PUBLIC HEARING: IRRIGATION WATER ORDINANCE 2020-1
Mayor William M. Mills opened the public hearing at 7:30 p. m. by explaining several years ago when Quentin Kay was on the city council, the ordinance to be discussed had been drafted but it had never been officially adopted, and if it had, there was no record that it had happened, We have no ordinance. Said the mayor, and it will need to be finalized and in a formal adopted ordinance so it can be in place as proposed subdivisions or other homes or building are brought before the city council for consideration and approval.
Amendments can be made to the document in the future once it is adopted.
The new ordinance puts in place wording for the requirement for outside water use to be provided as irrigation water to be used by each building lot, in addition no building lot will be exempt from physically providing water to each lot be used for water outside the home.
Mayor Mills then asked for public comments on Ordinance #2020-1.
There were no comments from the general public.
Comments were given by Councilmembers Amy Stanley and Mike Stringer, along with Kevin Stanley and Ed Newton Planning & Zoning members.
Councilmember Stanley told the council there are too many mays in the document which needs to be replaced by will.

Kevin Stanley asked if the water is not metered, how will the irrigation company know how much is being used. Councilmember Micheal Stringer asked, How do you quantify an acre foot?
Jonathan Jones city water operator said that most coming into the city and seeking approval for building lots provided the 1/4 share.
After a somewhat lengthy discussion on the use of the irrigation water, Mayor Mills asked for a motion to adopt the Irrigation Water Ordinance 2020-1. Councilmember Micheal Stringer moved to make a motion to adopt the Irrigation Water Ordinance 2020-1 with the idea changes can be made in the future to amend if necessary, with a second by Councilmember Jay Mecham. The vote was unanimous, motion carried. (1st Motion)
Mayor Mills then asked for a motion to close the public hearing at 7:50 p.m. Councilmember Randy Christensen moved to make a motion to adjourn the public hearing with a second by Councilmember Frank Riding. The vote was unanimous, motion carried. (2nd Motion)
The ordinance is attached and will become a permanent part of the minutes for public viewing.
APPROVAL OF FEBRUARY 11, 2020 MINUTES:
Councilmember Amy Stanley moved to make a motion to approve the minutes of February 11, 2020 as written, with a second by Councilmember Micheal Stringer. The vote was unanimous, motion carried. (3rd Motion)

DELEGATIONS:
Water Operator Jonathan Jones gave a short report telling the council Chad is on his way to St George to attend a Water Conference. He and Tony Openshaw will be taking care of Chads duties while he is away.
DIRECTOR OF FINANCES, SECRETARY/TREASURER &
RECORDERS REPORT:
Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 02/12/2020 to 02/25/2020. There was a question on check #4032 issued to High Country Fusion in the amount of $6,375.81. The question was answered sufficiently.
There were (7) seven checks over the allotted amount of $2,000.
The Disbursement Listing is attached with council signatures, and will become a permanent part of the minutes for public viewing.
Secretary/Treasurer Michelle Dalton asked for the councils approval in reference to a Cross-country Bike Race originating in Idaho, traveling through Utah, and ending in

Arizona. She received this information via email and needs to get back with the organizers for council approval. The council did not have a problem with the race traveling through Mona City as long as the organizers had adequate street safety coverage for the city during the race.
No dates have been decided. The council approved the response by voice approval.
COUNCIL BUSINESS:
There were no business licenses or fence permits presented.
Councilmember Amy Stanley presented an Upcoming Activity & Event Proposal to the council for approval.
There were four (4) areas addressed: Beginning with
1. Easter Celebration
Traditional Easter Egg Hunt, Saturday April 11at 10:00 a.m.
The public survey showed enough response to discontinue the large prizes for each age group and go back to offering multiple small prize items.
Flashlight Easter Egg hunt April 10 in the park at dark for ages 13-18.
2. Movie in the Park at Dark
Held Mondays June 10, July 20, & August 10th.
Use old movies on DVD so rights and authorization not needed.
Blow Up Movie Screen is borrowed at no cost.
DJ Ariza will rent his stereo system for $50/event possible one free.
Movie list survey will be distributed to the public at the Easter Celebration.
3. Mona Recreation Summer Calendar
Softball Plays into June
Fat Ball Tournament at the Pioneer Celebration to celebrate softball success.
Tumbling, STEM, and possible finance day camps offered to the youth.
Archery offered in the summer, taught by the Bow Shop.
Soccer registration in the fall.
4. Future Fall Octoberfest
September 26
Houwelings Basketball Tournament.
Pumpkin Launch.
Line Dancing in the Evening.

Councilmember Jay Mecham reminded the council that Spring Clean-Up will be May 11th May 21st and the dumpsters will be located at the Maintenance Building, 100 S 100 E.
Mayor Mills ended the council session by reminding the council about the ULCT (Utah League of Cities & Towns) Conference April 22-24 in St George.

There were four (4) motions voted upon and passed, a motion to approve the February 11, 2020 minutes, a motion to adopt Ordinance #2020-1 Irrigation Water Ordinance, a motion to adjourn the Irrigation Water Ordinance Public Hearing and a motion to adjourn the meeting of February 25, 2020
PAY FINANCES ADJOURNMENT:
Councilmember Frank Riding moved to make a motion to pay the finances and adjourn, Councilmember Amy Stanley made a second to that motion, all were in favor, motion carried. (4th Motion)
The city council meeting was then adjourned at 8:33 p.m., with no further comments.
