3. Presentation and discussion regarding Benloch Ranch which is a compilation of the former Talisman development, Highlands at Jordanelle and a part of Jackson Fork. The property is approximately 2,300 acres and contains approximately 2,000 eru's, which are vested. These properties were part of a law suit and settlement agreement. The settlement agreement allows for the Planning Director to determine if the proposal can start at preliminary approvals or at master plan approvals based on, in his opinion, if there is a consistency with, i.e., no substantial material change from, the underlying master plans, meaning the original approved plans for the aforementioned projects. The Planning Director does not feel comfortable that there is a consistency with the underlying master plans and would like the County Council to be aware of the perceived inconsistencies between the approved master plans and the proposed preliminary plan. The perceived changes are regarding the proposed residential building product types in the new preliminary plan. If the County Council believes that there has been a change in the consistencies with the underlying master plans the proposal would need to go back through a master plan process with the Planning Commission and County Council. The property is located in Area C of the Jordanelle Basin in Township 3 South Range 5 East in all or portions of Sections 2, 3, 11 and 10.
