FOR YOUR INFORMATION ONLY MOUNTAIN GREEN SEWER IMPROVEMENT DISTRICT 5455 West Old Highway Road, Mountain Green, Utah Agenda for Wednesday, March 6, 2019 Board of Trustees Meeting starting at 6:30 PM Meeting to be held in Open Public and Closed Sessions The Board may choose to go into a Closed Session at any time by making a motion and public announcement, and then achieving a 2/3 vote approval with recordation of votes. 6:30 PM BOARD OF TRUSTEES MEETING A. Call to Order B. Prayer C. Approval of Agenda D. Declaration of Conflicts of Interest E. Approval of Minutes - February 6, 2019 F. Next Board Meeting is scheduled for April 3, 2019 at 6:30 PM. G. Public Comment Period AGENDA ITEMS 1) Senate Bill 28 - Local Government Registry a. Senate Bill 28 signed by the Governor 3/19/2018. Requires local government entities, to register with the Lieutenant Governor on or before July 1, 2019. Initial registration fee of $120.00 in fiscal year 2019 with an annual renewal of $25.00 thereafter. b. https://le.utah.gov/~2018/bills/static/SB0028.html 2) Request For Proposals (RFP) for our new facility options. a. The RFP has been sent out directly to several firms and posted on the Utah Procurement SciQuest page for additional distribution. Due end of March. 3) Election Update - Bob Woodcock 4) County Land Drain Visit Update - Larry/Rick/Robert 5) Sewer Survey a. The sewer survey regarding ground water management has been sent out. Responses due by end of March. 6) Board name plaque a. The Board selected a basic plaque with top name plates for 72 spaces and 39 current engraved names. The order is in process. 7) Three fold Informational mailing program for residents a. Draft of three fold mailing pamphlet and quarterly mailing program to address groundwater, wipes and grease (Attached). b. Quotes have been requested from Alpha Graphics and River print to: i. Print 4,400 four color double sided, tri-fold with seal (1 year supply) ii. Four quarterly mailings of approximately 1,110 each, includes addressing and delivery to the Morgan Post Office (our permit). iii. Additional graphics design to turn our draft into a finished mailer. 8) Monthly Auditor's Report a. The January 2019 monthly audit report will be given by the Vice-Chair. b. At the last meeting the Board approved delaying the Monthly Auditor's Report and the Manager's Monthly Financial Report by one month so an accurate accounting from all supporting documents, such as bank statement, are available. Going forward reports will present information from two months prior. 9) Manager's Report a. The January 2019 Manager's Report will be presented at the Board Meeting and then attached to the approved Minutes for recordation. 10) Review Past Board Action a. The District is committed to pay rates that are competitive with or greater than those obtained in comparable positions within local city and county governments. 11) MGSID Employee Handbook a. Items 1.0 to 5.6 12) MGSID Employee Handbook a. Items 5.7 to 5.13 13) MGSID Employee Handbook a. Items 6.0 to 7.3 14) Review Wage Increase Intervals on the Wage Step Plan a. Review of the time intervals for wage increases of Part-Time employees on the current Wage Step Plan. 15) New Business a. Recommended Agenda Items for April 3, 2019 meeting. b. Questions for Staff? 16) Motion to Adjourn
