PUBLIC NOTICE is hereby given that the County Council of Wasatch County will hold a REGULAR session in the Council Chambers in the County Administration Building, 25 North Main, Heber City, Utah, commencing at 4:00 PM, Wednesday, December 6, 2017. WASATCH COUNTY COUNCIL DATE: Wednesday, December 6, 2017 Order of Agenda Items Subject to Change without Notice Prayer/Remarks-Mark Nelson Pledge of Allegiance-Spencer Park Public Issues for Future Meetings Administrative Items for Future Agendas Legislative Items for Future Agendas Approval of Minutes 1. October 4th, 2017 2. November 15th, 2017 Wasatch County SSA #1 1. Set public hearing date December 20th, 2017 for 2018 Budget for SSA #1. Council 1. Approval of the 2017 3rd District Congressional Race. 2. Discussion/Consideration of 2017 Board of Equalization adjustments. 3. Discussion and possible recommendation to the County Manager for approval of the Mayflower Lakeside North Development agreement. 4. Discussion and possible recommendation to the County Manager for approval of the JOVID Hotel Development Agreement. 5. Discussion/Consideration on an Ordinance (17-20) regarding Snow Removal on County Roads. 6. APPROVAL OF ORDINANCE NO. 17-21 AN ORDINANCE OF WASATCH COUNTY, UTAH AMENDING TITLE 16.38 OF THE WASATCH COUNTY CODE REGARDING TRAIL STANDARDS AND DESIGN GUIDELINES. THE AMENDMENTS SPECIFY TRAIL TYPES AND TRAIL HEAD IMPROVEMENTS AND ADOPTS A NEW TRAILS MASTER PLAN AMONG OTHER THINGS. 7. ORDINANCE NO. 17-22 AN ORDINANCE OF WASATCH COUNTY, UTAH ADDING A NEW SECTION REGULATING RETAINING WALLS AND SPECIFYING DESIGN AND MATERIALS. 8. ORDINANCE NO. 17-23 AN ORDINANCE OF WASATCH COUNTY, UTAH ADDING A NEW SECTION TO ALLOW FOR A DENSITY BONUS FOR REGIONAL PARKS. THE NEW SECTION IS 16.27.34 AND ESTABLISHES STANDARDS AND REQUIREMENTS FOR PARKS. 9. Discussion/Decision on Primary/ Secondary tax issue for Elliott Lesses 10. Discussion/Possible Decision of Hansen Property Tax Matter. 11. Discussion and possible motion on an amendment to code section 16.21.46 regarding Accessory Residential Dwelling Units (ADU's) including what is typically referred to as mother in-law units also including Caretaker and Guest ADUs. The Planning Commission in their July 13th meeting directed the planning staff to look at possible amendments to the code to limit these uses. *Continued from Nov. 15th meeting. Council/Board Reports Manager's Report 1. Discussion and potential approval of Public Defender contracts Closed Session 1. Purchase, Exchange or Lease of Property 2. Consideration of possible cost of living salary adjustment for the elected officials including, Council, Attorney, Recorder, Surveyor, Clerk/Auditor, Treasurer, Assessor, Sheriff and appointed County Manager. 3. Discussion/Approval of the Wasatch County Library Budget. 1. Adoption of 2018 Budget. 2. Consideration of and possible Adoption of Amendments to 2017 Budget. December 4th, 2017 Brent R.
