Description/Agenda
The Dixie MPO welcomes public comment on Amendment #1 to the 2019-2050 Regional Transportation Plan from January 4, 2021 to February 4, 2021. The proposed changes segment some transportation projects as recommended by various environmental studies, improve some project descriptions and update cost estimates. Comments can be submitted to rtpcomments@fivecounty.utah.gov The changes are summarized below and outlined on an accompanying spreadsheet: - Projects 3, 62, 63, 80 and 77 were updated to reflect a recent road segment name change from Plantations Drive to Gap Canyon Parkway as recommended by St. George City. - Project 12 (South Bluff Street) was segmented into Project 12a and 12b as recommended by a study commissioned by UDOT. The amended plan would introduce drainage and intersection improvements to Bluff Street in Phase 1 of the long-range plan, and widen the roadway to seven lanes in Phase 3. - Projects 13, 75 were updated to reflect a recent road segment name change from Astragulus Drive to Desert Color Parkway as recommended by St. George City. - Project 27 (Southern Hills Parkway) was restored from Phase 2 to Phase 1 of the long-range plan as St. George City anticipates developer participation will reduce the public cost of the project. - Project 35 (Merrill Road) was previously mis-labeled. This amendment appropriately sets the west endpoint of the project at 3000 East in St. George. - Projects 43 and 45 (widening and installation of interchanges on State Route 9) were segmented for constructability and split between Phase 1 and Phase 2 of the long-range plan as recommended in an Environmental Impact Statement completed in 2020. Project 43a is now an interchange at Purgatory Road in Phase 1. Project 43b is an interchange at Telegraph street in Phase 2. Project 45 is now a reconstruction and widening project from the Virgin River Bridge to the Southern Parkway with a split diamond interchange at Sand Hollow Road and 3400 West. Project 45b is consistent with project 138 in Phase 3 that would widen SR-9 to six lanes from I-15 to the Southern Parkway. - Project 68 (Northern Corridor - first two lanes) cost estimate was updated to reflect recent studies and estimates by the Bureau of Land Management and the Utah Department of Transportation. - Project 145 (new interchange at MP 7) and 129 (700 South widening under I-15) were brought forward from Phase 2 to Phase 1 and combined with Project 83 (Widening of I-15 from MP 6-8) for ease of constructability and cost savings. - Project 90 was updated to reflect a recent road segment name change from East Dixie Drive to Crosby way as recommended by St. George City. - Projects 77, 127, and 154 have updated cost estimates and improved descriptions. The Dixie MPO seeks public input on these proposed actions to amend the 2019-2050 Regional Transportation Plan. Comments can be submitted to rtpcomments@fivecounty.utah.gov
