MONA CITY COUNCIL MEETING NOVEMBER 12, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Mike McDonald, Oaklie Hansen, Stacy Hansen, Shane Allred, Kaman Allred, Sadie Cunningham, Scott Sorensen, Sherri Sorenson ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Lynn Ingram Planning & Zoning, Jonathan Jones Water Facilitator, Tony Openshaw Street Supervisor, Chad Phillips Gas & Water Operator OPENING PRAYER: Lyla R. Spencer - Recorder PUBLIC HEARING: Mayor William M. Mills opened the Public Hearing for the approval or denial of the BCR Barnes Bullet Annexation at 7:30 p.m., asking for comments from the public body. Mona City resident Mike McDonald had a few concerns in reference to the annexation. Mr. McDonald's main concerns were the water, sewage, pollution and zoning regulations asking if BCR's plan is to subdivide the annexed area. Mayor Mills told him at the present time it is his understanding there are no plans to build any subdivisions; however BCR did talk about a possible business expansion in order to do that the city will have to rezone the area. McDonalds's also questioned, if they will have access to city water and if it will meet their needs without jeopardizing the citizens of Mona City. Mayor Mills told him Barnes Bullets have water shares to add to the city and the sewage from the business would discharge into the city sewer system and the system will be able to handle that. Mills added, 'There will be no pollution, the state came and determined that there will be none, the state will control that.' Water Facilitator Jonathan Jones questioned, if there will be enough water pressure at their elevation for the fire hydrants. Mayor Mills asked him to check with Barnes and make sure the pressure will be there. MONA CITY COUNCIL MEETING NOVEMBER 12, 2019 There were no additional public comments or questions, Mayor Mills then closed the hearing at 7:45 p.m. and asked the council for a motion to approve the BCR Barnes Bullets Annexation by Ordinance #2019-1. Councilmember Micheal Stringer moved to make a motion to approve the BCR Barnes Bullets Annexation as presented by Ordinance #2019-1 with the condition there will be enough water pressure for the fire hydrants. A second was made by Councilmember Randy Christensen. The vote was unanimous, motion carried. (1st Motion) APPROVAL OF OCTOBER 22, 2019 MINUTES: Councilmember Randy Christensen moved to make a motion to accept the minutes of October 22, 2019 as corrected. A second was made by Councilmember Jay Mecham. The vote was unanimous. (2nd Motion) PLANNING AND ZONING: No report from Planning & Zoning due to lack of delegations. DELEGATIONS: Jonathan Jones Water Facilitator presented an update on the water system, telling the council things are going well. He said they are still working on proposals for the well. Jones said Mona City was mandated by the state to chlorinate the city's water, stating there was too much coliform in the water. Jones said coliform is bacteria that is present in nature and occurs in all human and animal waste. Coliform in water indicates a possible presence of harmful, disease-causing organisms such as e-coil. Mayor Bill Mills said he has received complaints about the smell and taste of the water. Jones than gave tips on how to evaporate the chlorine in the water. Jonathan presented a list of mitigation strategies he will submit to Six County AOG. The city has two more warning sirens, said Jones, in addition to the one the city has mounted, he suggested mounting one on the big pole in the park. Mayor Mills didn't think that would be a safe choice. The Mona Elementary PAC (Parent Advisory Council) with Sadie Cunningham representing the PAC along with members of Student Council came before city council to ask the council for a monetary donation equal to last year's ($1,000) but said they would be happy with any amount of donation. After a brief discussion the mayor asked for a motion to donate $1,000 to the Mona Elementary PAC. Councilmember Micheal Stringer moved to make a motion to donate to the Mona Elementary PAC $1,000, with a second by Councilmember Randy Christensen. Vote was unanimous, motion carried. (3rd Motion) Juab County Deputy Sheriff Scott Sorenson came before the council giving an update on the sheriff's department. Deputy Sorenson praised the crossing guards for their dedicated work. The department will be cracking down on ATV and Motorcycles in the near future. A suggestion to install a flashing stop sign was briefly addressed. MONA CITY COUNCIL MEETING NOVEMBER 12, 2019 Sorenson will be reporting at council meeting the second meeting of the month. SECRETARY/TREASURER/ RECORDER REPORT: No Report from Secretary/Treasurer Michelle Dalton. City Recorder Lyla Spencer has updated and registered the SAM's (System for Awards Management) a government entity for municipalities to receive Federal funds. In order to remain eligible to do business with the Federal government and receive Federal funding, this must be renewed yearly. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking, dated 10/23/2019 to 11/12/2019; Everd asked the council if there were questions on the disbursement list. There were two questions on two line items; check # 3800 in the amount of $1093.95, issued to COMPUTER CONFIDENCE LLC, and check # 3808 in the amount of $1, 313.11, issued to FULL SPECTRUM, INC. There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: There were no fence permits or business license applications to review. Councilmember Katrina Long thanked Tony and Chad for their help with the city's Christmas and holiday outside park decorations. Santa will be visiting Mona City on Saturday December 7th from 5 p.m. to 6:30 p.m. hot chocolate will be served. Councilmember Long was asking that fencing be placed on the east and north sides of the basketball court. It was noted kids on ATV's were racing around the court. Mayor Mills asked Councilmember Long to present quotes to the council. Councilmember Micheal Stringer suggested the city purchase an R1 GIS tracking system to help locate areas such as utility lines. A brief discussion developed. Mayor Mills asked for a motion to purchase an R1 Hand Held Locator similar to a GIS Tracking System. Councilmember Micheal Stringer moved to make a motion to purchase an R1 Hand Held Locator with a second by Councilmember Jay Mecham. (5th Motion) Councilmember Randy Christensen made a recommendation to put the CIB funding on hold to help purchase a water tank. Councilmember Christensen suggested the council wait until one of the city's bonds retire in 2026 before they apply again for the funding. Mayor's closing comments: A gentle reminder to those present and Mona City Council members; the holidays are fast approaching please slow down and be careful. Please thank the new school crossing guards when possible. He also mentioned they are looking for crossing guard substitutes and asked the council to keep in mind anyone who may be interested. MONA CITY COUNCIL MEETING NOVEMBER 12, 2019 FYI: There were six (6) Motions voted upon and passed, a Motion to approve the Minutes for October 22, 2019 as corrected, a Motion to approve the BCR Barnes Bullets Annexation, Ordinance #2019-1, a Motion to approve a donation of $1,000 to the Mona Elementary PAC, a Motion to approve $50 Cash Christmas gift to employees during the Christmas party on the 22nd of November, a Motion, to approve the R1-Hand Held Tracking System, and a Motion, to adjourn this meeting of November 12, 2019. PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn at 8:51 p.m, a second was made by Councilmember Micheal Stringer, the vote was unanimous, motion carried. (6th Motion) The city council meeting was then adjourned with no further comments.
