Public Hearings 6:00

1.	Mike Bradshaw representative for RE Investment Holdings and Momentum Development is requesting an amendment to the master plan for a project referred to as Jordanelle Ridge.  The master plan encompasses two planning areas; one in the North Village Overlay Zone (NVOZ) and the other in the Jordanelle Basin Overlay Zone (JBOZ).  The proposal contains a total of 8,942 acres (8,288 developable) and 5,778 units.  The amendment is to move approximately 700 units from the North Village Overlay Planning Area into the Jordanelle Basin Planning Area.  Also the development is proposed to change from a resort type development targeting second homes to a development more conducive to primary homes.  The location of the proposed Jordanelle Ridge Master Plan is south of Jordanelle Reservoir on the south side of Highway 32 and east of Highway 40 above the Utah Valley University campus in Sections 4, 5, 6, 7, 8-16, 18, 20, 21-23 and 29 of Township 3 South, Range 5 East, in the Jordanelle Basin Overlay Zone (JBOZ).


2.	Jack Johnson Group, representatives of Stichting Mayflower Fonds is requesting an amendment to ordinance 16.21.07(A) to allow an 80' setback from a UDOT right-of-way.  Current code requires a 150' setback for residential buildings along State highways.  The request would be for the setback amendment along Highway 319 which is the State road to the Jordanelle State Park.

3.	An ordinance amending 16.02.06 of the Wasatch County Code regarding plat amendments.  The code currently designates the County Council as the Land Use Authority and the approving body for plat amendments.  The proposed amendment would designate the Planning Commission as the Land Use Authority for plat amendments that are considered 'lot combinations' meaning that lots are being combined and density is being decreased.  As such plat amendments would not be required to go to a County Council meeting but would be approved by the Planning Commission.

4.	An ordinance amending Title 16 of the Wasatch County Code more specifically 16.02.05 regarding the procedures to amend the zoning code.  This proposal would allow changes to the zoning code text at any time of the year where currently code amendments are limited to a specific time of the year.  Amendments to the general plan and zoning map would be limited to once a year as is currently required in the code.

5.	Alan Johnson is requesting a plat amendment to Strawberry Lakeview LLC Plat B to amend the common property line between Lots 1 (parcel #00-0016-0403) and 2 (parcel #00-0016-0411). The proposed amendment would adjust the common property line and PUEs between the two to allow for the construction of a future accessory structure. Lot 1 will go from 1.66 acres to 1.51 acres. Lot 2 will go from 1.0 acre to 1.15 acres. The lots are located at 5580 South (Lot 1) and 5612 South (Lot 2) Ridge Crest Drive in Section 31, Township 3 South, Range 10 West in the P-160 (Preservation 160 acre) zone.

6.	Jeff Graham, representative for VR Acquisitions LLC, is requesting preliminary plat and site plan approval for Plat W at Victory Ranch, which contains 28 lots on 280.06 acres. This approval would also amend the preliminary plat approval for property that was included in the Phase 1C3 preliminary in 2013. This plat is located on the south side of Evening Star Drive in Sections 5, 6 and 7 of Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).

7.	Douglas Knight Construction, representative for Doug O'Brien, is requesting a plat amendment to Lot 88 (0.63 acres) of the Deer Crest Estates Subdivision Phase 1 Amended Plat. The proposed amendment would move one ski-run easement so that it is aligned with the built ski-run and abandon a portion of another easement that is not being used. Along with the easement adjustments they are also proposing that the building envelope is amended. The property is located at 2955 West Jordanelle View Drive in Section 23, Township 2 South, Range 4 East in the JBOZ (Jordanelle Basin Overlay Zone).

8.	Gary Hennings is requesting an adjustment (clarification) to the conditions of his previous plat amendment approval for the Star Harbour Estates First Amended Plat to combine Lot 34 (.39 acres) with an adjacent 0.111 acre parcel to create a 0.50 acre parcel. The parcel is located at 1456 West Alpine Avenue in Section 24, Township 2 South, Range 4 East in the JBOZ (Jordanelle Basin Overlay Zone).
