Town of Goshen Council Meeting Goshen Town Hall July 9, 2019 Town Board Meeting 7:00 PM A. Pledge of Allegiance - Lindsay Farnsworth B. Prayer- Charles Pipkin C. Disclosures- None D. Public Input/ Reports (limited to three minutes) Non- agenda items Glen Evans brought up some errors and typos on the city ordinances. He also asked questions about the camping/secondary living ordinance, about family staying etc. Steven Staheli noted that there are things noted into ordinances that allow family to stay 14 days. He also noted that the intention isn't to stop things like this, just the nuisance of long term. Council approached various questions pertaining to nuisance of trailers and vehicles etc. Glen stated that blocking a fire hydrant and police vehicle is less of a fine for blocking a handy-cap spot. He offered feedback as a community member. The council will take note. Linda Thomas wants the dispatch number put onto the newsletter monthly to be able to call for animal control and other incidences. She has had some concerns about her neighbor burning odd hours and doesn't know what to do. Officer Monson stated that you are allowed to burn certain things, but also against the law to burn big items etc. Loyle Steele asked about his water meter and if the council had looked into this more. Steven was waiting for him to get a survey. Depending on where it is on the line (in middle or edge) they will consider it from there. It will have to be based on the survey and maps. Brian Watson, stated that he has been working on the garbage truck with Wayne and Brent. He asked the council how far he wants to go into it. Steven mentioned maybe bringing that up another time and talk about the service at a later time. It was mentioned about the alarm or the siren, and asked about how much they wanted to spend to get it going again. Steven also noted that can be discussed later as well. Kathy Peterson brought up the nuisance of dogs at large; we have a major dog problem, for a while. She stated that ordinances are in place, but need to start enforcing these to the public. It would be a good thing for the county or someone to come out to help get the dogs shots and licensed. Dogs have been reported to be biting. Officer Monson added that some things that will help the animal control officer are to catch the animal and contain it. It was brought up that we need to get into action about licenses and fees. We will check the clinics to see if we can get them out here. 1. Approval of Minutes for June 11, 2019: Charles motions, Sammy seconds, all in favor. 2. Timmon's Woodworking Shop discussion on re-opening located at 95 E 360 N Goshen: It was told to Timmons that right now at this moment in time, in accordance to the water survery/master plan, they won't be issuing any water to the building due to the meter not being an active meter. He stated that he is trying to sell the property and cant due to the water situation, traffic and other things. He has someone now who wants to buy the building and do a small wood shop that wouldn't require much, which brought up finding possible other ways to work around the restroom etc. Steven clarified why it is all on halt for hook ups. All of this is up for another discussion come October, when we will up for review to determine if we have two certified sources for water. However it also brings up, the master plan and engineering, shows that our main problem now will be storage. We have problems with lines, and various other things, but our main concern is the storage and being very cautious of things now until we have the confirmed second source. Tommons asked if they could bring in a 'port-a-potty, or 'Honey Bucket' to be able to sell it and have someone open the business. It was advised that they can go to the county health department and check with them on their requirements if they would like to see if that would pass for them. Rachel Pena noted that it might be in our Town Ordinance that it has to have running water. Those will be looked into. 3. Town Celebration: Everything looks good, fireworks are in order, flyers are in order. Steven asked the council if there are any worries etc. Kathy asked if there is food during the Friday night band, and yes the scouts will be doing it. They discussed the events (see attachments). Steven asked for public support for the car show and getting some, as well as the parade. There will be no band this year, Lindsay stated. 4. Work Meeting Steven excused the public to move into the informal meeting. Loyle brought up the discussion of the water meter once more. Discussed and agreed dogs, and needing to report more, and not to facebook page. E. Adjournment: Steven adjourned and moved into a work session.
