Commissioner Lynn Ingram called the meeting to order at 8:08 p.m.
Minutes:
Commissioner Gardner made a motion to approve the minutes of January 6, 2021 as written. Commissioner Newton seconded the motion. The vote to approve the minutes of January 6, 2021 as written was unanimous.
Jeff Kay - Building Permit
Jeff Kay made application for a building permit for a home to be built on Lot 2 of the Nebo View Subdivision. The plans have been approved by the Mona City Building Inspector, and all paperwork is complete.
Commissioner Newton made a motion to forward the Kay Building Permit application to the City Council with a positive recommendation. Commissioner Stanley seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation.
Richard and Laura Hermansen - Building Permit
Richard and Laura Hermansen made application for a building permit for a home to be built on lot 9 of the Nebo View Meadows Subdivision. The plans have been approved by the Mona City Building Inspector, and all paperwork is complete.
Commissioner Gardner made a motion to forward the Hermansen Building Permit application to the City Council with a positive recommendation. Commissioner Stanley seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation.
Chad Sunderland - Main Street Zoning Inquiry
No one was present for this inquiry.
Cliff Hales - Concept Subdivision
Cliff Hales, represented by Richard Hatfield, discussed with the council the concept application for a subdivision. The Commission gave Mr. Hales and Mr. Hatfield a list of improvements that would be required for preliminary approval. The list will be attached to the minutes for review. Mr. Hales indicated that he would be pursuing the subdivision in phases, starting with a phase of approximately 20 lots. The Commission indicated that phases would be agreeable for the City and the developmental agreement would be worked out after the phasing plan was submitted. Mr. Hatfield inquired as to how much information the Commission needed for Concept Approval. Commissioner Ingram informed Mr. Hatfield that an approved layout of the roads and the phasing plan would be required.
Kevin Ridd - Building Permit
Kevin Ridd made application for a building permit for a home to be built on Lot 4 of Nebo View Meadows. The plans have been approved by the Mona City Building Inspector, and all paperwork is complete. Mr. Ridd has his setbacks from the curb instead of his property line and the easements will need to be adjusted. Mr. Ridd also would like to build a grandparent apartment separate from his home, attached through a garage. The Commission informed Mr. Ridd that he will need to adjust the grandparent apartment to follow Mona City ADU rules, including having an adjoining wall inside the home. Mr. Ridd indicated that he would adjust the home and come back to reapply.

Commissioner Gardner made a motion to adjourn the meeting at 9:19 pm. Commissioner Stanley seconded the motion. The vote to adjourn the meeting at 9:19 pm was unanimous.
