APPROVAL OF JANUARY 28, 2020 MINUTES:
Councilmember Randy Christensen moved to make a motion to accept the minutes of January 28, 2020 minutes as written. A second was made by Councilmember Amy Stanley. The vote was unanimous motion carried. (1st Motion)
PLANNING AND ZONING:
Planning & Zoning Chair Lynn Ingram presented their meeting agenda for Wednesday, February 5, 2020 as follows; Discussion and Possible Action Item: Steve Ludlow-Final Subdivision plat, Jeff Kay - Preliminary Subdivision, Joe Humphrey Rezoning Inquiry.
Steve Ludlow owner of Ludlow Engineering and Land Survey came before the Planning Commissions to apply for his final subdivision plat approval. Ingram reported they talked to him in regard to the cost of the roads and utilities. They are waiting to hear from the state for their final on the culinary water approval, their secondary water is in place. We are holding their certificates knowing they are in place. cannot record the plat until these items are taken care of. The name of the subdivision will be called Nebo Views Subdivision
Lynn Ingram told the council he would like to make a recommendation the Ludlows receive their final subdivision plat with the condition that the above item is taken care of.
Mayor William Mills then asked for a motion to approve the final subdivision plat for Steve Ludlow with the conditions stated above. Councilmember Micheal Stringer moved to make a motion to approve the final subdivision plat for Steve Ludlow with conditions stated above, with a second by Councilmember Frank Riding. The council vote was unanimous, motion carried. (2nd Motion).
Jeff Kay came in to present the preliminary subdivision for Lex Nielson. There are plans for 5 lots in two phases. They will start with phase one and sometime in the future will start phase two. Nielson will dedicate the roadway so Center Street can continue.
They have everything that is needed; Ingram made a recommendation to approve the Preliminary Subdivision for the Nielson's as stated above. Mayor Mills asked for a motion for the Nielson preliminary subdivision to be approved as stated above. Councilmember Jay Mecham moved to make a motion to approve the Nielsons preliminary subdivision as stated above, with a second by Councilmember Amy Stanley. The vote was unanimous, motion carried. (3rd Motion).
Joe Humphrey came into P&Z inquiring about rezoning on Main Street. Humphrey would like to build five buildings that would have eight apartments in each. The council decided this would not be appropriate at the present time, possible sometime in the future.
DELEGATIONS:
Chad Phillips Gas & Water Superintendent presented his gas update for the city, he is working hard to get what needs to be done; he is still studying hard to pass his state gas certification.
Chad is preparing to go to St George the later part of February to attend the Rural Utah Water Conference at the Dixie Center. It will be a working conference Phillips said.
The city now has a Chevrolet Silverado one-tone flat bed truck; they have part of the tools needed for the gas department
He is receiving bids to install the VFD (Variable Frequency Drive) for the well house installation
He is waiting for Brent Arns Sewer Plant Supervisor and Jeff Elbert assistant supervisor to clean the sewer lines.
He suggested installing a more secure lock on the maintenance building.
Melinda Matheson Mona City Recreation Director told the council the recreation tumbling program has launched, and is going well, the students are having lots of fun. Yoga fitness will start the second Thursday in February.
It was brought to the council attention a score board would be nice to have at the ball field.

SECRETARY/TREASURER/ RECORDER REPORT:
Secretary Treasurer Michelle Dalton reported Peak Alarm will be coming to the building on Friday February 14 to do some upgrades on the alarm system.
Michelle asked the council what constitute a Mona City Resident. Council's answer; any person who receives a Mona City Utility bill.
City Recorder Lyla Spencer reminded the council about the upcoming Citizens Academy offered through the Nephi City Police Department. The class will begin March 4th, and go through the latter part of April. This class is offered to selected citizens only. Juab County Sheriff Dough Anderson has saved two spots for Mona City.
DIRECTOR OF FINANCES:
Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 01/29/2020 to 02/11/2020; Everd asked if there were questions on the disbursement list. There were no questions on the report.
There were six (6) checks over the allotted amount of $2,000.
The report has been initialed by each council member and attached to the minutes for public viewing.
Everd reported the direct deposit system s up and working well!!
COUNCIL BUSINESS:
There were no fence permit, or new business licenses presented.
Councilmember Randy Christensen will be attending the county commissioners meeting keeping abreast on what is happing. The water tank grant is on hold. Councilmember Amy Stanley; still planning the 24 of July Celebration.
Councilmember Stanley would like to see more activities for the older kids at the celebration; she is willing to hear suggestions.
Mayor Mills ended the council session by reporting; it has been pretty quiet on the streets with the kids.
The agreement for Nephi City has been sent.

Councilmember Amy Stanley made a motion to pay the finances and adjourn, a second was made by Councilmember Randy Christensen, the vote was unanimous, motion carried. (4th Motion)
The city council meeting was then adjourned at 8:17 p.m., with no further comments.
