Town of Goshen Council Goshen Town Hall April 12, 2022 Town Board Public Hearing Meeting 7:00 PM A. Pledge of Allegiance- J.C. Reynolds B. Prayer - Steven Staheli Town Council Meeting C. Disclosures- N/A D. Public Input, Non agenda items- (none at opening of meeting- reopened at end of meeting) 1. Approval of Minutes- Randy motions to approve, JC seconds, all in favor, Charles Absent. 2. Discussion and possible action on council compensation (addition of online meetings and other)- *see attachments* Mayor will raise to 300.00/month (was $200.00), $25.00/out of town (was $24.00), $15.00/in town official, non council meeting (was $12.00), $20.00/online meeting (this was added in addition to pre-existing), all of which is for official meetings. These meetings will need to be submitted with proof of attendance to the office for payments. Alisha motions to approve changes, Randy seconds, Mayor is a Ney, Charles absent. 3. Discussion and possible action on approving resolution NO 04112022- A resolution of the Town of Goshen appointing a member representative to the Utah Valley Dispatch Special Service District, James Reynolds- J.C. Reynolds was nominated to hold the seat and represent Goshen, Randy motions, Alisha seconds, all in favor, Charles absent. 4. Fee Schedule- discussion and updates of fee schedule changes- Randy and Steven said to change green waste to free not the $8.00. Then, they decided to OMIT the green-waste from the fee schedule. Dump passes will be obtainable for all pick-up services, (all in town and out of town services) JC motions to approve, Randy seconds, all in favor, Charles absent. 5. Quarterly Financial Report for Council- Rachel handed out the report, please see attachment. There will be a budget review next meeting. 6. Council Updates- --Alisha brought up that she will be doing the yard of the month, and that she has gotten a local business as well as another one, olsons, to donate gift certificates for the winners each month. She mentioned doing themes for the appropriate months, and will get to have a yard sign for that month. Dominion Energy bid out the project for Goshen, it will start May 8, 2022. There will be a Q&A to come with date TBA. They will advertise this and do some booths at events through celebration etc. Water Project- The project will be over the budget, by a million, could be a little more, and that is due to rising costs of supplies etc. ARPA (COVID), through Utah County, will be granting 1.4 million to offset the added costs. The county received 50 million is funds for local water infrastructure, and Goshen qualifies. CDBG - Legion hall and Water Meter grant was applied for again, and we were awarded 150k to demo the legion hall, Sunrise to bid that out, and 100k for water meters and reading system. **COUNCIL REOPENED MEETING TO PUBLIC COMMENT** Bruce Farnsworth wanted to add to the council, that they reason they were not able to get subdivision plans for the Thoroughbred Lane subdivision, was due to the County taking a little longer on paperwork. He asked that they be on the next agenda for May 2022. Dwayne and Anna Marie Bass asked about the dump-passes and why they could not obtain one. Steven said that all the trash services, those who have pick-up service, will get a pass regardless; this was talked about earlier in this meeting. Steven did mention that the June Council Meeting will need to be changed, and after discussion of council, moved to the date of June 7, 2022 Blaine Coombs brought up that the current fire engine they are using is reaching its maximum years of service, 30 year mark, (usually engines are surplus out at 15 years) and will by code/law need to be retired. The new(er) engines will run anywhere from $300,000 and up. This is something that will need to be considered now and we have currently 2-3 years to get another one. He mentioned that this may have to be bonded due to price. Also, it would be wise to start getting this done due to rising costs and inflation. E.
