MONA CITY COUNCIL MEETING AUGUST 13, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Heather Williams-Young, J.C. Mickelson, Tyler Faddis, Mike Hansen ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, OPENING PRAYER: Councilmember Katrina Long APPROVAL OF JULY 23, 2019 MINUTES: Councilmember Katrina Long moved to make a motion to accept the minutes of July 23, 2019 as written. A second was made by Councilmember Randy Christensen. The vote was unanimous. (1st Motion) PLANNING AND ZONING: Planning and Zoning Chair Lynn Ingram presented their meeting agenda for Wednesday, August 07, 2019 as follows: Bart Hansen - Accessory Building Permit location 21 W 900 S, Hansen had everything ready, Lynn made a recommendation to issue Bart Hansen an Accessory Building Permit. Councilmember Jay Mecham moved to make a motion to approve an accessory building permit for Bart Hansen, with a second by Councilmember Frank Riding. The vote was unanimous, motion carried. (2ndMotion). JC Mickelson representing Zbroadband formally Nebo Net proposing to bring faster internet to Mona City, came before the Planning Commission to inquire about the placement of his communication poles that will house his equipment. These poles will be placed on both private and city property. Mickelson came before the city council to present his approximate sites, there are seven proposed sites. His plan is to start with two and eventually bury all seven poles. There were issues on 175 N 200 E which would place a pole in front of Randy Christensen's home and another at 65 S 200 W which would place a pole in front of Mayor Bill Mills home. Some refiguring will have to be done for the equipment poles to be placed in those locations. The typical pole specs are wooden poles MONA CITY COUNCIL MEETING AUGUST 13, 2019 to blend with utility poles; pole height 50' - 70', which is 18' taller than Birdhouse Poles in a ball park, they are unlit and that is not required by the FAA. Mickelson will request a Dig Permit to Align with other utility poles along with a building permit. Mickelson reminded the council he wanted to educate and make the council aware of the pole placement at the present time before presenting his initial pole placements in Mona City. Mickelson's office is located at 656 N Main STE#7 Nephi, Utah. Ingram told the council Lex Nielson came before the Planning Commission to ask about a Subdivision inquiry, there were no decisions made, just information presented. Ray and Daynene Snyder came in for an Accessory Building permit, Ingram said the Snyders have everything needed and made a recommendation for the council to approve the Accessory Building permit for the Snyders. Councilmember Micheal Stringer moved to make a motion to approve a building permit for an Accessory building located at 419 W 100S for Ray and Daynene Snyder. A second was made by Councilmember Katrina Long. The vote was unanimous in favor of the permit for the Snyders. (3rd Motion.) DELEGATIONS: J.C. Mickelson representing Zbroadband former Nebo Net came before the council to present his utility pole placement and information on his business plan for Zbroadband in Mona City. Refer to the information above included in the Planning & Zoning report. Heather Williams-Young Director of the Children's Justice Center would like Mona City Council members to be aware of the new Juab/Millard county Children's Justice Center located at 240 N Main Street in Nephi, Utah. Williams-Young told the council and those present if they are interested in being a part of the center please contact her at the center. SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer presented some photos of shirt samples for the city employee. She asked the council to view the photos; she will do a follow up on the order and update the council at the next meeting. The city's welcome sign on the south end is in the process of getting repaired. There have been a few people complaining in regard to the chlorine in the water and wondered when it will flush out. City Recorder Lyla Spencer announced Amy Stanley has filed a petition for the open write- in candidacy for the upcoming November election. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 07/24/2019 to 08/13/2019; Everd asked the council if there were questions on the disbursement list. There were no questions. There were six (6) checks over the allotted amount of $2,000. MONA CITY COUNCIL MEETING AUGUST 13, 2019 The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: Mayor Mills presented the Pipeline Maintenance & Repair Agreement that was passed out at the July 23 city council meeting. Mayor Mills said they are running out of time and need an approval from the council on the agreement with Nephi City. The Operation Maintenance Manual has been sent to Nephi city and then to Mona City's legal council for approval. Metal pipes if any are to be removed and replaced with plastic pipes. Mayor Mills asked for a motion to approve the Pipeline Maintenance & Repair Agreement, with the agreement Nephi City will be responsible for Mona City's gas lines. Councilmember Randy Christensen moved to make a motion to approve the Pipeline Maintenance & Repair Agreement as stated above, with a second by Councilmember Frank Riding. Vote was unanimous, motion carried. (4th Motion) There was one fence permit submitted by Rodney and Nancy Pershon located at 342 E 100 N the fence is a single family vinyl. Mayor Mills asked for a motion to approve the Pershon's fence permit. Councilmember Katrina Long moved to make a motion to approve the Pershon's fence permit as described above, with a second by Councilmember Jay Mecham. Motion carried. (5th Motion) Councilmember Long contacted a few consultants to assist the city in updating the current General Plan to be in line with the city ordinance. She received two proposals one from Rural Community Consultants and one from Slate Canyon Consulting. Rural Community Consultants total Estimate was for 11 hours with a total cost of $1,203. Slate Canyon Consulting proposed Estimate was $5,700 for 60 hours. The city has previously entered into an agreement with Rural Community Consultants to conduct small projects such as these without needing to go through a formal RFP/RFQ process. There will be a council work session with Rural Community Consultants on Tuesday August 27 at 6:00 p.m. prior to council; the session is required to be noticed. Houwelings donated $21,000 and submitted a proposal to the council that the court be named after the largest benefactor and be called Houweling's Hoops. Mayor Mills was not in favor of Houwelings proposal for the court to be named Houweling's Hoops. No motion was made. There were others who donated but none gave as much as Houwelings. The city council decided the new basketball courts location will be north east of the city building, the site that was originally suggested. After some discussion Mayor Mills asked for a motion as to where the basketball court should be placed. Councilmember Katrina Long moved to make a motion to place the basketball court where it had been designed to be built, next to the city building, with a second by Councilmember Frank Riding. There were four yes votes for the original site MONA CITY COUNCIL MEETING AUGUST 13, 2019 with Councilmember Micheal Stringer voting against the site. Vote was unanimous, motion carried. (6th Motion) Councilmember Randy Christensen had concerns in regard to the area around the sewer plant telling those present a bit of beautification would be nice. Councilmember Christensen said he is willing to volunteer a few hours if necessary to get it looking nice. Mayor William M Mills ended the council session by telling the council and those present, he wants to know what is going on with Rocky Mountain Power and letters that are being sent to residents. The company is planning to build a high-voltage transmission line, know as Gateway South extending approximately 400 miles from the planned substation in southeastern Wyoming into the Clover Substation near Mona. 'The line looks like it is coming through Mona,' said Mayor Mills. 'I will work on getting an answer.' FYI: There were seven (7) motions voted upon and passed, a Motion to approve the Minutes for July 23, 2019 as written, a Motion to approve an accessory building permit for Bart Hansen, a Motion to approve an accessory building permit for Ray and Daynene Snyder, a Motion to approve the Pipe Line Maintenance agreement, a Motion to approve a fence permit for Rodney and Nancy Pershon, a Motion to approve placing the basketball court by the city building with Councilmember Micheal Stringer opposing, and a Motion, to adjourn this meeting of August 13, 2019. PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer moved to make a motion to pay the finances and adjourn at 9:31 p.m, a second was made by Councilmember Katrina Long, the vote was unanimous, motion carried. (7th Motion) The city council meeting was then adjourned with no further comments. AN EXECUTIVE SESSION IF NECESSARY: An Executive Session was called and conducted by Mayor William M. Mills at 9:35 p.m. The purpose was to hold a strategy session to discuss Professional Competence of personnel and to discuss possible exchange of real property. Those in attendance were Mayor William M. Mills, Lyla R Spencer City Recorder, Director of Finances Everd Squire, Councilmember's Katrina Long, Micheal Stringer, Jay Mecham, Randy Christensen, and Frank Riding. Councilmember Randy Christensen moved to make a motion to close the executive sessions at 10:11 p.m, with a second by Councilmember Katrina Long, the vote was unanimous, and the session was adjourned with no further comments.
