OPENING PRAYER:
Councilmember Randy Christensen
PUBLIC HEARING: Mayor William M. Mills open the public hearing at 7:30 p.m. to increase the fee for the natural gas to .10 cents a therm. The mayor then asked for public comments. No public comments were presented, the hearing closed at 7:35 p.m.
Mayor Mills asked for a motion to increase the natural gas fee to .10 a therm, Councilmember Katrina Long moved to make a motion to increase the natural gas fee to.10 cents a therm, with a second by Councilmember Jay Mecham. Vote unanimous, motion carried. (1st Motion)
Mayor Mills then opened up the second public hearing at 7:36 p.m. to increase the Digging Permit Fee asking for public comments. Water Master Jonathan Jones asked the council how much the fee is being raised. The fee will be raised $50.00 per digging fee he was told. There were no other comments and the hearing was closed at 7:46 p.m.
Mayor Mills then asked for a motion to approve the Digging Permit Fee to $50.00. Councilmember Randy Christensen moved to make a motion to increase the Digging Permit Fee to $50.00, with a second by Councilmember Frank Riding. Vote was unanimous, motion carried. (2nd Motion)

MONA CITY COUNCIL MEETING SEPTEMBER 24, 2019
APPROVAL OF SEPTEMBER 10, 2019 MINUTES:
Councilmember Jay Mecham moved to make a motion to accept the minutes of September 10, 2019 as written. A second was made by Councilmember Randy Christensen. The vote was unanimous. (3rd Motion)
PLANNING AND ZONING:

DELEGATIONS:
Benjamin Jones presented two separate Eagle Scout project to the councils for consideration. Jones said he can clean up the ground around the water tank, the path between the tanks is full of weeds and thick brush, and can use a little attention also he can clear the path, put wood chips or gravel to make it look nice.
Benjamin's second proposal was to put the sign advertising the city limits back in place that was knocked down by an accident some months ago, telling the council he can do either one of the projects that the council recommends. The council agreed the weed removal at the water tanks was a priority. Jonathan Jones said they would like the help of Tony Openshaw if possible.
Juab School District Superintendant Dr. Rick Robbins came before the council for a brief visit and update on the district.
Dr. Robbins thanked the council and community for their support for their Mona City Center meeting space, parent involvement, PTO participation, employees, Parent participation on Community Councils, spring community Night Out and additional county support/Lay Enforcement support/Crossing Guards.
Dr. Robbins also presented brief reports on JSD Board of Education 5 year Strategic Vision, Growth Future planning, Bonding capacity and future building considerations and Potential future project specific to Mona Elementary for Consideration.

SECRETARY/TREASURER/ RECORDER REPORT:
Secretary Michelle Dalton had some questions on the Digging Permit and asked the council for clarification, she had a concern on how they will keep track of the permits. Mayor Mills told her, Verl Mona city building inspector will let her know how many building inspections he had to make.
Michelle told the council she allowed the library to take her vacuum and would like to purchase a new one, asking the council's approval. The council approved the purchase.
Lyla Spencer City Recorder presented the Barnes Bullet (BCR) annexation letter of certification reminding the council the annexation complies with the legal requirement and is official notification of such.

DIRECTOR OF FINANCES:
Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 09/11/2019 to 09/24/2019; Everd asked the council if there were questions on the disbursement list. There was a question on Circle V Meat, check #3715 in the amount of $342.00, and Sports Court of Southern Utah, Check #3729 in the amount of $14,693.30. Each question was answered sufficiently.
There were five (5) checks over the allotted amount of $2,000.
The report has been initialed by each council member and attached to the minutes for public viewing.
COUNCIL BUSINESS:
Mayor William M. Mills told the council the city is preparing to hire their first fulltime employee therefore the council needs to adopt the city's Personnel Policies & Procedures document.
After a brief discussion, Mayor Mills asked for a motion to approve and adopt Mona City's Personnel Policies & Procedures document. Councilmember Micheal Stringer moved to make a motion to approve and adopt Mona City's Personnel Policies & Procedures document as presented, with a second by Councilmember Randy Christensen. The vote was unanimous, motion carried. (4thMotion).
There were two fence permits applications presented and approved, they are as follows: James Bowles located at 212 South Main Street, corner lot, single family 6' wood fence, not adjacent to a side walk; fence is located adjacent to a driveway.
Mayor Mills asked for a motion to approve James Bowles fence permit. Councilmember Jay Mecham moved to make a motion to approve a fence permit for James Bowles as described above with a second by Councilmember Micheal Stringer. The vote was unanimous, motion carried. (5th Motion)
The second fence permit application was from McKay & Mckelle Tenney at 170 S Main Street for a single family 6' wood fence adjacent to a driveway and sidewalk.
Mayor Mills asked for a motion to approve the fence permit for the Tenney's. Councilmember Randy Christensen moved to make a motion to approve a fence permit for McKay & Mckelle Tenney as described above, with a second by Councilmember Frank Riding. Vote was unanimous, Motion carried. (6th Motion)
Councilmember Katrina Long is planning Mona City's 1st Annual Mona Basketball Court Ribbon Cutting and 3 on 3 tournaments Saturday October 12, 2019.
The council scheduled an executive session for Thursday September 26, 2019 at 6:30 p.m. to discuss the new employee.

PAY FINANCES ADJOURNMENT:
Councilmember Katrina Long moved to make a motion to pay the finances and adjourn at 8:30 p.m, a second was made by Councilmember Micheal Stringer, the vote was unanimous, motion carried. (7th Motion)
The city council meeting was then adjourned with no further comments.
