THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M.

APPROVAL OF MARCH 09, 2021 MINUTES:
Councilmember Randy Christensen moved to make a motion to accept the minutes of March 09, 2021 as written. Councilmember Frank Riding made a second to that motion. The vote was unanimous, motion carried. (1st Motion)
PLANNING AND ZONING:
DELEGATIONS:
Chad Phillips Gas/Water Operator came before the council to present the water and gas update.
The annual Utah Pipeline Safety Inspection was completed, there are items that need to be upgraded to ensure the safety of the pipeline, Chad will be receiving a letter soon listing what work needs completed and updated, and the city is in compliant with the state of Utah.
They received the Consumer Confidence Report with the Division of Drinking Water for the 2021 year.
They are getting ready to fire up the well for the year, and are in the process of getting the water valve installed.

SCADA (Supervisory Control and Data Acquisition) is a big ticket item to be purchased. Chad will be receiving a quote soon, he has estimated the cost to be around $10,000, and will keep the council updated.
Mayor Mills asked if the line on 100 S had been flushed. Chad told him it has recently been installed, yes it was flushed Chad responded.
DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT:
Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 03/10/2021 to 03/23/2021. There were no questions on the financial report.
There were five (5) checks over the allotted amount of $2,000.
The Disbursement Listing is attached and will become a permanent part of the minutes for public viewing.
COUNCIL BUSINESS:
No business license or fence permit presented.
Councilmember Randy Christensen reminded the council of the upcoming Water Bond Meeting to be held virtually on April 30th at 1:00 p.m. in the Council Chambers with the city's Water Bond Attorney Eric Johnson, project engineer Tyler Faddis, and Bill Prater from the CIB office reporting to the council.
Councilmember Jay Mecham presented an update on the upcoming Spring Cleanup to be held April 9th through April 22. A bin will be available for metal only, along with a bin for garbage.
Mayor Mills presented the Cliff Hales subdivision concept plan to the council and called for a motion to disapprove the above subdivision concept plan and send it back to P&Z pending addition information & requirements, if he has the water & all his requirements the council will move forward from there.
Councilmember Frank Riding moved to make a motion to disapprove the Cliff Hales subdivision concept plan as stated above with a second by Councilmember Micheal Stringer. All present voted in favor. Councilmember Amy Stanley was not present for the vote. Motion carried. (2nd Motion)
In closing, Mayor Mills gave an update on the OHV meeting held on Wednesday March 17th. In attendance were homeowners and ATV/OHV owners & professional on the OHV issues; Mike Jensen & Cory Ballow gave recommendation that the ordinance needs to be enforced to be effective. They were okay with what the city has currently and the recommended changes to the ordinance.
For the upcoming Easter egg hunt/activity, Councilmember Amy Stanley has requested the park access be blocked off the night before the so they can prepare for the event.

There were four (4) motions voted upon and passed, a motion to approve the March 09, 2021 minutes, a motion to disapprove the Cliff Hales Subdivision concept Plan and send it back to
Planning & Zoning for additional requirement, a motion to approve Resolution No 2021-1, and a motion to adjourn this meeting of March 23, 2021.
PAY FINANCES ADJOURNMENT:
Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn, Councilmember Micheal Stringer made a second to that motion, all were in favor, motion carried. (4th Motion)
The city council meeting was then adjourned at 8:12 p.m., with no further comments.
AN EXECUTIVE SESSION IF NECESSARY:
An executive session was not necessary.
