MONA CITY COUNCIL MEETING JULY 11, 2017 7:30 PM MAYOR GREG NEWTON CALLED THE MEETING TO ORDER AT 7:30 P.M. PRESENT: Gregory A Newton - Mayor Molli Graham- Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member GUEST: Alisha Peacock, Wade and Chris Woolstenhulme, Roger Elsmore Nila Keyte, Mike Keith ALSO PRESENT: : Myrna Trautvein - Times News Reporter Lyla Spencer, City Recorder Everd Squire -Director of Finance, Michelle Dalton-Secretary/Treasurer, Lynn Ingram Planning & Zoning OPENING PRAYER: Mayor Greg Newton APPROVAL OF JUNE 27, 2017 MINUTES: Councilmember Molli Graham moved to make a motion to accept the minutes of June 27, 2017 as corrected, a second was made by Councilmember Jonathan Jones. The vote was unanimous, all in favor, motion carried. (1st Motion) PLANNING AND ZONING: Planning and Zoning Chair, Lynn Ingram came before the council with a report on their meeting held July 5, 2017 at 8:00. The meeting went as follows: Discussion and Possible Action items: Roger Ellsmore came in for a building permit for Lot #1 in High Meadows Subdivision, location: 725 E Center Street. After a brief discussion, Ingram made a recommendation to approve a building permit for Ellsmore. Councilmember Jonathan Jones moved to make a motion to approve a building permit for Roger Ellsmore as stated above; a second was made by Councilmember Katrina Long. (2nd Motion) Motion carried, vote unanimous. Wade and Chris Woolstenhulme came in for a two building permits, one for a house and one for an accessory building, at 200 S 100 W. They met all their requirements; Lynn Ingram made a recommendation to the council to issue the two permits as stated above to Wade and Chris Woolstenhulme. Councilmember Mollie Graham moved to make a motion to issue MONA CITY COUNCIL MEETING JULY 11, 2017 7:30 PM building permits to the Woolstenhulme as stated above; a second was made by Councilmember Jeffrey Smith. Motion carried. (3rd Motion) Jeff Kay who was not present at the meeting, requested a building permit earlier in the High Meadows subdivision, lot #22 at 520 E Center Street. He has all his requirements but is waiting for water. Ingram recommended that permit should be issued depending on water requirements being met. Motion carried. (4thMotion) Mike Keith came in for an accessory building permit; an approval was not given by the council due to setback issues on the East side and fees for outbuildings. Listen to discussion at 13:00. Mayor asked City Recorder Lyla Spencer to add to next city council agenda: amend fee schedule for outbuildings. DELEGATIONS: Nila Keyte came before the council to discuss a land issue in regard to a 28' strip of roadway that to her knowledge was dedicated to Mona City as a right of way some years ago. This strip is located around a parcel of land she owns, Nila told the council she would like sell the 3.5 acres that surrounds the strip, and she does not want to build a house on that land. Nila asked if the city would consider vacating the city right of way that was dedicated to the city of Mona years ago. Mayor Newton suggested Nila go the county and get some legal paper work and present it to the city council at their next scheduled meeting on July 25 to take care of the issue. Nila will be added to the next agenda. 24:59 COUNCIL BUSINESS: Business License Approval: There was one new business license for Tough Gun Metals, 215 E, 400 North. Councilmember Jeffrey Hearty moved to make a motion to approve Tough Gun Metals business license with a second by Councilmember Katrina Long. Motion carried. (5th Motion) One fence permit approved for Cody and Adrianne Fowkes at 61 South 100 West. Councilmember Katrina Long moved to make a motion to issue a fence permit as stated above; with a second made by Councilmember Jeffrey Smith. Motion Carried. (6th Motion) Councilmember Molli Graham: Reported to the council: roads are complete, hydro-seed is completed, and sprinklers are in at the cemetery. She confirmed Lucinda Kay is still on for Friday July 21, 6:00 p.m. appreciation dinner at the pavilion. Tickets: $10.00 for adults and $5.00 for senior citizens and children ten and under. Councilmember Graham presented the bids for the paving and parking at the new community center: Low end is $13,867.20, that is the bare necessities, and the high-end which includes overlay and striping for the entire area, will be $21,070.00. 1:37 Councilmember Jones: handed Title 5 Public Safety out, and asked that they take it home, review it and come prepared to finish the discussion at the next council meeting in MONA CITY COUNCIL MEETING JULY 11, 2017 7:30 PM July. He also handed Title 6 Motor Vehicles and Traffic. Mayor Newton told the council there should be no change in Title 6, it is fine as written. He said the parade is coming along and asked what the council wants to ride in during the parade since the Young Living wagons will not be available. The Air Med will do a fly over. Councilmember Jeffrey Smith: had a question on the celebration. Councilmember Jeffery Hearty: Dustin Kay will present a proposal to the council in regard to the proposed water trade/sale/lease discussed at the last meeting. Councilmember Hearty asked if a simple diagram or sketch could be generated to where him and Jeff Smith are needed to set up for the celebration. Councilmember Katrina Long gave an update on the celebration, telling the council the ball field will be completed tomorrow. Mayor Newton ended the council session by telling the council they will need to hire a maintenance person for the new community center. It was suggested it should be put out to bid. Allen Pay the recent water operator returned his keys; the city will need to hire a certified water operator. Open House for the community center will be July 18; he asked for help with setup. Before the building is turned over to Mona City, there is some electrical and sound system to be completed. He received the incentive back for the Snack Shack in the amount of $496.00. The incentive has not been received for the building. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented The Mona City Disbursement Listing for checking dated 6/28/2017 to 711/2017; he asked if there were questions on the disbursement. There were questions on the following checks; Check #2012 issued to Mickelsen Construction & Electric LLC in the amount of $73,264.74, and Check #2058 issued to Valley Furniture in the amount of $30,561.15. Questions were answered sufficiently on the above checks. There were nine (9) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Everd had concerns in regard to Mona City Employees payroll time sheets. He asked if all payroll sheets can be in by the 5th of each month. Attached you will find a copy of the letter issued to Mona City Employees, which will become a permanent part of the minutes for public viewing. SECRETARY REPORT: Secretary Michelle Dalton presented one new business license and one fence permit to the council. RECORDERS REPORT: No report MONA CITY COUNCIL MEETING JULY 11, 2017 7:30 PM FYI: There were seven (7) motions voted upon and passed, a motion to approve the June 27, 2017 minutes, a motion to approve a building permit for Roger Ellsmore, Lot #1 High Meadows subdivison, a motion, to approve two building permits for Wade and Chris Woostenhulme, a motion to approve a building permit for Jeffrey Kay Lot #22 in the High Meadows Subdivision, a motion to approve a business license for Tough Gun Metals at 215 East, 400 North, a motion to approve a fence permit for Cody and Adrianne Fowkes at 61 South 100 West, and a motion to adjourn this meeting of July 11, 2017. PAY FINANCES ADJOURNMENT: Councilmember Jeffrey Hearty moved to make a motion to pay the finances and adjourn, a second was made by Councilmember Molli Graham, all were in favor, the vote was unanimous.
