- TOQUERVILLE CITY PLANNING COMMISSION MEETING AGENDA July 13, 2022 at 6:00 p.m. 212 N. CALL TO ORDER: 1. Call to order by Chairman Joey Campbell, Pledge of Allegiance by Commissioner Eaton 2. Disclosures and declaration of conflicts from Commission Members B. AGENDA: 1. Approval of agenda order C. REVIEW OF MINUTES: 1. Review and possible approval of Planning Commission Meeting Minutes from April 13, 2022 and June 8, 2022. D. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact city staff directly. E. REPORTS: 1. Planning Chair, Joey Campbell 2. Commissioners 3. Planning and Zoning Administrator, Darrin LeFevre F. BUSINESS ITEM(S): 1. Annual renewal of a home occupation conditional use permit for a solar project located on property bordering Grand Circle Ranch on the west side of I-15. Applicant Jerry Eves. 2. Annual renewal of a nightly rental permit located at 1267 S. Shadow Creek Lane. Applicant Gordon Dotson. 3. Annual renewal of a conditional use permit for a Bed and Breakfast Establishment located at 654 S Westfield Road. Applicants Bill and Lucy Gillingham. 4. Annual renewal of a conditional use livestock permit located on property parcels T-19 and T-148-A. Applicants Anita, Mona, Laura and Lorin Lowe. 5. Annual renewal of a conditional use livestock permit located at 1530 S Cane Circle. Applicant Amber Raleigh. 6. Annual renewal of a conditional use permit for an extraction permit located on parcel T-3-0-27-132. Applicant Washington County Water Conservancy District. 7. Annual renewal of a conditional use permit for the Windsong Project located on property bordering Grand Circle Ranch on the west side of I-15. Applicant Jerry Eves. 8. Discussion on a Preliminary Plat application submitted by Wasatch Commercial Builders. Limit 3 minutes per person; please speak into the microphone and state full name. A. Public Hearing: Public Input is sought on a Preliminary Plat application submitted by Wasatch Commercial Builders. Tax ID # T-166-B-1-A-1-A. Current zoning is R-1-15 - Single Family Residential. B. Possible recommendation to City Council. 9. Discussion on the final Firelight Development Agreement. Limit 3 minutes per person; please speak into the microphone and state full name. A. Public Hearing: Public input is sought regarding the final Firelight Development agreement. B. Possible recommendation to City Council. 10. Discussion on final approval of the Firelight MPDO Plan and an Ordinance amending the City's Official Zoning Map to designate Firelight Subject Property as having MPDO zoning submitted by Sun River Firelight. Limit 3 minutes per person; please speak into the microphone and state full name. A. Public Hearing: Public Input is sought on final approval of the Firelight MPDO Plan and an Ordinance amending the City's Official Zoning Map to designate the Firelight Subject Property as having MPDO Zoning B. Possible recommendation to City Council 11. Discussion on a Final Plat application submitted by Sun River Firelight. Limit 3 minutes per person; please speak into the microphone and state full name. A. Public Hearing: Public Input is sought on a Final Plat application submitted by Sun River Firelight for Ph. 1 & 2. Tax ID # T-128-PV1, T-141-PV1, T-199-PV1. B. Possible recommendation to City Council. G. DISCUSSION ITEM(S): 1. Discussion on possible future Resort Zone Overlay. 2. Discussion on a possible Agriculture Protection Zone. H.
