NOTICE OF LOCAL SPECIAL BOND ELECTION BOARD OF EDUCATION OF WASHINGTON COUNTY SCHOOL DISTRICT, UTAH PUBLIC NOTICE IS HEREBY GIVEN that a local special bond election will be held in Washington County School District, Utah (the 'District'), at the same time as the statewide regular general election, on Tuesday, November 6, 2018 ('Election Day'). The Election Day voting centers ('Voting Centers') will be open on Election Day from 7:00 a.m. to 8:00 p.m. Information regarding the election can be found at the Statewide Electronic Voter Information Website (www.vote.utah.gov). The websites of the election officers for the local special bond election are, as of the date hereof, (a) for the Business Administrator of the District, www.washk12.org and (b) for the Washington County Clerk, www.washco.gov/departments/clerk-auditor/; the election officers will post on such websites the location of each polling place for each voting precinct, each early voting polling place, and each Voting Center, including any changes to the location of a polling place and the location of an additional polling place. In addition, voters may call the Washington County Clerk's Office at (435) 634-5712 to obtain information regarding polling locations. At the local special bond election there shall be submitted to the qualified, registered voters residing within the District the following question (which is also the sample ballot): OFFICIAL BALLOT FOR BOARD OF EDUCATION OF WASHINGTON COUNTY SCHOOL DISTRICT, UTAH SPECIAL BOND ELECTION November 6, 2018 Shall the Board of Education of Washington County School District, Utah, be authorized to issue General Obligation Bonds in a principal amount not to exceed $125,000,000 and to mature in no more than 20 years from the date or dates of issuance of such bonds for the purpose of raising money for acquiring and constructing school buildings and facilities, acquiring land for school buildings and facilities, acquiring furnishings and remodeling and updating existing school property, including safety upgrades, under the charge of the Board of Education, and, to the extent necessary, for providing moneys for the refunding of general obligation bonds? Property Tax Cost of Bonds. If the Bonds are issued as planned, without regard to the taxes currently levied for outstanding bonds that will reduce over time, an annual property tax to pay debt service on the proposed bonds will be required over a period of 20 years in the estimated maximum amount of $54.42 per year on a $291,000 primary residence and in the estimated amount of $98.95 per year on a business or secondary residence having the same value. The District has other outstanding bonds for which a tax decrease would occur upon the retirement of such bonds, which may not occur if the proposed bonds are issued. The taxes levied for the outstanding bonds reduce over time such that the property tax increase due to the issuance of the proposed bonds is expected to be tax rate neutral ($0.00) from current annual property tax rates on a primary residence or on a business or secondary residence having the same value. To vote in favor of the above bond issue, select the box immediately adjacent to the words 'FOR THE ISSUANCE OF BONDS.' To vote against the bond issue, select the box immediately adjacent to the words 'AGAINST THE ISSUANCE OF BONDS.' FOR THE ISSUANCE OF BONDS (YES) AGAINST THE ISSUANCE OF BONDS (NO) The foregoing information is only an estimate and is not a limit on the amount of taxes that the Board may be required to levy to pay debt service on the bonds. The Board is obligated to levy taxes to the extent provided by law in order to pay the bonds. The amounts are based on various assumptions and estimates, including estimated debt service on the bonds and taxable values of property in the District. The special bond election will be administered mainly by mail. The election officer will mail to each registered voter within the District a ballot and a business reply envelope. If a voter fails to follow the instructions included with the ballot, the voter will be unable to vote in the election except at the Voting Centers. Registration lists or copies of such lists will be available at each of the above-described polling places for use by registered voters entitled to use such voting place. NOTICE IS FURTHER GIVEN that on Friday, October 19, 2018, at 12:00 p.m., in the County Clerk's office at 10 North 100 East, St. George, Utah, there will be conducted (a) a demonstration of the logic and accuracy testing of the voting devices to be used in and (b) a test of the automatic tabulating equipment or other apparatus to be used to tabulate the results of the local special bond election. The demonstration and testing is open to public observation in accordance with the provisions of Sections 20A-3-201 and 20A-4-104, Utah Code Annotated 1953, as amended (the 'Utah Code'). Pursuant to applicable provisions of Sections 11-14-208 and 20A-4-403 of the Utah Code, the period allowed for any contest of the local special bond election shall end 40 days after the date on which the results of the election are canvassed and the results thereof declared. No such contest shall be maintained unless a complaint is filed with the Clerk of the Fifth Judicial District Court in and for Washington County, within the prescribed 40-day period.
