MONA CITY COUNCIL MEETING AUGUST 25, 2020 COUNCIL CHAMBERS THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M. PRESENT: William M. Mills - Mayor Randy Christensen - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Amy Stanley - Councilmember Micheal Stringer - Councilmember GUEST: Jeff Kay, Tyler Faddis (JDE), Jared Johnsen, Breann Baguley, Stefanie Maxfield ALSO PRESENT: Myrna Trautvein - Times News Reporter Everd Squire -Director of Finance, Lyla Spencer -City Recorder, Michelle Dalton Secretary/Treasurer, Melinda Matheson Recreation OPENING PRAYER: Councilmember Micheal Stringer APPROVAL OF AUGUST 11, 2020 MINUTES: Councilmember AMY STANLEY moved to make a motion to approve the minutes of August 11, 2020 as written, with a second by Councilmember RANDY CHRISTENSEN all voted in favor, motion carried. (1st Motion) PLANNING AND ZONING: Planning and Zoning Chair Lynn Ingram presented Jeff Kay's Kayridge Minor Subdivision consisting of three lots, located at 700 South (Cemetery Lane) for final approval. The water issues were taken care of and Ingram made a recommendation the council approve the Kayridge Subdivision. Mayor William Mills asked for a motion to approve Kayridge minor Subdivision located at 700 S for three lots. Councilmember MICHEAL STRINGER moved to make a motion to approve the Kayridge minor Subdivision as described above with a second by Councilmember FRANK RIDING. All voted in favor, motion carried. (2ND Motion). DELEGATIONS: Recreation director Melinda Matheson presented a report on the Mona City Community Center Recreation programs to the council. Tumbling will begin on September 1, 2020 for all age divisions. Other events & sports will follow. Softball is now in progress. MONA CITY COUNCIL MEETING AUGUST 25, 2020 DIRECTOR OF FINANCES: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 08/12 /2020 to 08/25/2020. There were SIX (6) checks over the allotted amount of $2,000. The Disbursement Listing is attached, and will become a permanent part of the minutes for public viewing. SECRETARY/TREASURER: Secretary Michelle Dalton presented a proposal from Peak Alarm Security to install security equipment at the Mona City Pump House. Mayor Mills told the council and those present, 'Peak alarm will install and provide the equipment for $99.00, and will charge $61 a month for the security fee.' Mills than asked for a motion to approve Peak Alarm Security to install security equipment at the city's pump house for $99.00 installation, and a monthly fee of $61.00. Councilmember MICHEAL STRINGER moved to make the motion to approve Peak Alarm to install security equipment for $99.00 and a monthly fee of $61.00 at the Pump House, with a second by Councilmember RANDY CHRISTENSEN. All voted in favor, motion carried. (5th Motion). RECORDERS REPORT: Still waiting for the Certificate of Annexation for the Douglas Young Annexation. COUNCIL BUSINESS: Mayor William M. Mills opened sealed bids for the 2020 Culinary Water Pipe Replacement Project. There were 11 bids that requested information, with 6 submitted. The following bids were presented: Cody Ekker Construction, Inc: $163,700.00, Terry R. Brotherson Excavating, Inc: $133,155.08, Taurus Plumbing & Excavating: $115,371.47, PNL Construction Inc: $132.185.00, Newman Construction: $173,490.00, and Silver Spur Construction: $237,522.50. Tyler Faddis, PE, Jones and DeMille Assistant Project Manager told the council and those present, the estimate for the project was $149,112.50. Taurus Plumbing & Excavating came in with the low bid of $115.371.47. Mayor Mills asked for a motion to award/accept Taurus Plumbing & Excavating for the project to install the Culinary Water Pipeline Replacement Project, pending a bid review by Faddis. COUNCILMEMBER MICHEAL STRINGER moved to make a motion to accept the lowest bid from Taurus Plumbing and Excavating, Nephi, pending a bid review by Faddis, with a second from COUNCILMEMBER JAY MECHAM. All voted in favor, motion carried. (3rd Motion). One fence permit was presented for Leslie Baguley 195 S 200 W, 6' vinyl, property is on a corner lot, and is not adjacent to a drive way or sidewalk. MONA CITY COUNCIL MEETING AUGUST 25, 2020 Mayor Mills asked for a motion to approve a fence permit for Leslie Baguley as described above. Councilmember RANDY CHRISTENSEN moved to make a motion to approve a fence permit for Leslie Baguley at 195 S 200 W, and as described above, with a second by Councilmember AMY STANLEY. All voted in favor, motion carried. (4th Motion). Councilmember AMY STANLEY wants to make sure she can move forward with the Mona City's Fall Festival maybe the middle or end of October making sure it doesn't interfere with the deer hunt. It can be pulled off the week before. Stanley said it would be kept outside and we can have a more simple celebration. Melinda Matheson, City recreation director could be asked to help with games that can be enjoyed outdoors. The celebration will be for youth and families. There will be a 3 on 3 Houweling's Basket Ball Tournament and other fun fall games that can be played at the city park. Mayor asked for a motion to move forward with Mona City's Fall Festival as presented by Councilmember Stanley. Councilmember JAY MECHAM moved to make a motion to move forward with Mona City's Fall Festival as presented by Councilmember Stanley, with a second by Councilmember FRANK RIDING. All voted in favor, motion carried. (6th Motion) Mayor Mills ended the council session by bringing the council's attention to Mona City Code 6-2, an ordinance amending Mona City Code 6-2 and regulating the noise of certain vehicles within city limits, and related matters. The proposed ordinance is 2020-05. The mayor added Mona City will hold a public hearing on Tuesday September 8th at 6:00 p.m. 'We are planning for a large turnout,' Said Mills and added, 'We have plenty of room in the City Center'. FYI: There were seven (7) motions voted upon and passed, a motion to approve the August 11, 2020 minutes as written a motion to approve a minor subdivision for Jeff Kay, a motion to approve the bid opening & Award for the culinary water pipe, a motion to install an alarm system at the pump house, a motion to approve a fence permit for Leslie Baugley, a motion to approve the Fall Festival middle to the end of October, and a motion to adjourn this meeting of August 25, 2020. PAY FINANCES ADJOURNMENT: Councilmember JAY MECHAM moved to make a motion to pay the finances and adjourn, with a second by Councilmember RANDY CHRISTENSEN. All voted in favor, motion carried. (7th Motion). The city council meeting was then adjourned at 8:07 p.m. with no further comments.
