Commission Members Present: Lynn Ingram, Kevin Stanley, Ed Newton, Dennis Gardner City Council Member Present: Frank Riding Others Present: Secretary Sara Samuelson, Jim Knaphus, Jason Ivins, Brian Hulet, Richard Hatfield, Ryan Hatfield Commissioner Lynn Ingram called the meeting to order at 8:00 p.m. Minutes: Commissioner Newton made a motion to approve the minutes of June 5, 2019, as written. Commissioner Stanley seconded the motion. The vote to approve the minutes of June 5, 2019, as written, was unanimous. Jim Knaphus - Subdivision Inquiry Jim Knaphus addressed the commission as a follow up to the previous meeting when his father in law, Mark Peck, asked as to the feasibility to subdividing a piece of ground at 350 E 150 N. Mr. Knaphus would like to subdivide and put 2 homes on the lot, utilizing the existing private drive, with some adjustments to give access to both lots. Mr. Knaphus presented a drawing of an idea to split the lot. Mr. Knaphus found a map that indicated a possibility of a secondary line being through the property. Commissioner Newton showed Mr. Knaphus his understanding of the secondary line location to assist Mr. Knaphus in his planning. Commissioner Gardner inquired as to the closest fire hydrant. There is a hydrant within 500 feet, and the lots would meet fire code. Commissioner Ingram suggested for Mr. Knaphus to continue the existing private drive onto the back lot, so both lots would have frontage. Commission consensus held that Mr. Knaphus could apply for a minor subdivision with the extension of the private drive, because the lot had been approved previously as buildable without the proper frontage. Mr. Knaphus inquired as to the set back where it will be a private road on his property. The Commission informed Mr. Knaphus that the setbacks would be different where he owned the road, and there would not be a front set back. Commissioner Newton made a motion to forward the Knaphus Minor Subdivsion application with the extension of the private drive to the City Council with a positive recommendation. Commissioner Stanley seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation. Brian Hulet - Subdivision Inquiry Brian Hulet and Jason Ivins addressed the commission about a new phase, Phase C, of the High Meadows Subdivision as was previously discussed at planning and zoning. Mr. Ivins indicated he had talked to Ed and Howard Newton about dedicating land to the city on the side of the current road easement so that the proposed road could be straight, and they were affable to that idea. They inquired as to the possibility of the city paying for half of this portion of road, which would be approximately 200 feet, from Jeff Smith's back fence to Platt Lane. Commissioner Ingram informed them that the decision of paying for the road would be decided by the City Council. Commissioner Gardner inquired as to the secondary water. Mr. Ivins said he is in negotiations with the Old Field shareholders and irrigation system as to the ability to use old field water, or to transfer the shares to the town pressurized system with a booster pump. Commissioner Ingram asked who would be responsible for the pump. Mr. Ivins said that they would have an HOA that would be responsible for the pump. Commissioner Ingram indicated that he would inquire of the council as to their affability to paying for half of the road. Commissioner Ingram also stated that before any final approval could be given, the irrigation water would need to be approved by the irrigation company. Commissioner Gardner made a motion to forward the High Meadows Plat C application for preliminary approval to the City Council with a positive recommendation. Commissioner Newton seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation . Jeff Kay - Building Permit Jeff Kay, JMK construction, made application for a building permit for a home to be built on the lot located at 662 E 50 S, Lot 10 of High Meadow Plat A. The plans have been approved by the Mona City Building Inspector, and all paperwork is complete. Commissioner Stanley made a motion to forward the Kay Building Permit application to the City Council with a positive recommendation. Commissioner Gardner seconded the motion. The vote of the Commission was unanimous in favor of a positive recommendation. Adjournment Commissioner Newton made a motion to adjourn the meeting at 9:31 pm. Commissioner Stanley seconded the motion. The vote to adjourn the meeting at 9:31 pm was unanimous.
