MONA CITY COUNCIL MEETING MAY 9, 2017 7:30 PM MAYOR GREG NEWTON CALLED THE MEETING TO ORDER AT 7:30 P.M. PRESENT: Gregory A Newton - Mayor Molli Graham- Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member GUEST: ALSO PRESENT: : Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire -Director of Finance, Lyla Spencer, City Recorder, Lynn Ingram Planning & Zoning OPENING PRAYER: Councilmember Katrina Long APPROVAL OF APRIL 25, 2017 MINUTES: Councilmember Jonathan Jones moved to make a motion to accept the minutes of April 25, 2017 as corrected, and a second made by Councilmember Jeffrey Hearty. The vote was unanimous. (1st Motion) PLANNING AND ZONING: Planning and Zoning Chair, Lynn Ingram came before the council with a report on their meeting held May 3, 2017 at 8:00. The meeting went as follows: Discussion and Possible Action items: Clay Slaymaker Accessory Building Permit. Ingram told the council they have everything they need. Councilmember Jeffrey Hearty move to make a motion to approved an Accessory Building Permit for Clay Slaymaker, and a second way made by Councilmember Molli Graham. Motion carried. (2nd Motion) Mayor Newton gave updates on LUDMA. DELEGATIONS: COUNCIL BUSINESS: Business License Approval: There was one new business license approved; DBA, E.S. Solar: (ENERGY SAVERS INSULATION) MONA CITY COUNCIL MEETING MAY 9, 2017 7:30 PM Councilmember Jonathan Jones moved to make a motion to approve the business license for Energy Savers Insulation with a second by Councilmember Jeffrey Smith. The vote was unanimous. (3rd Motion) Councilmember Molli Graham: has a call into Bob Bacus in regard to the sprinkler system, and is waiting for a response. She is hoping the system will be completed before Memorial Day. A lengthy discussion developed on the park sprinkler system. For the discussion listen to the recording. Her flowers for the risers will arrive on May 24th; she is hoping the sprinkler system is up and running by then. Councilmember Jones: asked if the council has made a decision on a theme, and Grand Marshall for the 24th of July Parade? Jennifer Christenson will be over the royalty. Councilmember Long has everything ready in her area. She will need some help setting up, and added, that will be great. Councilmember Jeffrey Smith: Jared Winn is still fixing potholes. A dip will be put on 3rd south to hopefully slow traffic down. Aaron from Rocky Mountain Power assured Councilmember Smith the electrical will be taken care of and completed in a timely manner. Councilmember Jeffery Hearty asked the council if there were any environmental assessments they are aware of when the sewer plant was built. Mayor Newton said he is assuming there is. Councilmember Hearty said he is looking for the jurisdiction of termination. Councilmember Hearty continued his council report, by explaining that a BYU Student working towards his masters' degree in Public Administration may be interested in a project to assist with Mona City's General Plan, Councilmember Hearty will get more information and update the council at a later date. Councilmember Katrina Long is leaning towards switching the movie night from Friday night to Saturday night, during the annual celebration hoping the turn out will draw more people; however, there will still be a Friday night dinner. Mayor Greg Newton ended the council session by giving an update on the new city building. He is guessing it should be completed in 30-45 days. There was a discussion in reference to the dedication of the new Community Center and the Veterens Memorial. Mayor Newton thought it would be a good idea to dedicate both during the upcoming pioneer celebration, however some of the council members said the Veterens Memorial Committee wants to have their own day to dedicate the memorial, and a separate dedication might be best. Councilmember Jones suggested asking the committee if they would agree with dedicating the two together. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented The Mona City Disbursement Listing for checking dated 4/26/2017 to 5/09/2017; he asked if there were questions on the disbursement. There were questions on the following checks; UDOT Comptroller check #1864, in the amount of $2,863.71, Staker Parson Companies check #1865 in the amount of $3,808.87, Juab County Rural Development Agency, check #1879 in the amount of $3,146.52 Questions were answered sufficiently on the above checks. MONA CITY COUNCIL MEETING MAY 9, 2017 7:30 PM There were six (6) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Everd presented and went over the 2018 Preliminary Operational Budget Report; 10 General, 55 Natural Gas, 52 Sewer, 51 Water and 41 Capital Projects from 7/01/2017 to 6/30/2018, 100% of the fiscal year has expired. The report is attached and will become a permanent part of the minutes for public viewing. The 2018 budget will be on the agenda for June 13, 2017 for adoption. SECRETARY REPORT: Secretary Michelle Dalton no report presented. RECORDERS REPORT: Filing period is June 1-7th. FYI: There were four (4) motions voted upon and passed, a motion to approve the April 25, 2017 minutes, a motion to approve an Accessory Building permit for Clay Slaymaker, a motion to approve business licenses for Energy Savers Insulations, And a motion to adjourn this meeting of May 9, 2017 and go into an executive session. PAY FINANCES ADJOURNMENT: Councilmember Katrina Long moved to make a motion to pay the finances and adjourn and go into an executive session, a second was made by Councilmember Jeffrey Smith, all were in favor, the vote was unanimous. (4th Motion) The city council meeting was adjourned at 9:09 p.m., with no further comments, The council then went into executive session at 9:12 p.m. EXECUTIVE SESSION, IF NECESSARY: An executive session was called by Councilmember Molli Graham at 9:12 p.m, and conducted by Mayor Greg Newton. The purpose for the session was to discuss Real Property and Pending Litigation. Those present were Mayor Greg Newton, City Recorder Lyla R Spencer, Director of Finance Everd Squire, Secretary/Treasurer Michelle Dalton, Councilmember's Molli Graham, Jeffrey Smith, Jonathan Jones, Jeffrey Hearty, and Katrina Long. Councilmember Jeffrey Smith moved to make a motion to adjourn the executive session with a second by Councilmember Jonathan Jones. The Executive session was adjourned at 9:32 p.m. with no further comments.
