MONA CITY COUNCIL MEETING FEBRUARY 12, 2019 MEETING WAS CALLED TO ORDER AT 7:30 P.M. BY MAYOR WILLIAM M. MILLS LOCATION 20 WEST CENTER STREET, MONA CITY COUNCIL CHAMBERS PRESENT: William M. Mills Mayor Randy Christensen - Councilmember Katrina Long - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Steven Cooper, Cherise Cooper, Jonathan Jones, Arlene Basset, Tyler Faddis, Leonard Trautvein ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire Director of Finance, Lyla Spencer, City Recorder, OPENING PRAYER: Mayor William M. Mills APPROVAL OF JANUARY 22, 2018 MINUTES and WATER MEETING Councilmember Katrina Long moved to make a motion to accept the minutes of January 22, 2018 as written. A second was made by Councilmember Frank Riding. The vote was unanimous by all councilmember in favor of the motion. (1st Motion) Councilmember Micheal Stringer made a motion to approve the minutes of the Water Meeting held January 22, 2018 at 6:00 p.m. with a second by Councilmember Randy Christensen. Motion approved (8th Motion) GIS BID PRESENTATION: Tyler Fadis representing Jones & DeMille Engineering presented their bid proposal for a Utilities GIS system. In a letter addressed to Jonathan Jones Assistant Water Master, the firm appreciated the opportunity to provide an updated proposal for a geographic information system (GIS) of Mona City's culinary water, sanitary sewer, and natural gas distribution systems. The proposal outlined their scope of work and fees for building interactive and user-friendly GIS. The letter continues; the GIS can be easily accessed and maintained by city staff, and they are confident an accurate up-to-date GIS will enhance the City's ability to manage utility-related assets and enhance a decision making and planning process. MONA CITY COUNCIL MEETING FEBRUARY 12, 2019 Page 3 of the letter to Jonathan Jones stated the foregoing scope of work for the utilities GIS can be completed for a lump sum fee of $18,000.00 if the city collects GPS data or $25,000.00 if J&DE collects the GPS data, and the fee includes a one year ArcGis online Subscription account that J&DE will administer. An estimated annual fee of $1,200.00 will be required for each subsequent year to maintain the ArcGIS online fee may be adjusted up or down, depending on how users will need to access the system. After a brief discussion, Councilmember Micheal Stringer moved to make a motion to approve Jones & DeMille Engineering to install Mona City's updated GIS System with the help of Sunrise Engineering giving them information needed on the system. A second was made by Councilmember Randy Christensen. All councilmember's were in favor of the motion. Motion carried. (2nd Motion) PLANNING AND ZONING: Planning and Zoning Administrator and Chair Lynn Ingram presented four (4) building permits to the council, they as follows: Wes & Karla Lynn - Accessory Building Permit location 275 S, 100 E. Ingram told the council they have all their setbacks and everything they need, he made a recommendation to approve their building permit. Councilmember Frank Riding moved to make a motion to approve an Accessory Building Permit for Wes & Karla Lynn at 275 S, 100 E. A second was made by Councilmember Katrina Long. All were in favor of the motion. Motion carried. (3rd Motion) Alisha Peacock came in for an accessory building permit at 27 south, 650 east. Ingram told the council they have all their setbacks and made a recommendation to issue a building permit to the Peacocks for an accessory building. Councilmember Micheal Stringer moved to make a motion to issue an accessory building permit to the Peacocks as stated at the above address, with a second by Councilmember Randy Christensen. Motion carried. (4th Motion) Kerrie Slaymaker came in for a building permit, address 11 west, 980 south. Ingram said they have everything needed for a building permit and recommend they be issued a permit at the above stated address. Councilmember Frank Riding moved to make a motion to issue Kerrie Slaymaker a building permit at 11 west, 980 south, with a second by Councilmember Katrina Long. Motion carried. (5th Motion) Alan and Jewel Christensen came in for a building permit at 3rd south, 300 west. Ingram said they have everything needed and recommended a permit be issued to the Christensen at the above address. Councilmember Micheal Stringer moved to make a motion to issue a building permit to the Christensen at 3rd south, 300 West, with a second by Councilmember Frank Riding. Motion carried. (6th Motion) DELEGATIONS: There was no report from the Sheriff's Department. Sylvia Monsivais was on the agenda but failed to show to present her issue; Cherise Cooper who acted as spokesperson for the homeschooling group was granted permission to speak for Sylvia Monsivais by Mayor Mills. MONA CITY COUNCIL MEETING FEBRUARY 12, 2019 Cooper told the council the homeschooler cooperative would like to reserve the Community Center one day a week from 10-1:00 for approximately 23 students free of charge. She told the council the families have been taking turns meeting in homes but it wasn't working out because of the home environment with toys and other distractions. There was no voice vote from the council but the majority of the members were not in favor of allowing the group to meet one day a week. Councilmember Katrina Long was sympathetic to the homeschool group, telling the council and those present she was home schooled, however she felt a fee should be charged for the group. Mayor Mills told Cherise, 'If we allow you to use the building, who else would want to use it for a home school, and added, the center is not designed as a homeschool?' Councilmember Long asked what the Zumba class had charged for their use of the building. Secretary/Treasurer Michelle Dalton responded by saying they had paid an hourly rental fee. SECRETARY/TREASURER/ RECORDER REPORT: Michelle Dalton Secretary/Treasurer presented a draft for Mona City Reconnection Agreement. After a brief discussion the council decided to table the Reconnection Agreement for further review and changes. The agreement is attached in its original form as presented and will become a permanent part of the minutes for public viewing. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 1/23/2019 to 2/12/2019; Everd asked if there were questions on the disbursement list. There was one question by Councilmember Katrina Long in regard to check #3227 in the amount of $4,143.75, issued to Rhino Pumps. Questions were answered sufficiently. There were seven (7) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. COUNCIL BUSINESS: There was one business license presented for 3rd South Message, location is at 99W, 300 S, business owned by Sadie Cunningham. Councilmember Katrina Long moved to make a motion to approve the business license as stated above for Sadie Cunningham, with a second by Councilmember Randy Christensen. Motion carried. (7th Motion) No Fence permits were presented. Councilmember Katrina Long reported she has assigned two new members for the Celebration Committee; Terena Warren and Amy Stanley. Councilmember Randy Christensen is working on the paperwork for the CIB, he will ask Travis about partial funding for the GIS system, to see if that is possible. MONA CITY COUNCIL MEETING FEBRUARY 12, 2019 Councilmember Micheal Stringer said they will have two cross walks, they will be located at 100 South and 300 South. Councilmember Long inquired about the potholes located at 100 N and 300 E, asking if they had been filled. Assistant Water System Operator Jonathan Jones told the council he past his water system exam and is now a certified water system operator. Jones said a public notice that called for a change in the way water was delivered that would affect Mona City. He has been keeping track of those change order applications that affected Mona since he first joined the council. Mona city will protest this particular change, and others such as Mona Irrigation Company would be likely to protest as well. 'We will get more details, but we will be filing a protest,' said Jones Mayor Mills ended the council session by reminding the council of the upcoming County Commission Meeting on March 6, 2019 encouraging residents of Mona City to attend. This is a proposed eight plex construction that Houweling's wants to build at the tomato greenhouse site. 'We really object to that proposal,' said Mayor Mills. Mills said the planning commission was now considering changing the zone to industrial and that would benefit Mona City and successfully eliminate the proposal to build any eight plex apartments on the greenhouse property. It would definitely be to the cities benefit to have that area zoned as industrial. FYI: There were Nine (9) motions voted upon and passed, a Motion to approve the minutes of January 22 City Council meeting, a Motion to approve the water meeting of January 22, 2019 minutes, a Motion to approve Jones & DeMille, a Motion to approve an accessory building permit for Wes and Karla Lynn, a Motion to approve an accessory building permit for Alisha Peacock, a Motion to approve a building permit for Kerrie Slaymaker, a Motion to approve a building permit for Alan & Jewel Christensen, a Motion to approve the business license for Sadie Cunningham, and a Motion to adjourn this meeting of February 12, 2019, PAY FINANCES ADJOURNMENT: Councilmember Frank Riding made a motion to pay the finances and adjourn, a second was made by Councilmember Randy Christensen, and the vote was unanimous, motion carried. (9th Motion) The city council meeting was then adjourned at 8:31 p.m., with no further comments.
