APPROVAL OF JUNE 22, 2021 MINUTES:
Councilmember Randy Christensen moved to make a motion to accept the minutes of June 22, 2021 as written. Councilmember Amy Stanley made a second to that motion. All voted in favor, motion carried. (1st Motion)
BID OPENINGS FOR WATER TANK:
Mayor William Mills opened six bids for the Mona City new Culinary Water Tank, Project #2008-082, Project Engineer: Tyler Faddis, P.E. The Official J&D engineer's Estimate: $1,948.202.00.
Wadsworth Construction Draper Utah was the first bid to be opened. Their bid came in at $1,570,276.62. Bid number 2 was Patriot Construction LLC, Honeyville, Utah, with a bid amount of $1,547,175.75. Bid number 3 was from WW Clyde, Orem, Utah, with a bid amount of $1,875,000.00. Bid number 4 was from FX Construction, Hyland Utah with a bid amount of $1,822, 820.00. Bid number 5 was from Dale Cox Construction, Manti, Utah with a bid amount of $1,330,719.00. Bid number 6 was from Vancon Inc. Mona Utah with a bid amount of $1,429.950.00.
Low bid & winner was Dale Cox Construction of Manti Utah with a bid amount of $1,330,719.00.

Mayor William M. Mills called for a motion to accept the low bid as the winner for Dale Cox Construction in the amount of $1,330,719.00 to install Mona Cities new Culinary Water Tank, contingent upon review of the bid by Faddis. Councilmember Micheal Stringer moved to make a motion to accept the low bid as the winner from Dale Cox Construction of Manti, Utah with a bid amount of $1,330,719.00 to construct Mona City's new Culinary Water Tank, contingent upon review by Faddis, with a second by Councilmember Jay Mecham. All voted in favor, motion carried. (2nd Motion)
PLANNING AND ZONING:
Planning and Zoning Vice Chair Dennis Gardner presented action items for their meeting on Wednesday July 8, 2021 to the council for approval.
The first action item was an accessory building permit for Mark Holden at 563 East Center Street which was tabled, more information was needed.
Blake Davidson came in for an accessory Building Permit 40 X 50 2,000 SF building, located at 52 West 600 South. Gardner told the council he had everything ready and recommended the council approve Davidson for the Accessory Building Permit at the location above.
Mayor Mills called for a motion to approve an Accessory Building Permit for Blake Davidson located at 52 West, 600 South.
Councilmember Amy Stanley moved to make a motion to approve an Accessory Building Permit for Blake Davidson, located at 52 West, 600 South, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (3rd Motion)
Jeff Kay, JMK Construction came in for a Construction-Building Permit in Nebo View Meadows-141 South, 100 West. Everything was in place and Gardner recommended the council approve a building permit for JMK Construction as described above.

Councilmember Jay Mecham moved to make a motion to approve a Construction Building Permit for JMK Construction as discussed above with a second by Councilmember Frank Riding. All voted in favor, motion carried. (4th Motion)
Pat Painter came in for a Commercial Building permit for a 50 Storage Unit. Dennis said he had everything ready and would like to recommend the council approve the 50 Storage unit at 788 South 1300 East.

Pat Painter also wanted the council to approve a commercial building permit for a warehouse at the same location. His request was tabled until the first council meeting in August to discuss water and fire suppression.

DELEGATIONS:
Travis Jones from Houwelings who was not on the agenda came to say hello to the council and gave a brief update.
Gas and Water operator Chad Phillips reported on several upcoming projects for gas and water, Sunrise Engineering is still working on the modeling for their gas system.
The engineers said the gate station is sufficient.
Phillips wants the council to make sure there is some type of fire and water suppression where Pat Painter wants to build.
He is also focusing on getting the state taken care of on pipeline safety.
DIRECTOR OF FINANCES, SECRETARY/TREASURER &
RECORDERS REPORT:
Director of Finance Sara Samuelson was not presented to present the Disbursement Listing as stated; the report was presented by Secretary/Treasurer Michelle Dalton.
Mona City Disbursement Listing Checking - dated 6/22/2021 to 7/13/2021 with fourteen (14) checks listed over the allotted amount of $2,000.
There were no questions on the report as presented.
The report is attached to the minutes for public viewing.
Secretary Michelle Dalton said there have been several donations made for the raffle to be held as part of the celebration. She will be contacting businesses for more contributions. Houweling's Tomatoes as well as other businesses will be donating; she will make certain they are recognized for their support.
City Recorder Lyla Spencer has completed the process for the Par Tax Proposition #4 information. It will be sent to the printer and added to the November ballot.
Grama Request were discussed briefly.
COUNCIL BUSINESS:
Councilmember Amy Stanley updated information on the 24th of July Pioneer Day Celebration: The concrete extension is ready for the celebration, Jason Gibson will again provide the music, and will work as the DJ. A Grand Marshall for the parade has been selected along with the King, Queen, Princes & Princess. The Mona Elementary PAC will not be manning the snack shack which will be leased out to Diana Manseau, a private vendor. The Grand Marshals and the Royalty will have their photos in the paper.
Stanley said all of the councilmember's have assignments, and I think we are ready for the big celebration!! She thanked everyone and said it could not have been done without all your help.
Councilmember Jay Mecham will provide a special golf cart for the grand marshals to ride through the parade.

Councilmember Randy Christensen said that they had the first draft of the pipeline safety ready to submit to the state, I am sure there will be other drafts Christensen warned.
The audit of the of the gas pipeline safety will also be completed.
The water tank bids are completed.
We will meet with Six County on July 20th to review Capital Improvements for the city.
Councilmember Frank ride reported the cemetery has been fertilized.
Mayor Mills closed the meeting by stating: There are some concerns from citizens in regard to the brown spots on the lawn in the cemetery.

There were six (6) motions voted upon and passed, a motion to approve the June 22, 2021 minutes, a motion to approve Option # 5, Dale Cox Construction of Manti Utah to Install the new Water Tank for Mona City, a motion to approve an accessory building permit for Blake Davidson, a motion to approve a building permit for JMK Construction, a motion to approve a 50 Unit Storage Commercial Building Permit for Pat Painter, and a motion to adjourn this meeting of July 13, 2021.
PAY FINANCES ADJOURNMENT:
Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn; Councilmember Frank Riding made a second to that motion, all voted in favor, motion carried. (6th Motion)
The city council meeting was then adjourned at 9:27 p.m., with no further comments.
