Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold a Planning Commission meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, October 9, 2018, commencing at 5:00 p.m.

The agenda for the meeting is as follows:

1.	GENERAL PLAN AMENDMENTS (GPA) (Public Hearings)

A.	Consider a general plan amendment from LDR (Low Density Residential) and MDR (Medium Density Residential) to COM (Commercial) on approximately 8 acres generally located southeast of the intersection of River Road and 1450 South Street. This is for the project 'River Rose.'  The owner is Boulder Creek Commons LLC and Sun Valley Commercial LC. Case No. 2018-GPA-017 (Staff - Ray Snyder)

B.	Consider a general plan amendment from MDR (Medium Density Residential) to COM (Commercial) called the 'Green Valley Clean Up' on approximately 5.06 acres generally located at 1871 and 1999 West Canyon View Drive. The applicant is GVS Holdings. Case No. 2018-GPA-018 (Staff - Carol Davidson)

C.	Consider a general plan amendment from MDR (Medium Density Residential) to MHDR (Medium High Density Residential) on approximately 5.91 acres at the southwest corner of the intersection of Dixie Drive and Canyon View Drive. The applicant is Lonnie Gubler. Case No. 2018-GPA-015 (Staff - Carol Davidson).

D.	Consider a general plan amendment from OS (Open Space) and LDR (Low Density Residential) to MDR (Medium Density Residential) on approximately 47.5 acres and from VLDR (Very Low Density Residential) to COM (Commercial) on approximately 0.6 acres, and OS (Open Space) on approximately 31.06 acres to remain. Generally located east of Indian Hills Drive at approximately 900 South 700 West. This is for Tech Ridge Development. The owner is Dave Nilsson.  Case No. 2018-GPA-016 (Staff - John Willis).

2.	ZONE CHANGE (ZC) (Public Hearing)

Consider a zone change from C-2 (Highway Commercial) to PD-C (Planned Development Commercial) and per Section 10-8-6 to review a proposed commercial development's design, site plan, elevations, landscaping, and parking for 'Accent Painting.' Located at the termination of 600 South and 1000 East 1.19 acres. The representative is Civil Science. Case No. 2018-ZC-042 (Staff - Ray Snyder) 
     

3.	ZONE CHANGE AMENDMENTS (ZCA) (Public Hearings)

A.	Consider a zone change amendment to develop a multi-tenant commercial building. The property is zoned PD-C (Planned Development Commercial) and is located on Lot 2 of the commercial subdivision called 'The Fields at Mall Drive' (Lin's center) on approximately 1.36 acres. The representative is Jon Walters. Case No. 2018-ZCA-040 (Staff - Ray Snyder)

B.	Consider a zone change amendment to the Tonaquint Center in the PD-C (Planned Development Commercial) zone to develop a health club called 'Reach Higher.' Located on 1600 South Street in the Tonaquint commercial center. The representative is Civil Science. Case No. 2018-ZCA-041 (Staff - Ray Snyder)

4.	ZONING REGULATION AMENDMENT (ZRA) (Public Hearing)

Consider a zoning regulation amendment to Title 10 Chapter 10 'Commercial' Section 10-10-2 'Permitted Uses' to add 'bar establishment' as a permitted use in the C4 zone. This is in response to recent changes in state law. Case No. 2018-ZRA-001 (Staff - John Willis)

5.	BUILDING DESIGN CONCEPTUAL SITE PLAN (BDCSP) 

Consider a BDCSP to allow development of an assisted living facility with 103 units to be called 'The Abbington at St George' located off of Foremaster Dive at approximately 805 South and 1450 East (the site is immediately east of Meadow Creek Estates near River Road. The property is zoned AP (Administrative Professional). Case No. 2018-BDCSP-004 (Staff - Ray Snyder)

6.	CONDITIONAL USE PERMITS (CUP)

A.	Consider a conditional use permit to allow development of an assisted living facility with 103 units to be called 'The Abbington at St George' located off of Foremaster Dive at approximately 805 South and 1450 East (the site is immediately east of Meadow Creek Estates near River Road. The property is zoned AP (Administrative Professional). Case No. 2018-CUP-019 (Staff - Ray Snyder)

B.	Consider a conditional use permit to allow an events center for 'Gather at Town Square' in a landmark home and a coffee shop for 'Affagato' to be located in the carriage house. Bothe structures are located at 164 West 100 South. The property is zoned RCC (Residential Central City). The representative is Kay Nelson. Case No. 2018-CUP-020 (Staff - Ray Snyder)

A.	Consider a ten (10) lot residential final subdivision plat for 'Elmwood Estates Phase 4 Subdivision' located at 3350 East Street and 3100 South Street. The property is zoned R-1-8 (Single Family Residential 8,000 sq. ft. minimum lot size). The representative is Brad Petersen, Development Solutions. Case No. 2018-FP-055 (Staff - Wes Jenkins)

B.	Consider a two (2) lot residential final subdivision plat for 'Elmwood Estates Phase 5D Subdivision' located at 3430 East Street and 3100 South Street.
