MONA CITY COUNCIL MEETING JUNE 9, 2020 7:30 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember-Absent Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Amy Sutherland, David Sutherland ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Director of Finance Everd Squire, Lyla Spencer, City Recorder, Tony Openshaw, City Gas Operator, Sara Samuelson P&Z Secretary OPENING PRAYER: Mayor William M. Mills PUBLIC HEARING #1: Douglas Young Annexation Ordinance: Mayor William M. Mills opened the Public Hearing for the Douglas Young Annexation to accept ordinance #2020-4 for the annexation at 7:35 p.m. Mayor Mills then turned the time over to Lyla Spencer City Recorder to explain the reasoning behind the ordinance, Spencer told the council they can accept or deny annexing the area by ordinance. Mayor Mills asked for comments from the public. There were no comments from the public, he then asked for a motion to accept by ordinance #2020-4 to annex the area into Mona City as described in the ordinance document. Councilmember Micheal Stringer moved to make a motion to accept the Douglas Young Annexation by ordinance #2020-4 to annex the area into Mona City, with a second by Councilmember Amy Stanley. All voted in favor. Motion carried. Councilmember Jay Mecham was not present for the vote (1st Motion). A Copy of Ordinance #2020-4 is attached and will become a permanent part of the minutes for public viewing. PUBLIC HEARING #2: Budget Hearing amend the 2020 budget and adopt the proposed 2021 budget: Mayor William M. Mills opened the public hearing to amend the 2020 budget and adopt the MONA CITY COUNCIL MEETING JUNE 9, 2020 7:30 PM proposed 2021 budget at 7:48 p.m., asking for public comments, no public comments were voiced. Mayor Mills asked for a motion to amend the 2020 budget as presented. Councilmember Randy Christensen moved to make a motion to amend the 2020 budget as presented with a second by Councilmember Frank Riding. All voted in favor, motion carried. Councilmember Jay Mecham was not present for the vote (2nd Motion). Mayor Mills directed Tony Openshaw to get an itemized list of tools needed from Chad Phillips Gas and Water Operator to add to the 2021 proposed budget, then asked for a motion to adopt the proposed 2021 budget as presented by Evered Squire Finance Director with a list of tools needed for the Gas and Water Department. Councilmember Frank Riding moved to make a motion to adopt the proposed 2021 budget with the list of tools needed for the Gas and Water Department to be added to the 2021 budget, a second was made by Councilmember Micheal Stringer. All voted in favor, Motion carried. Councilmember Jay Mecham was not present for the vote (3rd Motion). Mayor William M. Mills then asked for a motion to close the public hearings at 7:53 p.m. Councilmember Randy Christensen moved to make a motion to close the public hearings as requested, with a second by Councilmember Micheal Stringer. All voted in favor of the motion. Motion carried. Councilmember Jay Mecham was not present for the vote (4th Motion). APPROVAL OF MAY 26, 2020 MINUTES: Councilmember Amy Stanley moved to make a motion to accept the minutes of May 26, 2020 minutes as written. A second was made by Councilmember Micheal Stringer. All voted in favor, motion carried. (5th Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for Wednesday, June 3, 2020 as follows; Discussion and Possible Action Item: Jory Rosquist came in for an Accessory Building permit located at 200 West 435 South. Ingram told the council he has everything needed and recommended the council approve an Accessory Building Permit for Jory Rosquist. Mayor William Mills asked for a motion to approve an Accessory Building Permit for Jory Rosquist as describe above. Councilmember Frank Riding moved to make a motion to approve an Accessory Building Permit for Jory Rosquist at 200 West 435 South with a second by Councilmember Randy Christensen. All voted in favor. Motion Carried. Councilmember Jay Mecham was not present for the vote. (6th Motion). Jim Carpenter also came in for an Accessory Building Permit located at 270 east, 100 north. He has everything needed; Ingram recommended the council approve an Accessory Building Permit for Carpenter. MONA CITY COUNCIL MEETING JUNE 9, 2020 7:30 PM Mayor Mills asked for a motion to approve an Accessory Building Permit for Jim Carpenter as described above. Councilmember Amy Stanley moved to make a motion to approve an Accessory Building Permit for Jim Carpenter located at 270 East, 100 North as described above with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. Councilmember Jay Mecham was not present for the vote. (7th Motion). David and Tauna Perry came in asking about a Building Permit Inquiry. The Perry's asked if they could build a home next to the older home across from the Mona 1st & 2nd Ward Building. They were given some options that may work for them but were told the city requires a half acre for each home. Mayor Mills asked Ingram about the Wilkerson property and if it has been taken care of. Mills said it has been approximately 6 years dealing with this property and he wants to know what the status is on the property, so things can move forward, for the Wilkerson's. Mills added they have a buyer for the property. Ingram said there are some legal loops that need taken care of in the county recording office. DELEGATIONS: Mandy Thorpe listed on the agenda did not show. Her complaint was discussed in regard to people turning on 300 South to get to Burraston Ponds rather than going to the designated turn off from state highway 89. She was proposing a sign at the end of 300 South stating that is not a turn off for the ponds. The council discussed the possibility of posting a sign at the end of 200 north coming from the Freeway to State highway 89 stating Burraston Ponds is 2 miles south. Also suggestions looking Burraston Ponds up on Google Map, that would for sure get you there. SECRETARY/TREASURER/ RECORDER REPORT: No Report Presented DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 05/27/2020 to 06/09/2020; Everd asked if there were questions on the disbursement list. There were no questions on the checks listed, There were eight (8) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: There were no business licenses or fence permits presented. Councilmember Amy Stanley asked if the celebration is a yes or no. MONA CITY COUNCIL MEETING JUNE 9, 2020 7:30 PM Mayor William M. Mills asked the council to vote and comment on whether the 24th of July Celebration should be cancelled except for the fireworks, he then asked for a motion to cancel the 24th of July Celebration except for the fireworks with the park being closed that weekend. Councilmember Frank Riding moved to make a motion to cancel the 24th of July Celebration except for the fireworks with the park being closed that weekend, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (9th motion) Councilmember Jay Mecham was not present for the vote. Councilmember Randy Christensen was in favor of having the celebration saying 'it is for the citizens of Mona, go for it' he also recommends having the parade. Councilmember Christensen will present the letter for the Water Tank to the County Commission and in turn keep the council updated. He will see if the city can receive CDBG funds for the repair on 700 East, and other roads that need repairs. Councilmember Micheal Stringer will start working on road repairs. Closing remarks from Mayor Mills: The mayor asked Councilmember Riding if the signs/rules for the basketball court are finished and ready to install. The Mona City Celebration will be canceled including the parade; however the fireworks will be displayed, with the city park being closed that weekend. The recreation center will be closed until the end of July. FYI: There were ten (10 ) motions voted upon and passed, a motion to approve the May 26,2020 minutes, a motion to approve the Douglas Young Annexation by Ordinance #2020-4, a motion to amend the 2020 Budget, a motion to adopt the 2021 Budget a motion to close the Public Hearings, a motion to approve an accessory building permit for Jory Rosquist, a motion to approve an accessory building permit for Jim Carpenter, a motion, to approve ID Electric SLC to install the VFD pump on the well, a motion to cancel the 24th of July Mona City Celebration, and a motion to adjourn this meeting of June 09, 2020, PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer made a motion to pay the finances and adjourn, a second was made by Councilmember Randy Christensen, and the vote was unanimous, motion carried. (10 Motion) The city council meeting was then adjourned at 8:53 p.m., with no further comments. MONA CITY COUNCIL MEETING JUNE 9, 2020 7:30 PM AN EXECUTIVE SESSION IF NECESSARY: An Executive Session was called by Mayor William Mills at 9:00 p.m. The purpose was to hold a strategy session to discuss pending or reasonably imminent litigation. Those in attendance were Mayor William M. Mills, City Recorder Lyla R. Spencer, Councilmembers Amy Stanley, Micheal Stringer, Randy Christensen and Frank Riding. Councilmember Jay Mecham was absent. Mayor Mills closed the meeting at 9:11 p.m. asking for a motion to do so. Councilmember Randy Christensen moved to make a motion to close the Executive Session with a second by Councilmember Amy Stanley.
