MONA CITY COUNCIL MEETING MARCH 12, 2019 MEETING CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Alex Johnson, Sami Johnson, Tyler Faddis, Jonathan Jones, Amy Sutherland ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer, City Recorder, OPENING PRAYER: Councilmember Jay Mecham APPROVAL OF FEBRUARY 26, 2019 MINUTES and WATER MEETING FOR FEBRUARY 7th AND 26th Councilmember Randy Christensen moved to make a motion to accept the minutes of February 26, 2019 as written. A second was made by Councilmember Micheal Stringer. The vote was unanimous in favor of the motion. (1st Motion) Councilmember Frank Riding moved to make a motion to approve the minutes of the Water Meeting held February 7, 2019 at 6:00 p.m. with a second by Councilmember Randy Christensen. Motion approved (2nd Motion) Councilmember Katrina Long moved to make a motion to approve the Water Meeting for February 26, 2019 as approved, with a second by Councilmember Frank Riding. Motion carried. (3rd Motion) PLANNING AND ZONING: No Report from Planning and Zoning. DELEGATIONS: No Report from Juab County Sheriff's Department. Assistant Water System Operator Jonathan Jones presented the water update for Mona City. Jones asked the council if they had a chance to review the SCADA system proposal, and recommended they become familiar with it, he believes it will be a good thing. The MONA CITY COUNCIL MEETING MARCH 12, 2019 mayor asked if he would invite a representative from SCADA to attend a council meeting to explain the system in detail. They are working to get the city's chlorination facility upgraded and will generate a proposal for engineering services to get it designed, they need to work quickly to get it up and going. The cost on the system will be approximately $12,000. We have been working on our irrigation situation he feels we are at a good place and we will keep working together to meet that goal. We are also working on our GIS system with Tyler Faddis from Jones and DeMille and should be kicking that off soon. We will be getting information from Sunrise, hopefully Nephi Gas, and possibly information from the irrigation company. This will be a good system that will tell us where everything is. He has been working with water rights to get all of the city's water rights in order, making sure we understand where we are, one of them is our rights at the sewer plant, if it's an exchange that would be okay, that may be one of the solutions for the irrigation issue. He gave an update on the Houwelings change for point of diversion. Mona city will protest that particular change, and others such as the Mona Irrigation Company and some of the local farmers would likely protest as well. They will need to review the publications and see where they are, especially with this change. 'We will get more details, but we will be filing a protest,' said Jones SECRETARY/TREASURER/ RECORDER REPORT: Secretary/Treasurer Michelle Dalton presented the updated draft for Mona City's Natural Gas Reconnection Agreement. After a brief discussion the council approved the updated agreement, with Councilmember Jay Mecham moving to make a motion to approve the Natural Gas Reconnection Agreement with the wording as presented, a second was made by Councilmember Micheal Stringer. Motion carried. (4th Motion) The Natural Gas Reconnection Agreement is attached in its corrected form as presented and will become a permanent part of the minutes for public viewing. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 2/27/2019 to 3/12/2019; Everd asked if there were questions on the disbursement list. There was one question by Councilmember Katrina Long in regard to check #3279 in the amount of $5,161.00, issued to Rhino Pumps. The question was answered sufficiently. There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Everd reminded the council if they have questions on the budget or want to add to a budget item, let him know. The budget will be presented the first week in May 2019. MONA CITY COUNCIL MEETING MARCH 12, 2019 COUNCIL BUSINESS: There was one fence permit presented for Amy Sutherland location: 323 East Platt Lane. The permit is for a single family chain link fence. Councilmember Micheal Stringer moved to make a motion to approve the fence permit as stated above for Amy Sutherland, with a second by Councilmember Randy Christensen. Motion carried. (5th Motion) No Business License permits were presented. Councilmember Jay Mecham asked if the council/city would like to conduct another Spring Clean-up. The council agreed on the Spring Clean-up. The dates were set for the March 29th to April 8th. Councilmember Katrina Long said she is still in needs of two members for the Celebration Committee. The committee will meet Wednesday March 13th at 10:00 a.m. The monthly meetings will be the last Wednesday of each month. Councilmember Long announced the date and time for the Easter Egg Hunt, which will be April 20th at 10:00 a.m. She would appreciate any help that may be available. Councilmember Randy Christensen is gathering paperwork for the CIB; he will ask Travis about partial funding for the GIS system, to see if that is possible, along with other projects the city may qualify for through the CDBG grant. Special mention was the water tank chlorination project, 6-County has asked for ideas for the coming year. Councilmember Frank Riding will be ordering fertilizer Councilmember Micheal Stringer would like to purchase a new compactor. Mayor Mills asked that Justin Johnson be added to the agenda for March 26 for annexation questions. FYI: There were Six (6) motions voted upon and passed, a Motion to approve the minutes of February 26, 2019, a Motion to approve the water meeting minutes of February 7, 2019, a Motion to approve the Water meeting for February 26, 2019, a Motion to approve a fence permit for Amy Sutherland, a Motion to approve the Mona City Natural Gas Reconnection Agreement, and a Motion to adjourn this meeting of March 12, 2019, PAY FINANCES ADJOURNMENT: Councilmember Katrina Long made a motion to pay the finances and adjourn, a second was made by Councilmember Jay Mecham, the vote was unanimous, motion carried. (6th Motion) The city council meeting was then adjourned at 8:21 p.m., with no further comments.
