Commissioner Lynn Ingram called the meeting to order at 8:00 p.m.
Minutes:
Commissioner Newton made a motion to approve the minutes of July 1, 2020 as written. Commissioner Stanley seconded the motion. The vote to approve the minutes of July 1, 2020 as written was unanimous.
Jeff Kay - Minor Subdivision
Jeff Kay made application for a Minor Subdivision. The subdivision will be located on 700 S. and Main St. and is 2.5 acres. Mr. Kay would like to subdivide the piece into two .5 acre residential lots and one 1.5 acre combined use lot that will front Main St. The irrigation water has been approved by the Mona Irrigation Company but is not dedicated to the lots yet. Mr. Kay has culinary credits for the two building lots as well. Mr. Kay inquired as to the water requirements for the 1.5 combined use parcel. Mr. Kay indicated that there would be no outside landscaping on that lot, which would negate the need for irrigation water. As far as culinary water, based on there being one bathroom and one water fountain in each business, there would need to be 1/3 culinary credit per business. Commission consensus held that if Mr. Kay dedicated the culinary water for the residential lots, the water for the 1.5 acre combined use lot could be decided upon and dedicated when the final use of the lot was decided.
Commissioner Stanley made a motion to forward the Kay Minor Subdivision application to the City Council with a positive recommendation with a contingency that irrigation water is dedicated to the two residential lots. Commissioner Newton seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation with the above contingency.
Mr. Kay also addressed the Commission about a lot he had already been approved to build on in High Meadows on the corner of 650 E and 50 S. The family he was building the home for had a change of situation, and he is now building a different home for a different family. Mr. Kay inquired if he needed to attend a new planning and zoning meeting. Commission consensus was that Mr. Kay could have the new plans inspected and turn in a new plat map and not attend a different meeting.
Commissioner Newton made a motion to allow Jeff Kay to change the plans on the above-mentioned lot. Commissioner Stanley seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation.
Travis Taylor - Accessory Building
Travis Taylor made application for an accessory building permit at his home on 637 S 50 W. The plans have been approved by the Mona City Building Inspector, and all paperwork is complete.
Commissioner Stanley made a motion to forward the Taylor Accessory Building Permit application to the City Council with a positive recommendation. Commissioner Newton seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation.

Commissioner Newton made a motion to adjourn the meeting at 8:37 pm. Commissioner Gardner seconded the motion. The vote to adjourn the meeting at 8:37 pm was unanimous.
