MONA CITY COUNCIL MEETING DECEMBER 8, 2020 7:30 ZOOM SETTING MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: ALSO PRESENT: Myrna Trautvein - Times News Reporter Director of Finance Everd Squire, Michelle Dalton Secretary/Treasurer, Lyla Spencer, City Recorder, Chad Phillips Water/Gas, Tony Openshaw Roads, Sara Samuelson P&Z Secretary, Lynn Ingram P&Z Chair OPENING PRAYER: Councilmember Amy Stanley APPROVAL OF NOVEMBER 24, 2020 MINUTES: Councilmember Amy Stanley moved to make a motion to accept the minutes of November 24, 2020 as written. A second was made by Councilmember Randy Christensen all voted in favor, motion carried. (1st Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram was not present for their meeting on December 2, Sara Samuelson P&Z Secretary presented their agenda with comments from Ingram via his I-Phone. The first agenda item up for discussion and possible action was Mike Keith - Concept - Major Subdivision. A lengthy discussion proceeded with the council's final decision to table the issue until further research. Each councilmember had concerns in regard to the proposal as presented. Mayor William M. Mills asked for a motion to table the Concept-Major Subdivision (Twin Homes) to discuss at another date and council meeting to give more thought and more research to the concept subdivision plan due to zoning issues and requirements. Councilmember Randy Christensen moved to make a motion to table the Mike Keith Concept Major Subdivision Plan/ Twin Homes as described above, a second was made by Councilmember Micheal Stringer, the vote was unanimous, motion carried. (3rd Motion) MONA CITY COUNCIL MEETING Steve Styler legal counsel for Mike Keith, who is seeking the building permit, Styler was not on the agenda in regard to the proposed concept single family twin home major subdivision, he understood the small lot subdivision was considered a minor subdivision and was not under restrictions of a moratorium. Styler was hoping the subdivision would be approved and had further questions for the council. Styler did not think the map had been noticed on the agenda prior to the adoption two weeks ago and questioned the legality. Councilmember Stanley said, 'The new zoning map was adopted prior to the application.' 'There was no consensus at the planning commission meeting' said Micheal Stringer Councilmember. There is a concern the builder wants to construct a twin home on one of the lots which is located on Main Street. The city council voted on a moratorium against new subdivisions in June of this year which ended early November. Mona city is currently updating the land use map, and plan a public hearing on Wednesday, January 6, 2021 at 8 p.m. in the Mona City Council Chambers located at 20 West center Street, The purpose for the hearing is to consider an update to the current General Plan, and the sections updated include a new zoning map, the addition of an R-2 residential zone, statistical updates, and general update to be in compliance with state requirements. Ingram told the council another problem is the application for building permits are to be submitted a full two weeks before the planning commission meets so they can address them, which will give the commission adequate time to go over the application and ask needed questions before passing the item on to the council. The second agenda item for P&Z: Travis Pay came in for a Minor Subdivision Inquiry, wanting to build a home at 340 W, 200 S. The Right Away is there for the sewer line but there is an easement through the lot, which could be an issue. It was decided by the council to do more research on the lot before a decision can be made. The third agenda item: Dennis Gardner came in for an Accessory Building Permit. There was no motion on the Accessory Building Permit for Gardner and very little discussion, this item will be presented to P&Z in January of 2021, and presented to the City Council thereafter for approval. Before closing their meeting a work session was held on Land Use with Rural Community Consultants the firm that is upgrading the General Plan for the city. DELEGATIONS: Gas/Water operator Chad Phillips came before the council presenting his water and gas updates on his projects for the city. He has been working mostly with the water projects which in his opinion have been a headache. They are getting everything ready before the snow hits the city streets. MONA CITY COUNCIL MEETING SECRETARY/TREASURER/ RECORDER REPORT: Secretary Michelle Dalton presented a proposal to the council in regard to Small Claims Court: The Cherrington Firm where she mistakenly reported at the last council meeting, the city will have to pay $40.00 a month rather than 40%. Mayor Mills asked for a motion to amend the Cherrington Firm Contract to read 40% rather than $40.00 per month. Councilmember Micheal Stringer moved to make a motion to amend the Cherrington Firm Contract as stated above with a second by Councilmember Frank Riding. All voted in favor, motion carried. (2Nd Motion) DIRECTOR OF FINANCES: Everd Squire Director Finances presented the disbursement sheet for 11/25/2020 to 12/08/2020; Everd asked if there were questions on the disbursement list. There were six (6) checks over the allotted amount of $2,000. The financial report is attached to the minutes for public viewing, and will become a permanent part of the minutes. COUNCIL BUSINESS: Councilmember Randy Christensen: was pretty disappointed the CDBG Grant was not accepted by the 6 County Board, he will apply for the same grant in the spring. He told the council the reason they rejected the grant was some of the wording was incorrect on the agenda item. However, Christensen checked with other top officials at the state level, he was told everything was okay, and the paper work was good to move forward on the grant. Councilmember Jay Mecham reported the Sewer Plant needs to purchase a pressure washer this is needed to clean the heavy grease that accumulates on the screen. 'It takes high pressure and hot water to clean the screen, just squirting won't work.' Said Mecham. And he added, 'The water has to be very hot to melt the grease.' The purchase of a pressure washer would be a couple of thousand dollars or maybe more, Mecham Reported. Councilmember Mecham wanted the council's approval before submitting the bid for the purchase. They are also planning to fix the overflows. Mecham said the city needs to do some work at the new city library. Mayor William Mills told the council 'We need a chain of command.' (Speaking of the library personnel) The library personnel need to come in to a council meeting and figure out who should be primarily in charge, Mills added. The city has given the library the building, paid for the utilities including heat and air conditioning and provided for the upkeep of the building. MONA CITY COUNCIL MEETING 'I would like to see the name of the city on a plaque honoring contributor.' Said Mills. Secretary Michelle Dalton added, the women should also come in and set a budget for the library, which would be in the interest of the city and the library. The library needs to have heat and air conditioning system updates. The current library building is where the city office was previously located. Councilmember Mecham said he has fixed the lights at the library and now will attach the large book shelves that are against the wall. He said, 'They are just standing unattached, and if there was an earthquake there would be serious damage.' Mecham will bolt them to the wall. Mayor William Mills ended the council session by letting the council know not to charge water overage on older homes in the city. This will need to be done on an individual basis. Councilmember Stanley added, we need to keep it safe by having documentation in the office. Chad Phillips Water/Gas operator said there is an attachment for faucets that will cut down on the water flow for those who leave their water on during the cold weather. The city can invest in the faucets and have those who qualify and need the attachment can come to the office and purchase them. Mayor Mills presented a proposal to keep the contractors water rates at the current cost until January of 2021. Mills asked for a voice approval: All councilmember's agreed with the proposal as stated by the mayor, which will continue until January 2021. No motion was placed on the proposal. FYI: There were four (4) motions voted upon and passed, and one (1) voice vote for the Contractor's Water Fee Rates. There was a motion to approve the November 24, 2020 minutes, a motion to table the Mike Keith Concept - Major Subdivision , a motion to amend the Cherrington Firm Contract from $40.00 as stated in the previous meeting, to 40%, and a motion to adjourn this meeting of December 8, 2020, PAY FINANCES ADJOURNMENT: Councilmember Jay Mecham made a motion to pay the finances and adjourn, with a second by Councilmember Randy Christensen all voted in favor, motion carried. (4th Motion) The city council meeting was then adjourned at 8:50 p.m., with no further comments.
