Baker has been Tooele County's attorney for 25 years.

14.   Stockton Legacy library discussion/decision     
Town Council had a discussion about the Stockton Legacy Library with Naomi Perry. After discussing all legal requirements and codes along with the time it will take to open the library, a motion was made. Ms. Perry will be given a notice that she will have 30 days to remove her possessions from the Town Hall.
