MONA CITY COUNCIL MEETING NOVEMBER 13, 2018 7:30 PM MEETING CALLED TO ORDER AT 7:30 BY MAYOR WILLIAM M. MILLS PRESENT: William M Mills - Mayor Micheal Stringer - Councilmember Randy Christensen - Councilmember Jonathan Jones - Councilmember Katrina Long - Councilmember Frank Riding - Councilmember Micheal Stringer - Councilmember GUEST: Mindi Peterson, Kelton Peterson, Callie McPherson, Sadie Cunningham, Logan Herbert, Jennifer Herbert, Jaiden Jarrett, Acacia Dodge, Damon Harper, Sosaia Daongo, Tyler Faddis, Ashlee Jarrett, Kayla Daongo, Seth Atkinson, Kyle Marchant ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire -Director of Finance, Lyla Spencer -City Recorder OPENING PRAYER: Councilmember Katrina Long APPROVAL OF OCTOBER 23, 2018 MINUTES: Councilmember Jonathan Jones moved to make a motion to accept the minutes of October 23, 2018 as corrected. A second was made by Councilmember Randy Christensen. The vote was unanimous, motion carried. (1st. Motion) PLANNING AND ZONING: There was no report from Planning & Zoning DELEGATIONS AND POSSIBLE ACTIONS ITEMS: Seth Atkinson, Nephi City Planner presented a pictorial and legend map on the proposed Natural Gas Reinforcement Route Options for the secondary gas line coming from the power plant into Mona City. Seth presented four options and was in favor of option four with the line coming south on 200 West and going east on 100 East. With this option a gate station will be placed on the north east corner of the city park. Option four is a total of 1,763 ft, with cut of 1,733 feet. MONA CITY COUNCIL MEETING NOVEMBER 13, 2018 7:30 PM The council requested a contract from Nephi City to review and then a decision will be made. The map is attached with the legend, and will become a permanent part of the minutes for public viewing. Sadie Cunningham president of the Mona Elementary Parent Advisory Committee (PAC) along with a handful of students came before the city council to ask for a donation to assist various programs at Mona Elementary. Cunningham thanked the council for their past donations and explained how helpful those funds were in assisting the needed programs. Councilmember Micheal Stringer moved to make a motion to donate $1,000 to the Mona Elementary Parent Advisory Committee (PAC), to be used for assistance in various school based programs, a second was made by Councilmember Katrina Long, the vote was unanimous motion carried. (2nd Motion). DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 10/24/2018 to 11/13/2018; Everd asked if there were questions on the disbursement report. There were questions on following checks; check #3040 in the amount of $2,112.50, issued to James Bowles, check #3049 in the amount of $ 8,632.00, issued to Mountainland Supply, LLC, and check #3051in the amount of $1,000 issued to Municode. Everd answered the check questions sufficiently. There were five (5) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Secretary/Treasurer Michelle Dalton: Michelle had a local real-estate agent contact her in regard to a property listed in the Mt View Estates as a horse property. She was not sure if it legally could be listed as such since their HOA states that small animals such as dogs & cats are allowed and not larger animals. However it was brought to the council attention the HOA in the subdivision has not been kept current and the bylaws may be voided, if that is the case there is a possibility horses or larger animals would be permissible. Mayor Mills suggested talking with the current homeowners in the subdivision to get their feedback. City Recorder Lyla R Spencer: Gave an update on an election workshop she attended November 8th in Payson, the subject was the upcoming 2019 municipal elections. COUNCIL BUSINESS: Councilmember Micheal Stringer moved to make a motion to approve a business license renewal for Jake's Guide Service located at 460 S, 300 E. for Jake Hansen, a second was made by Councilmember Frank Riding, motion carried. (3rd Motion) MONA CITY COUNCIL MEETING NOVEMBER 13, 2018 7:30 PM There was one fence permit application from Rhett Watkins on a corner lot; address is 311 S 100 W for a pipe horse fence. The council had concerns in regard to him wanting to move his fence beyond his property boundary. The council said if the is the case a survey should be conducted. With that recommendation, Councilmember Micheal Stringer moved to make a motion to issue Rhett Watkins a fence permit with the recommendation he present the council with a survey. A second was made by Councilmember Frank Riding. The vote was unanimous motion carried. (4th Motion). Councilmember Micheal Stringer updated the council & those present on the progress on the city streets crack seal project. Councilmember Randy Christensen: Updated the council in regard to the CDBG workshop he attended at Richfield in October and reminded them the city needs to follow a strict procedure when applying for CDBG funds. Councilmember Jonathan Jones: Thanked those who attended the Water Workshop prior to council, a lot of needed information was discussed. They are working on a GIS (Geographic Information System) system for the city's utilities. Councilmember Jones has asked Cory Squire, owner of CIS Professional Land Surveying to assist him with the system project. Cory said there is already a lot of data available. Squire said the city tried to gather the needed information in the past but the job was always set aside and forgotten, but then it is not updated and is lost.' Mayor William Mills said, 'We need to get all the information on a computer so that it is always available.' Mills said all the city utilities need to be mapped and entered into a GIS system, when there are leaks or service work needed, the city needs to know where the water and gas lines are located. He also thought the irrigation company's lines needed to be mapped and included. Councilmember Katrina Long: Reminded the council and those present Santa will visit Mona City on December 1st from 5:00 to 6:30 p.m. in the community center. Mayor Mills reminded the council to review the city's general plan draft copy for changes or correction by Friday November 16. The adoption process for the general plan will take place Tuesday December 11, with a public hearing at 7:30. FYI: There were five (5) motions voted upon and passed, a motion to approve the October 23, 2018 minutes, a motion to approve a $1,000 donation to Mona Elementary PAC a motion to approve a business license for Jake Hansen, a motion to approve a fence permit for Rhett Watkins, and a motion to adjourn this meeting of November 13, 2018. PAY FINANCES ADJOURNMENT: Councilmember Jonathan Jones moved to make a motion to pay the finances and adjourn, Councilmember Frank Riding made a second to that motion, all were in favor, the vote was unanimous, motion carried. (5th Motion) The city council meeting was then adjourned at 8:53 p.m. with no further comments.
