Adjourn Anticipated meeting duration: 1:40 Video and Audio To watch and listen on your computer or other device, go to: https://zoom.us/j/2010426563 Meeting ID: 201 042 6563 Audio Only Dial 669-900-6833 US (San Jose) Dial 346-248-7799 US (Houston) Meeting ID: 201 042 6563 Electronic Board Meeting Determination Consistent with Section 52-4-207(5) of the Utah Open and Public Meetings Act, and acting as Chair of the Board of the Greater Salt Lake Municipal Services District (the District) I, have determined that conducting Board meetings with an anchor location that is available to the public presents a substantial risk to the health or safety of those present or who would otherwise be present at the anchor location and, consequently, that District Board meetings will be held without a physical anchor location. 1. This determination is based upon the following facts and considerations, among others: a. Even though the CDC (Center for Disease Control) has determined that people who have been fully vaccinated against the COVID-19 virus may safely congregate without wearing a mask and without social distancing, the fact remains that a large portion of our population has yet to be vaccinated and, if there is a physical anchor location, both vaccinated and unvaccinated persons may be in attendance. Although the CDC guidelines continue to require unvaccinated individuals to wear masks and socially distance themselves, many unvaccinated individuals appear reluctant or unwilling to do so. b. According to experts, the general population has yet to achieve 'herd immunity' and the effectiveness of COVID-19 vaccination immunity is not 100%, which makes it prudent, at least for a time, for the District Board to continue to meet electronically. c. The health and safety of District Board members, officials, employees, staff, contract service providers and members of the public who are in the high-risk category for COVID-19 due to age and/or preexisting conditions is best preserved by continuing to hold electronic Board meetings with limited in-person interaction; and d. The District Board has prepared for and has the ability to effectively conduct its public meetings electronically, including providing members of the public a means to monitor the meetings and, as appropriate, make comments electronically. District staff are instructed to include in the public notice of each District Board meeting to which this Determination applies information on how a member of the public may view and make comments during the District's electronic Board meetings. This written determination expires 30 days after the date stated below but may be re-issued by future written determinations of the District Board Chair at that or any other appropriate time.
