MONA CITY COUNCIL MEETING JULY 23, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM MILLS LOCATION: 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Diana Manseau, Robert Williams, Glen Gooch ALSO PRESENT: Rebecca Dopp - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer City Recorder, Jonathan Jones Water Operator OPENING PRAYER: Councilmember Jay Mecham APPROVAL OF JULY 9, 2019 MINUTES: Councilmember Micheal Stringer moved to make a motion to accept the minutes of July 09, 2019 as written. A second was made by Councilmember Randy Christensen. The vote was unanimous. (1st Motion) PLANNING AND ZONING: No Report DELEGATIONS: SECRETARY/TREASURER/ RECORDER REPORT: No Report from Treasurer or Recorder DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 07/10/2019 to 07/23/2019; Everd asked if there were questions on the disbursement list. There were no questions to be addressed. There were ten (10) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. MONA CITY COUNCIL MEETING JULY 23, 2019 COUNCIL BUSINESS: Councilmember Katrina Long thanked those who helped with the Pioneer Day Celebration; she reported it was another successful event. Clint Waters needs to meet with Bret the grounds manager to check on the location of the sprinkles and utilities before they begin to dig for the installation of the basketball half court, Waters needs to know as soon as possible so they can get started. Councilmember Long also suggested the council begin to think about colors for the court. Councilmember Long would like to see the Mona City ordinance in line with the recently updated General Plan and gave suggestions on who may be qualified to do the updating. Councilmember Micheal Stringer reported on the sidewalk work from 300 S to 980 S, the grant has been submitted, they will know if the money is available by August 16th. The school crossing signs have been delayed, Stringer had ordered them, when he called to check on the order, he was told they had never been ordered, they were suppose to have been delivered by August 16th, they are now 6-8 weeks out. He will get the concrete and stubs ready when the signs are delivered; all that will need to be done is to bolt them in. Mayor Mills will contact the sheriff's office to see if the city can go forward with the crossing guards without the lights. Councilmember Stringer suggested placing cones on the cross walks until the signs are installed. Councilmember Randy Christensen and Jonathan Jones met with Jesse Ralphs of Sunrise Engineering in reference to the water tanks. Jesse told them the city may qualify for some CDBG grant funding to help with cost on the tanks. They also need to meet with Jones & DeMille Engineering. Councilmember Christensen thanked Katrina Long for a job well done on organizing and working with the celebration committee making it a successful event. Councilmember Jay Mecham thanked Councilmember Long as well. Councilmember Frank Riding is still working on organizing an ATV class, and will keep the council updated on the date, time and location. Mayor Mills ended the council session thanking Councilmember Katrina Long for a successful and eventful Mona City Pioneer Day Celebration 2019. 'We do need to work on the lights for the pavilion.' He said. Councilmember Long told him the problem occurred when they turned off the lights during the fireworks and the sound also went out. There needs to be a separate switch for the lights. Councilmember Long had concerns in regard to the pancake breakfast, she said the turnout was not good and asked the council if it was worth continuing. 'People don't come out and support it.' She said, 'It's kind of sad. There was one business license presented and no fence permits. MONA CITY COUNCIL MEETING JULY 23, 201 The business license was for Jessie's Salon located at 223 S 200 W, the property owner is Ryan Keyte. Mayor Mills asked for a motion to approve a business license for Jessie's Salon located at 223 S 200 W, with Councilmember Randy Christenson moving to make that motion and a second by Councilmember Katrina Long. Motion carried. (2nd Motion) Mayor Mills gave Diana Manseau who was not on the agenda the opportunity to speak in regard to her past nuisance ordinance violation issued some time ago. Manseau asked the council and mayor if they would be able to pass her property off rather than waiting for the courts to do so. Mayor Mills told her he will leave it up to the courts; it is out of his hands and he will not get involved until he is directed by the courts on what he can do. FYI: There were four (4) motions voted upon and passed, a Motion to approve the Minutes of July 09, 2019, a Motion to approve a business license for Jessie's Salon located at 223 S 200 W, a Motion to approve a pending agreement on the Pipeline Maintenance & Repair Interlocal Cooperation Agreement, and a Motion, to adjourn this meeting of July 23, 2019, PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn, a second was made by Councilmember Micheal Stringer, and the vote was unanimous, motion carried. (3rd Motion) The city council meeting was then adjourned at 9:03 p.m., with no further comments. After a brief recess, the council then went into an executive session. AN EXECUTIVE SESSION IF NECESSARY: An executive session was necessary. Water System Operator Jonathan Jones called the meeting at 8:15 pm; the meeting was conducted by Mayor William M. Mills. The purpose for the meeting was to hold a strategy session to discuss professional competence. Those present were: Mayor William M. Mills, Lyla R. Spencer City Recorder, Everd Squire Director of Finance, Jonathan Jones Water System Manager, Councilmember's Katrina Long, Micheal Stringer, Jay Mecham, Randy Christensen, and Frank Riding. After the discussion the meeting was adjourned at 9:16 pm with no further comments.
