THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M.

APPROVAL OF JUNE 8TH, 2021 MINUTES:
Mayor Mills excused Councilmember's Micheal Stringer & Amy Stanley.
Councilmember Jay Mecham moved to make a motion to accept the minutes of June 8, 2021 as written. Councilmember Randy Christensen made a second to that motion. All present voted in favor, motion carried. (1st Motion)
PLANNING AND ZONING:
DELEGATIONS:
Former Juab County Commissioner Byron Woodland along with Gerard Yates who is employed with the Central Utah Water Conservancy District presented a discussion on the History, Concerns of the residents of Juab County, along with their recommendations in regard to Central Utah Water Conservancy District and the CUP (Central Utah Project). Attached is information presented to the council. This information will become a permanent part of the minutes for public viewing.

DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT:
Secretary/Treasurer Michelle Dalton reported that the city has not yet received the Cares Fund Packet; they were depending on the funds to install a new furnace in the library, she has continually tried contacting the office of the Cares Fund and has not heard back.
She is preparing a donation letter for the raffle, Jay has a list of royalties and will proceed with that.
Michelle went over Councilmember Amy Stanley's Celebration Checklist, Assignments, Tentative Schedule, Firework Information (which the mayor read), and the Parade Information.
These five (5) documents are attached to the minutes for public viewing and will become a permanent part of the minutes.
Also presented were the bids to extend the concrete on the stage. There were three (3) options presented as follows; Option 1: Ryan Lyn and Tyler Painter total price: $3060.00, Option 2: Naufahu Construction Company (Springville) total price $2,500.00 and Option 3: JKL Construction (Jeff Kay) total price $1,200.00.
The lowest bid was chosen by the council ,JKL Construction, in the amount of $1,200.
Mayor Mills called for a motion to approve JKL Construction to extend the concrete for the outside stage in the park. Kyle Stanley will cut out the asphalt and donate his time to do the rest; the city will pay for the material.
Councilmember Randy Christensen moved to make a motion to approve JKL Construction to extend the concrete for the outside stage in the park, with a second by Councilmember Jay Mecham. All present voted in favor, motion carried. (2nd Motion)
Sara Samuelson reminded the council Utah Retirement will be available Wednesday June 23 from 3:00 pm to 4:00 pm, to present various retirement options to whoever is interested.
City Recorder Lyla Spencer presented Par Tax Resolution #2021-4 to the council stating; A Resolution placing an opinion question on the November 2, 2021, regular general election ballot as to whether or not Mona City should enact a local sales and use tax of one-tenth (1/10) of one percent (1%) to fund cultural arts facilities and programs and recreational facilities in Mona City, and approving the ballot title and propositions. After presentation, Mayor Mills called for a motion to approve Resolution #2021-4 as stated above. Councilmember Frank Riding moved to make a motion to approve Resolution #2021-4 as presented above with a second by Councilmember Randy Christensen. All present voted in favor, motion carried. (3rd Motion)
Director of Finance Everd Squire presented the Disbursement Listing as stated below:
The Mona City Disbursement Listing for checking dated 06/08/2021 to 06/22/2021was presented to the council. There were no questions on the report.
There were six (6) checks over the allotted amount of $2,000.
The Disbursement Listing is attached and will become a permanent part of the minutes for public viewing.

COUNCIL BUSINESS:
There were no reports from the council.
Mayor Mills closed the meeting by stating: There will be a form letter mailed to all citizens in Mona City from the Mona City Fire Department updating fireworks in the city.
The city will hold a celebration fire display but personal aerial fireworks will be banned along with sparklers because of the extreme drought.
FYI:
There were four (4) motions voted upon and passed, a motion to approve the June 8, 2021 minutes, a motion to approve Option #3 for bids to Pour Concrete, a motion to approve Resolution #2021-4 PAR TAX, placing an opinion question on the November 2, 2021 ballot, and a motion to adjourn this meeting of June 22, 2021.
PAY FINANCES ADJOURNMENT:
Councilmember Jay Mecham moved to make a motion to pay the finances and adjourn, Councilmember Frank Riding made a second to that motion, all present were in favor, motion carried. (4th Motion)
The city council meeting was then adjourned at 9:15 p.m., with no further comments.
AN EXECUTIVE SESSION IF NECESSARY:
An executive session was not necessary.
