MONA CITY COUNCIL MEETING JANUARY 14, 2020 7:30 PM MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Kyle Stanley, Nathan Memmott, Kyle Merchant, Drew McPherson, Seth Atkinson, Scott Sorenson, Ryan & Julie Lynn, ALSO PRESENT: Myrna Trautvein Times News Reporter Michelle Dalton-Secretary/Treasurer Director of Finance Everd Squire, Lyla Spencer, City Recorder, Tony Openshaw, Chad Phillips City Gas Operator, Melinda Matheson Recreation Director OPENING PRAYER: Councilmember Jay Mecham APPROVAL OF DECEMBER 10, 2019 MINUTES: Councilmember Micheal Stringer moved to make a motion to accept the minutes of December 10, 2019 as written. A second was made by Councilmember Jay Mecham. The vote was unanimous in favor of the motion. (1st Motion) OATH OF OFFICE: The Oath of Office for the newly elected City Council officials, Amy Stanley, Jay Mecham, and Randy Christensen was administered by City Recorder Lyla R Spencer. They will serve a four year council term. Former Councilmember Katrina was presented a plaque of appreciation by Mayor William Mills. NEPHI CITY COUNCIL PRESENTATION: Nephi City Councilmember Nathan Memmott, Nephi City Administrator Seth Atkinson, Nephi Public Works Kyle Marchant, and Nephi City Natural Gas Superintendant MONA CITY COUNCIL MEETING JANUARY 14, 2020 7:30 PM Drew McPherson met with Mona City Council members to ask for a digging permit for the mainline. Nathan Memmott presented a map showing the Currant Creek Power Plant connection of the redundant gas line to the new connection point in Mona City. The proposed line would travel east from the power plant along Cow Lane, across the railroad tracks to 200 North. Memmott shared a brief history on the beginning of the gas line. He said the natural gas line has been in place for approximately 40 years. Mayor Mills was a little upset because Nephi had not included them in the process. If I wanted to dig in your city would I have to come to you? Mills continued by saying, We have not had the privilege or that respect, why were we not invited to meet with you? Memmott said they presented the redundant line proposal to JRDA and Mona City is a member of JRDA and has a city council member appointed to the governing board. Councilmember Memmott said, JRDA and Nephi City believed they had an easement on all county roads, in the meantime Mona City has taken over that county road and it is a new city street. Memmott told the council Nephi City could have done better where Mona is concerned, we have learned some lessons and he apologized for the past. Mayor William Mills thanked the Nephi City Council members for meeting with them, and asked that Mona City is included in the upcoming plans for placing/digging the gas line. Councilmember Micheal Stringer said he would like to see a scope of work and a time schedule. Seth Atkinson Nephi City Administrator told the council he will send a weekly update on the proposed line. Mayor Mills added that he will expect Nephi City to abide by the rules on the digging permit. 2020 MEETING SCHEDULE APPROVAL: City Recorder Lyla Spencer presented the council with the 2020 Mona City Council and Planning & Zoning meeting schedule. Mayor William M. Mills asked for a motion to accept & approve the 2020 Mona City Council and Planning & Zoning meeting schedule as presented. Councilmember Randy Christensen moved to make a motion to accept and approve the 2020 City Council, and Planning & Zoning meeting schedule with a second by Councilmember Amy Stanley. Council vote was unanimous, motion carried. (5th Motion) 2020 COUNCIL & STAFF ASSIGNMENTS: Mayor William Mills presented the Mona City Council and Staff Assignments for the year 2020 and then asked for a motion to accept and approve the assignments. Councilmember Randy Christensen moved to make a motion to approve the 2020 Council MONA CITY COUNCIL MEETING JANUARY 14, 2020 7:30 PM and Staff assignments as presented with a second by councilmember Micheal Stringer. Council vote was unanimous, motion carried. (6th Motion) The designated assignment sheet is attached and will become a permanent part of the minutes for public viewing. PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for Wednesday, January 8, 2020 as follows; Joshua & Kelsie Davis came in for a building permit, location 857 S 200 W, lot #10, Mt. View Estates. Ingram told the council they have everything that is needed, and recommended the council approve a building permit for the Davis's at the location listed above. Councilmember Frank Riding moved to make a motion to approve and issue a building permit to the Davis's at 857 S, 200 W, lot #10 Mt View Estates with a second by Councilmember Jay Mecham. Council vote was unanimous, motion carried. (2nd Motion). Ryan and Alynn Hansen came in for a building permit, location 115 S 300 W. Ingram said they have everything needed and made a recommendation the council approve a building permit for the Hansens at the above address. Councilmember Jay Mecham moved to make a motion to approve a building permit for the Hansens located at 115 S 300 W, with a second by Councilmember Micheal Stringer. Council vote was unanimous, motion carried. (3rd Motion). Ryan and Julie Lynn also came in for a building permit; location 435 E 100 W. Ingram said they had everything needed, and made a recommendation the council approve the Lynns for a building permit at the location listed above. Councilmember Micheal Stringer moved to make a motion to issue a building permit to Ryan and Julie Lynn at 435 E 100 W, with a second by Councilmember Randy Christensen. Council vote was unanimous, motion carried. (4th Motion). Jeff Kay came in for a Subdivision Inquiry and Britton Lynn came in for a Lot Inquiry; no action was taken on either of the above inquiries. DELEGATIONS: Chad Phillips presented a gas update telling the council they are working hard to get everything going, he is studying hard to pass the required state test. During the meeting with Nephi City officials, Mayor Mills asked if the date for Mona Citys gas employee to become certified could be extended. They will be attending a water conference the end of February. Rhino is installing the pump for the well. Melinda Matheson told the council the recreation program has launched and there was a good response from the survey that was sent digitally to Mona City residents a few weeks ago. The first program will start the first week in February. MONA CITY COUNCIL MEETING JANUARY 14, 2020 7:30 PM SECRETARY/TREASURER/ RECORDER REPORT: Secretary Treasurer Michelle Dalton told the council there are houses in the city that do not have numbers. The numbers would be a benefit for emergency calls to locate a house. Mayor Mills would like to have this added to the news letter for the residents to place numbers on their houses for emergency purposes. City Recorder Lyla R Spencer has received a Certificate of Annexation from the Lieutenant Governor office stating the annexation has been accepted and is complete. The annexation is now recorded with Juab County. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 12/11/2018 to 1/14/2020; Everd asked if there were questions on the disbursement list. There was one question on, check #121020 in the amount of $1,951.92, issued to Tumbl Trak. All Questions were answered sufficiently. There were thirteen (13) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: There were no fence permit, or new business licenses presented. Councilmember Jay Mecham met with the Sewer Staff; they will need to purchase a clean out gun, they are moving forward on that purchase. There have been items flushed down that clog the system; this needs to be addressed. Councilmember Micheal Stringer reported the fence for the ball court will cost approximately $13,000 to fence the entire court. He said the Boys Scout never showed up to do his suggested project. Mayor Mills ended the council session by thanking Recreation Director Melinda Matheson for a job well done. Mills also feels it is not fair for non-citizen to pay the same fee as city residents; it may be possible to raise the fees for the use of the Community Center. On the agenda for Tuesday January 28 fee increases will be discussed. MONA CITY COUNCIL MEETING JANUARY 14, 2020 7:30 PM FYI: There were seven (7) motions voted upon and passed, a motion to approve the December 10, 2019 minutes, a motion to approve a building permit for Joshua & Kelsie Davis, a motion to approve a building permit for Ryan & Alynn Hansen, a motion to approve a building permit for Ryan & Julie Lynn, a motion to approve Mona Citys 2020 Meeting Schedule, a motion to approve the 2020 Council & Staff Assignments, and a motion to adjourn this meeting of January 14, 2020, PAY FINANCES ADJOURNMENT: Councilmember Amy Stanley made a motion to pay the finances and adjourn, a second was made by Councilmember Micheal Stringer, and the vote was unanimous, motion carried. (7th Motion) The city council meeting was then adjourned at 9:32 p.m., with no further comments.
