                NOTICE is hereby given that the WASATCH COUNTY PLANNING COMMISSION will hold a Public Hearing on December 14, 2017 at 7:00 p.m. in the Wasatch County Council Chambers, located at 25 North Main Street, Heber City, to consider the following items:


1.	Presentation by Scott Loomis, consultant to the County on moderate income housing, with discussion and possible motion regarding amendments/updates to the affordable housing code contained in 16.30 of the land use code.  If forwarded, the recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on December 20, 2017.

2.	Clachan Development LLC, representative for REDUS Park City LLC, is requesting a Master Plan amendment to the existing Tuhaye Master Plan, a master planned community in the Jordanelle Basin. The existing master plan is for 900 ERUs on 1,250 acres. The proposed amendment would add approximately 500 contiguous acres along the west boundary of the existing master plan for a total of 1,750 acres. The applicant is proposing to spread the 900 existing ERUs over the amended project boundary of 1,750 acres, resulting in a revised project layout. The project is located south of SR 248, between the Town of Hideout and the Wasatch/Summit County boundaries in Sections 21, 22, 23, 26, 27, 28, and 29, Township 2 South, Range 5 East in the Jordanelle Basin Overlay Zone (JBOZ). If forwarded, the recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on December 20, 2017.  

3.	Megan Probst is requesting an amendment to the General Plan to move the boundary of the Southern Planning Area to the north to include 20.50 acres that is currently in the Central Planning Area.  The proposed amendment would be to allow for a rezone of a parcel of property form A-20 to RA-5.  The parcel (parcel # 00-0008-4686) is located at approximately 1555 West 650 South in Section 1, Township 4 South, Range 4 East in the South Fields area.  If forwarded, the recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on December 20, 2017.

4.	Megan Probst is requesting a rezone of 20.50 acres from A-20 (Agricultural 20-acre lots) to RA-5 (Residential Agricultural 5-acre lots).  The parcel (parcel # 00-0008-4686) is located at approximately 1555 West 650 South in Section 1, Township 4 South, Range 4 East in the South Fields area.  *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on December 20, 2017.   

5.	Pamela Simons is requesting a plat amendment to lot 25 of the Strawberry Lake Estates A Plat to remove a detention basin easement that is currently shown on the plat. No property boundaries would be adjusted as part of this amendment. The parcel is located at 5517 South Lookout Drive in the Strawberry Valley. It is located in Section 32, Township 3 South, Range 10 West in the P-160 (Preservation 160 acre) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on December 20, 2017.

6.	David Hales, representative for Strawberry Cove II LLC, is requesting Final approval of Strawberry Cove II LLC Subdivision - Phase 1, which is part of a large scale subdivision. The proposed phase 1 will consist of 6 lots on approximately 8.75 acres near Soldier Creek Marina at the Strawberry Reservoir in Section 6, Township 4 South, Range 10 West, in the P-160 (Preservation 160-acre) zone. 

7.	Mark Garza, representative for Cardinal Funding, LLC, is requesting preliminary plat and site plan approval for Wasatch Commons, a residential project east of the Wasatch Commons apartment complex. The applicant is proposing 384 ERUs/units on 114.83 acres. This property is located at approximately 3600 North Highway 40 in sections 19 and 20 of Township 3 South, Range 5 East of the North Village Overlay Zone (NVOZ). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on December 20, 2017.

8.	Heber Light & Power and Rocky Mountain Power request a conditional use permit from Wasatch County to rebuild and extend a transmission line and expand an existing substation. The transmission line extension portion of this permit application begins on the existing transmission line on Old Highway 40, approximately 2 miles south of the Jordanelle Dam, and extends south 1.6 miles connecting onto the existing transmission line on Highway 40 approximately 0.8 miles south of the Highway 40/32 Interchange. The transmission line extension begins again at approximately 950 North and Highway 40 and runs 1.6 miles west and south, following the planned bypass road corridor, to the intersection of approximately 1200 West and Highway 113. The rebuilt transmission line portion of this permit application follows the existing transmission line and begins around 650 South and 1200 West and runs 2.2 miles ending at Highway 113, then again from Wards Lane and 600 West and runs 0.5 miles ending at the Midway Substation located west of the cemetery in Midway City.  The substation portion of this permit application will expand Rocky Mountain Power's Midway Substation approximately 3/4 of an acre to the west and south and will rebuild or modify the transmission lines entering and exiting the substation. The structures and poles will range in height from 75-90' with dead end poles ranging in height from 90-110'. 

9.	Jeff Graham, representative for VR Acquisitions LLC, is requesting a Conditional Use Permit for a Caretaker Accessory Dwelling Unit (ADU) on lot 298 of Victory Ranch plat R-1. The property is 10 acres in size and is located at 7811 E. Moon Dance Circle in Section 32, of Township 2 South, Range 5 East and Section 5 of Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).

10.	Jeff Graham, representative for VR Acquisitions LLC, is requesting a Conditional Use Permit for a Caretaker Accessory Dwelling Unit (ADU) on lot 180 of Victory Ranch, River Ranches Plat. This plat has received final approval and is in the process of collecting signatures and being recorded. The property is 54.015 acres in size and is located at 5725 E. Rock Chuck Drive in Section 36, of Township 2 South, Range 5 East in the JBOZ (Jordanelle Basin Overlay Zone).


All interested persons are invited to attend.

A briefing will be held in the Council Chambers at 6:00 p.m. to review the evening's issues.  This briefing will be for discussion purposes only between the Planning Staff and the Planning Commission.  No action will be taken.
