MONA CITY COUNCIL MEETING FEBRUARY 23, 2021 COUNCIL CHAMBERS THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M. PRESENT: William M. Mills - Mayor Randy Christensen - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Amy Stanley - Councilmember Micheal Stringer - Councilmember GUEST: Richard (Boo) Robertson, Damon Harper, Christine Phillips ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire -Director of Finance, Lyla Spencer -City Recorder, Melinda Matheson-Recreation Director, Tony Openshaw Streets, Chad Phillips Gas & Water Operator OPENING PRAYER: Councilmember Amy Stanley APPROVAL OF FEBRUARY 09, 2021 MINUTES: Councilmember Randy Christensen moved to make a motion to accept the minutes of February 09, 2021 as written. Councilmember Amy Stanley made a second to that motion. The vote was unanimous, motion carried. (1st Motion) PLANNING AND ZONING: DELEGATIONS: Homeowner Richard (Boo) Robertson at 380 W 100 S, came before the council with culinary water concerns: Water lines that were worked on in the city to improve culinary service has ended up causing problems, there is a hole next to his meter, Robertson has had an extensive & ongoing problems with the culinary water system since the water line work began, he added, every time a line was worked on his line would fill up with gravel and dirt and this has caused him quite a bit of money, there is a line breakage on center street, he told the council he has gone through six water heaters and his refrigerator filter needs changing constantly, the compaction MONA CITY COUNCIL MEETING FEBRUARY 23, 2021 COUNCIL CHAMBERS was not laid properly, according to Robertson & being in construction he knows what compaction is. Robertson said he went to his water meter and sunk in to his knees. Mayor Mills said the soil was compacted and inspected and did meet standards. In the winter months the ground will not settle. Mayor Mills added, along 200 West, every meter is sinking but they will all be repaired and at the present time, Gordon Newton is filling in the worst spots. Mills reminded him that is why we didn't asphalt the roads and are waiting until summer when the soil dries. Robertson would like something done about the water issues he is experiencing. He also had concerns in regard to the GPS system and how surveys are done, saying it has been a problem and needs addressing, he added the town was not founded on the GPS system. 'According to the GPS property survey done, my fence on the north side of my property should be moved eight feet into my property.' Robertson would like the city to go back to the rod & chain method of the past. Mayor told him the city will stick with the current GPS system. Mayor Mills suggested he order a survey and also talk with his neighbors living next to him to solve the GPS issue. Robertson left telling those present it was of little good to be there. Chad Phillips reminded the council, the clean out valve was really east & above this property, 'He does have a long service, we took a sample of the water today and it was clean.' Phillips said they will keep an eye on Robertson's water line and work to solve the problem. Councilmember Amy Stanley suggested sending a letter to Robertson letting him know Chad Phillips is working on his line. Tyler Faddis PE Assistant project manager for Jones & DeMille Engineering, Inc was not able to attend the meeting he sent a Mona City Projects Report for the council to view as follows: What have We Been Working On? Water Tank - We have reached out to Geotech firms to complete a Geotech analysis of the water tank site to base our tank design off of the strength and soil type. Our surveyors are scheduled to topo survey the fenced area of the tank site. SRTS - The topo survey is complete and has been mapped in our AutoCADdrawings. What's Next? The Geotech should be onsite in the next week or so to complete the analysis of the soils. They will dig three test pits about 20 feet deep and take samples for laboratory testing. Our surveyor will be there this Thursday for the topo survey of the fenced tank site. Questions? For the SRTS project. Has the school surveys for the students/parents and teachers been given to the school and completed? UDOT will require this survey be complete before funding is given and the project is constructed. Chad Phillips Gas/Water Operator came before the council and presented his update. He will attend a Water Conference in St George in March. MONA CITY COUNCIL MEETING FEBRUARY 23, 2021 COUNCIL CHAMBERS Melinda Matheson Mona City Recreation Director also presented a proposed Concealed Carry Permit Class for the council to approve. The class will be for those ages 18 and older. The cost will be $50 per applicant. Matheson told the council all applicants must give proof of good character, has not been convicted of a felony, has not been convicted of any crime of violence, has not been convicted of any offense involving the use of alcohol, has not been convicted of offenses involving the unlawful use of narcotics or other controlled substances has not been convicted of any offenses involving moral turpitude, has not been convicted of any offense involving domestic violence has not been adjudicated by a court of a state or of the United States as mentally incompetent, unless the adjudication has been withdrawn or reversed and is qualified to purchase and possess a firearm. A criminal background check is conducted for all applicants. Mayor William Mills called for a motion to approve a Concealed Carry Class to be held at the Mona City Recreation Center. Councilmember Amy Stanley moved to make a motion to approve a Concealed Carry Class at the Mona City Recreation Center with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (2nd Motion) DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 02/10/2021 to 02/23/2021. There were no questions on the financial report. There were seven (7) checks over the allotted amount of $2,000. The Disbursement Listing is attached and will become a permanent part of the minutes for public viewing. Michelle Dalton Mona City Secretary/Treasurer & City Recorder Lyla Spencer presented Mona City's Policies & Procedure documents for approval. Mona City needs these Policies & Procedure documents put into place to improve fraud prevention. Each year all elected and appointed officers of Mona City pursuant to Utah Code 17-16a-6, 7 and 8 are to submit a Conflict of Disclosure Form each year, and adopt a code of ethics and take the pledge each year to keep with the state mandate. The Policy & Procedure documents presented were: the Employee's Code of Ethics Prohibited Conduct. Mona City Ethical Behavior pledge Form which required a signature from each elected official and appointed official. Mona City's Conflict of Interest Policy, Mona City Conflict of Interest Disclosure Form, Mona City IT Computer Security Policy and Mona City Credit Card Policy. For public reference the Policies & Procedure forms can be found at the city office during regular business hours. MONA CITY COUNCIL MEETING FEBRUARY 23, 2021 COUNCIL CHAMBERS Mayor William M. Mills called for a motion to approve Mona Cities Policies and Procedures as presented. Councilmember Micheal Stringer moved to make a motion to approve Mona City's Policies & Procedures as presented with a second by Councilmember Jay Mecham. All voted in favor, Motion carried. (3rd Motion) COUNCIL BUSINESS: One business license, and one fence permit was presented. Adrie Etherington living at 420 S 300 E is opening an Online email Advertisement home business for blog post, web pages etc. Etheringtron stated there will be no traffic at her residence and no one will enter the home. Mayor Mills called for a motion to issue Adrie Etherington a business license at the address stated above. Councilmember Amy Stanley moved to make a motion to approve and issue a business license to Adrie Etherington for an Online Email Advertisement Home Business as stated at the above address, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (4th Motion) Mark Holden at 563 E Center Street came in for a single family corner lot, adjacent to a drive, not adjacent to a sidewalk/rear/side yard 6' vinyl fence. Mayor Mills called for a motion to issue a fence permit to Mark Holden at the above stated address, 6' vinyl fence, single family corner lot, adjacent to a drive, not adjacent to a sidewalk. Councilmember Randy Christensen moved to make a motion to approve a fence permit for Mark Holden at the above stated address for a 6' vinyl single family corner lot, adjacent to drive, not adjacent to a sidewalk, with a second by Councilmember Frank Riding. All voted in favor, motion carried. (5th Motion) Councilmember Randy Christensen said they will begin preliminary work on the Water Tank Project and will meet with Six County again on March 17th. Councilmember Jay Mercham announced Spring Clean-up to be held Friday April 9th through Friday April 22rd. In closing, Mayor Mills asked the council again to seriously view the Land Use Ordinance. FYI: There were six (6) motions voted upon and passed, a motion to approve the February 09, 2021 minutes, a motion to approve a Concealed Carry Permit class, a motion to approve Mona City's Policies & Procedures, a motion to approve a fence permit for Mark Holden, a motion to approve a business license for Ardie Etherington, and a motion to adjourn this meeting of February 23, 2021. All motions are recorded and in the cities permanent records. PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer moved to make a motion to pay the finances and adjourn, Councilmember Jay Mecham made a second to that motion, all were in favor, motion carried. (6th Motion) The city council meeting was then adjourned at 8:40 p.m., with no further comments.
