MONA CITY COUNCIL MEETING AUGUST 27, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Susan Farnsworth, Andrew Robinson-Full Spectrum Inc, Aaron Spencer, Dezrea Gertsch, Milly & Brady Ellis, Tony Openshaw, Andrea Kelley, Emma Kelley, Pam Spencer, Lucinda Dalley ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Jonathan Jones Water Operator OPENING PRAYER: Mayor William M Mills APPROVAL OF AUGUST 13, 2019 MINUTES: Councilmember Katrina Long moved to make a motion to accept the minutes of June 25, 2019 as corrected. A second was made by Councilmember Randy Christensen. The vote was unanimous. (1st Motion) PLANNING AND ZONING: No Report DELEGATIONS: City Recorder Lyla R Spencer was presented her certificate for CMC (Certified Municipal Clerk) by former Secretary of the Utah Municipal Clerks Association (UMCA) Susan Farnsworth. Accompanying Ms Farnsworth was Lucinda Dalley Education Director for the UMCA and Pam Spencer Vineyard City Recorder and President of the Central Utah Recorders Association, (CURA). Lyla is a full member of both organizations along with the IIMC (International Institute of Municipal Clerks) MONA CITY COUNCIL MEETING AUGUST 27, 2019 Susan reminded the council and those present the hours and time put into this certification program is equivalent to a Bachelors Degree. Homeowner Brady Ellis along with his wife Milly came before the council to request an occupancy permit extension telling the council they will put up a $20,000 cash bond so they won't have to extend their home loan, which would cost them additional fees. Ellis told the council the plan is to have their home complete before winter sets in. Mayor Mills told the Ellis's he will talk with Veryl (the building inspector) to make sure everything is in place, and then report back to the Ellis's at the council's September 10th meeting. Brady & Milly Ellis are on the agenda for the September 10th council meeting to complete their occupancy permit request, at that time the council will make a decision. Jonathan Jones City Water Operator reported that a small brass fitting was the major cause of the water problem in Mona City the last few weeks. Andrew Robinson, SCADA System designer, met with the council to discuss what Robinson referred as a tragedy. Mayor William Mills thanked Jonathan Jones and Andrew Robinson for their detailed work in getting the problem under control, Mayor Mills knew Jones had spent long hours working to get the tank back under control. SECRETARY/TREASURER/ RECORDER REPORT: Secretary Michelle Dalton had a question in regard to the Digging Permit; she wasn't quite sure where it should be placed, after some discussion it was agreed to add the digging permit to the Building Permit Application as a line item. Mayor Mills asked for a motion to add the Digging Permit to the Building Permit Application. Councilmember Katrina Long moved to make a motion to add the Digging Permit as a line item to the Building Permit Application; a second was made by Councilmember Jay Mecham. Vote was unanimous, motion carried. (2nd Motion) Councilmember Jay Mecham told the council and those present that he had consulted with Mona City's legal counsel Robert Patterson in regard to changing powers and duties of the council, before this action is taken place or considered, a public hearing would have to be noticed up. Mayor Mills said when they change the duties of a mayor he does have a vote, and he does not have an objection to a public hearing, and then asked Lyla Spencer city recorder to post the notice and advertise. The councilmember's and Mayor Mills disagreed on hiring the first new full -time water and gas department employee. The city council in a four to one council verbal decision censored the decision made by the mayor to hire one of the individuals. Mayor Mills said, 'I have the right to hire an employee.' Councilmember Katrina Long told him, 'That is subject to the advice and consent of the council'. The councilmember's primary reason for censoring the mayors' decision was because of monetary value to the city. City Recorder Lyla Spencer reminded the council there is one more week before the deadline for write-in candidates to apply. MONA CITY COUNCIL MEETING AUGUST 27, 2019 DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 08/14/2019 to 08/27/2019; Everd asked the council if there were questions on the disbursement list. There was a question on Rotational Molding of Utah, check #3668 in the amount of $2,300.00. The question was answered sufficiently. There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: Councilmember Katrina Long thanked Tony Openshaw for the work he did on the upcoming basketball court. The road base will be delivered this week; they will start spreading it next week. Councilmember Long asked the council about fencing along the South and West side of the court, the bid for fencing the court came in at $3,038. Councilmember Long said it will be less expensive to fence the court before it is finished rather than fencing after the court is completed. She is planning Mona City's 1st Annual Mona Basketball Court Ribbon Cutting and 3 on 3 tournaments Saturday October 12, 2019. Councilmember Christensen would like to look into grants for a city/county trail system. He told the council he will keep them updated. Councilmember Micheal Stringer talked about the Tyson White drainage issue and told the council he may have a fix for it. Councilmember Jay Mecham thanked Water Operator Jonathan Jones for all the work he has done to detect the water issue problem. FYI: There were three (3) motions voted upon and passed, a Motion to approve the Minutes for August 13, 2019 as corrected, a Motion to approve a language change in the building permit application to add the digging permit as a line item, and a Motion, to adjourn this meeting of August 27, 2019. PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn at 9:33 p.m, a second was made by Councilmember Frank Riding, the vote was unanimous, motion carried. (3rd Motion) The city council meeting was then adjourned with no further comments. MONA CITY COUNCIL MEETING AUGUST 27, 2019 AN EXECUTIVE SESSION IF NECESSARY: An Executive Session was called by Mayor William M Mills at 8:15, and conducted by the same. The purpose was to hold a strategy session to discuss personnel. Those in attendance were Mayor William M. Mills, Lyla R Spencer City Recorder, Everd Squire Director of Finance, Jonathan Jones Water Supervisor, Councilmember's Katrina Long, Micheal Stringer, Jay Mecham, Randy Christensen, and Frank Riding. Councilmember Micheal Stringer moved to make a motion to close the executive sessions at 8:40 p.m., and go back into their regular council session, with a second by Councilmember Randy Christensen, the vote was unanimous; the session was adjourned. ____________________________________ William Bill Mills - Mayor ______________________________________________ Lyla R.
