PUBLIC NOTICE is hereby given that the Board of Commissioners of Weber County, Utah will hold a regular commission meeting in Commission Chamber, 2380 Washington Blvd., Ogden, Utah, commencing at 10:00 a.m. on Tuesday, the 10th day of December, 2019. The agenda for the meeting consists of the following: A. Welcome- Commissioner Jenkins B. Invocation- Ricky Hatch C. Pledge of Allegiance- Kristy Bingham D. Thought of the Day- Commissioner Froerer E. Public Comments- (Please limit comments to 3 minutes) F. Consent Items- 1. Request for approval of warrants #2242-2256 and #445483-445652 in the amount of $679,627.51. 2. Request for approval of purchase orders FY2019 in the amount of $81,458.56 and FY2020 in the amount of $69,985.34. 3. Request for approval of minutes for the meetings held on November 26 and December 3, 2019. 4. Request for approval of ACH payment to USBank in the amount of $174,297.01. 5. Request for approval to cancel regular commission meetings scheduled for December 24 and 31, 2019. 6. Request to Repeal Weber County Policy 24 (Indigent Deaths) as the process is now governed by ordinance. 7. Request for approval of a contract by and between Weber County and Union Station for use of the Union Station as a vote center with fees for the facility waived. G. Action Items- 1. Request for approval of a final reading of an Ordinance of the County Commissioners of Weber County creating a special revenue fund for countywide flood control projects and drought emergencies. Approve an Update to Policy 8.1 Internal Audit Policies and Procedures. Presenter: Christopher Crockett 4. Request for approval of an ordinance of the County Commissioners of Weber County authorizing Weber County residents to utilize the urban farming provisions of Utah Code Annotated Part 59-2-17. Presenter: John Ulibarri 5. Request for approval of an ordinance of the County Commissioners of Weber County amending the Weber County Fee Ordinance. Presenter: Phillip Reese 6. Request for Approval of a Resolution Reappointing Members to the Golden Spike Event Center Advisory Board. Presenter: Duncan Olsen 7. Request for approval of a contract by and between Weber County and the B&B Allstars Band to perform at the 2020 HOF Germanfest. Presenter: Duncan Olsen 8. Request for approval of a contract by and between Weber County and the Salzburger Echo Band to perform at the 2020 HOF Germanfest. Presenter: Duncan Olsen 9. Request for approval of a contract by and between Weber County and Rezolution AV for services rendered at the 2020 HOF Germanfest. Presenter: Duncan Olsen 10. Request for approval of a contract by and between Weber County and the Gruber Family Band to perform at the 2020 HOF Germanfest. Presenter: Duncan Olsen 11. Request for approval of a contract by and between Weber County and Weber State University/Campus Recreation for Weber State Rodeo Team to provide community service for the Golden Spike Event Center for hourly practice times. Presenter: Duncan Olsen H. Public Comments- 1. Request for a motion to adjourn public meeting and convene a public hearings. 2. Public hearing to discuss amendments to the operating and capital budget of Weber County for the 2019 calendar year. Presenter: Scott Parke 3. Public hearing to provide the opportunity for representatives from non-profit organizations as well as others to discuss potential projects. Presenter: Chad Meyerhoffer 4. Public Comments (Please limit comments to 3 minutes). 5. Request for a motion to adjourn public hearings and reconvene public meeting. 6. Action on public hearings- H2- Request for approval of a resolution amending the operating and capital budget of Weber County for the 2019 calendar year.
