APPROVAL OF JUNE 25, 2019 MINUTES:
Councilmember Katrina Long moved to make a motion to accept the minutes of June 25, 2019 as written. A second was made by Councilmember Micheal Stringer. The vote was unanimous. (1st Motion)
PLANNING AND ZONING:
Planning and Zoning Chair Lynn Ingram presented their meeting agenda for Wednesday, July 3, 2019 as follows: Jeff Kay with JMK Construction came in for a building permit, lot 10, location 662 E 50 South. Ingram recommended the council approve a building permit for Jeff Kay from JMK Construction for the described property above. Councilmember Jay Mecham moved to make a motion to approve and issue a building permit to JMK Construction as described above with a second by Councilmember Randy Christensen. Vote was unanimous, motion carried. (2nd Motion)
Jim Knaphus and Ted Peck came in for a Subdivision Inquiry. After a brief council discussion and plat map review from the council, Councilmember Randy Christensen moved to make a motion to approve a preliminary subdivision for Jim Knaphus and Ted Peck to move forward with their planned subdivision as presented with a second by Councilmember Micheal Stringer. Vote was unanimous, motion carried. (3rd Motion)

Brian Hulet and Jason Ivins Representing O'Sullivan Investments also came in for a Subdivision Inquiry for High Meadows Plat C. Maps were presented to the council with a brief discussion.
Hulet and Ivins started the current subdivision which includes plats A and B they now propose adding plat C.
Councilmember Micheal Stringer moved to make a motion to approve a preliminary subdivision for Brian Hulet and Jason Ivins of O'Sullivan Investments for High Meadows Subdivision Plat C, with a second by Councilmember Jay Mecham. Vote was unanimous, motion carried. (4th Motion).
DELEGATIONS:
Chase Hill along with his father Brett Hill came before the council to see if there were projects that Chase can use for his Eagle Project.
There were two project suggestions for Hill including installing fence around the maintenance building and adding reflective tap on all the fire hydrants in the city.
Mayor Mills told Chase they have given him a couple of ideas let him think about what was presented, discuss them with his parents and scout leaders then he can make a decision.
Stephanie Bryant came before the council to protest concerns in regards to ATV in Mona City.
She told the council and those present, 'We watch a lot of kids drive too fast along the road; a week ago, Sunday, our fence was ran into.'
There was a second incident which was worse; the sheriff was called and responded right away.
Her husband Butch asked if a stop sign could be placed on their street. Micheal Stringer told him he will do that.
There is an ongoing concern in regard to ATV's in the city. A lot of the problem is caused by young people driving much too fast for road conditions. Some of the drivers were underage and should not be riding the vehicles at all.
Bryant was not only concerned about the young people but she was also concerned about her grandchildren, her family, her pets and her property, thinking there could be a death as a result of the carelessness.
Councilmember Jay Mecham told them the best thing to do is call the Sheriff it will be helpful if a license tag or photo description could be available.
Mayor Mills said, as councilmember's, they can do nothing in the way of law enforcement to stop the misuse of ATV's. The city can set ordinance but they cannot enforce them that is up to law enforcement.
'Our ordinance and the state ordinances cover the safety and legality issue,' said Mayor Mills. He added the Sheriff said he is going to start enforcing the law on ATV safety throughout all communities in Juab County, they will be writing up the parents of the violators.

'The parents, not the kids, will get the tickets and will need to go to court,' Said Mayor Mills.
Water Operator Jonathan Jones gave a brief report on current project in the water department.
SECRETARY/TREASURER/ RECORDER REPORT:
No updated report
DIRECTOR OF FINANCES:
Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 06/26/2019 to 07/09/2019; Everd asked the council if there were questions on the disbursement list. There were two questions by Councilmember Katrina Long in regard to Check #3536 issued to JAMES BOWLES in the amount of $1,125.00, and Check #3539 issued to DYKMAN in the amount of $864.00. The questions were answered sufficiently.
There were six (6) checks over the allotted amount of $2,000.
The report has been initialed by each council member and attached to the minutes for public viewing.
COUNCIL BUSINESS:
Councilmember Long gave an update on the upcoming Pioneer Day Celebration.
She did not hear back from the other companies she had contacted to build a half size basketball court. The only company that responded was Sport Court of Southern Utah; with a recommendation that the council make a motion to accept their bid. Sport Court of Southern Utah's bid came in at $27,668.18 and does not include site prep.
Mayor Mills asked for a motion to accept and approve the bid from Sport Court of Southern Utah to build a half size basketball court, a second was made by Councilmember Jay Mecham, the vote was unanimous. (5th Motion)
Mayor William M Mills ended the council session by telling the council and those present three applicants applied for the city's advertised full time gas and water system employee.
The council will vote on the Pipeline Maintenance & Repair Agreement at the next council meeting.

PAY FINANCES ADJOURNMENT:
Councilmember Randy Christensen moved to make a motion to pay the finances and adjourn at 9:10 p.m, a second was made by Councilmember Katrina Long, the vote was unanimous, motion carried. (6th Motion)
The city council meeting was then adjourned with no further comments.
AN EXECUTIVE SESSION IF NECESSARY:
An Executive Session was called by Councilmember Micheal Stringer and conducted by Mayor William M. Mills at 9:15 p.m. The purpose was to hold a strategy session to discuss real property.
Those in attendance were Mayor William M. Mills, Lyla R Spencer City Recorder, Councilmember's Katrina Long, Micheal Stringer, Jay Mecham, Randy Christensen, and Frank Riding.
Councilmember Micheal Stringer moved to make a motion to close the executive sessions at 9:28 p.m., with a second by Councilmember Randy Christensen, the vote was unanimous and the session was adjourned.
