MONA CITY COUNCIL MEETING MAY 23, 2017 MEETING CALLED TO ORDER BY MAYOR PRO TEM JONATHAN JONES AT 7:30 COUNCIL: Greg Newton - Mayor - Absent Molli Graham - Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member GUEST: Dawn Miller, Mike Stringer, Myrna Trautvein Time News ALSO PRESENT: Michelle Dalton Treasurer/Administrative Secretary, Everd Squire, Director of Finance. Lyla R Spencer City Recorder OPENING PRAYER: Jeffrey Hearty APPROVAL OF MAY 9, 2017 MINUTES: Councilmember Katrina Long moved to make a motion to accept the minutes of May 9, 2017 as written; a second was made by Councilmember Jeffrey Hearty. The vote was unanimous. (1st Motion) DELEGATIONS: PLANNING AND ZONING: COUNCIL BUSINESS: The council approved one new business license TO CENTRAL UTAH ATHLETICS. Councilmember Katrina Long moved to make a motion to approve the business license for CENTRAL UTAH ATHLETIS, with a second by councilmember Jeffrey Hearty. The vote was unanimous. (2nd Motion) A Fence Permit was approved for Allison Peacock, with Councilmember Molli Graham moving to make a motion to approve that permit; a second was made by Councilmember Jeffrey Smith. The vote was unanimous. (3rd Motion) MONA CITY COUNCIL MEETING MAY 23, 2017 Councilmember Jonathan Jones handed out Title 4 HEALTH AND SANITATION of the Mona City Code for the council to review and make comments at their next city council meeting, the council reviewed, and considers how to update Title 3; Chapter 2, ALCOHOLIC BEVERAGES Councilmember Molli Graham: the flowers for the risers will be delivered during the week. Sprinklers in the cemetery will be starting up around June 1. They have a new plot map with 480 plots. There have been complaints in regard to how the park lawns are looking and an issue at 350 West and 100 South that needs attention. Councilmember Jeffrey Smith: ATV class will be held on June 8 at 6:00 p.m. in the Maintenance Building. He will have flyers posted around the city, on the website, Face Book and anywhere else needed. Jared will fill the holes on 1st North and Main Street. There was a complaint, saying it is pretty severe at that location. Councilmember Jones said we need to make sure people secure a digging permit from the city before any digging is involved. Councilmember Jonathan Jones: Acting as Mayor Pro Tem addressed the council on a subject he knows is not popular; increasing water rates. He told the council water rates will most likely increase at some future date for Mona residents, and that is something that has not happened in more than 20 years. The cost of living has continued to increase and the cost of replacing any parts of the water system has also increased, but water rates have remained the same. He also stated the city water storages tanks are aging. Jones said, 'We don't want to find ourselves suddenly behind the 8 ball.' Director of Finance Everd Squire ask Jones if he is thinking of revising the numbers of gallons allowed on the base amount. Councilmember Jones said that would be a consideration and added, the topic is something the city needs to think about so they can be prepared in the future. Councilmember Jeffrey Hearty: How big of a hurry is the council and what time frame is needed for the General Plan to be revised? Hearty sent the cities 1980 General Plan to the BYU Master of Business Associate student. He had talked with the MBA student following this and the student is willing to take on the job but would like some time consideration because it will be his MBA project. Hearty told the student he thought it would be fine for him to take the time. Councilmember Graham said using a graduate student would represent a savings of $38,000, and at that amount the city could afford to be patient. Councilmember Katrina Long: Is concerned about getting the cities ordinances back on line. MONA CITY COUNCIL MEETING MAY 23, 2017 As the council has directed, she looked into hiring a company to do the city's general plan, and quoted three proposal from firms willing to do the work, the firms submitting their proposals are; D&J Designs Works, there bid came in at $40,000, Rural Community Consultants, their bid came in at $36,000, Landmark Design Team; their bid came in at $39,700. There will be a CIB meeting in October. The 5K participants can register on line. Councilmember Long gave each council member a draft copy of the upcoming Pioneer Day Schedule. It is attached and will become a permanent part of the minutes for public viewing. A lengthy discussion developed on flooring for the new city office building and community center: Some of the council favored carpeting and others like the idea of laminate in some areas of the building. Councilmember Molli Graham told the council, 'I don't think we should have carpeting throughout the community center'. Some councilmember's didn't think it would be a good idea to have carpet in areas where food and drink will take place. Councilmember Katrina Long added, 'I thought we were having laminate in those areas.' Long said, 'We were all under the impression that we were getting laminate'. It was stated that the laminate will be $6,000 more if it were installed throughout the building. Secretary Michelle Dalton told the council, the carpet and laminate have not been ordered, just the tile and it has been installed. It was stated, the flooring was not included in the construction bid. SECRETARY REPORT: She presented one new business license and one new fence permit to be approved. RECORDERS REPORT The Filing Dates for the upcoming city election is June 1-7 excluding Saturday and Sunday. DIRECTOR OF FINANCE: Director of Finance Everd Squire presented the council members with the Bank Register for Checking-dated 5/12/2017 to 5/23/2017. Everd went over the figures with the council and asked if there were questions in reference to this report. He noted checks over $2,000 must have an underline and initial by all the council members, there were three (3) checks over the amount of $2,000. There were questions on INGRAM CARLENE, Check #1910 in the amount of $2,010.00, and JAY MEHAM, check #1935 in the amount of $2,769.20. Councilmember's agreed with the report, the report is attached and will become a permanent part of the minutes for public viewing. Everd reminded the council the budget for 2018 will be adopted, and the budget for 2017 will be amended. FYI: There were four (4) motions voted upon and passed, a motion to approve the May 9th, 2017 minutes, a motion to approve a business license for CENTRAL UTAH ATHLETICS, a motion to approve a Fence Permit for Allison Peacock, and a motion to adjourn this meeting of May 23, 2017. There were no other motions voted upon and passed. PAY FINANCES AND ADJOURNMENT: Councilmember Jeffrey Hearty moved to make a motion to pay the finances and adjourn; a second was made by Councilmember Molli Graham. The vote was unanimous. (4th Motion) The city council meeting then adjourned at 8:24 p.m. with no further comments.
