MONA CITY COUNCIL MEETING MARCH 28, 2017, 6:30 PM MEETING WAS CALLED TO ORDER BY MAYOR GREG NEWTON PRESENT: Greg Newton - Mayor Molli Graham - Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member - Absent GUEST: Shannon Ellsworth ALSO PRESENT: Michelle Dalton Treasurer/Administrative Secretary, Everd Squire, Director of Finance. Lyla R Spencer City Recorder OPENING PRAYER: Katrina Long APPROVAL OF MARCH 14, 2017 MINUTES: Councilmember Jonathan Jones moved to make a motion to accept the minutes of March 14, 2017 as corrected; a second was made by Councilmember Jeffrey Hearty. The vote was unanimous. (1st Motion) DELEGATIONS: Shannon Ellsworth a representative of Rural Community Consultants, LLC presented the council with their yearly Open/Closed meeting Law. PLANNING AND ZONING: COUNCIL BUSINESS: The council approved two business license renewals and one new business license. They also viewed Chapter 4 GENERAL PENALTY of the Mona City Code The council also approved two fence permits for Tyrel Gonzales and Emily Stevens, with Councilmember Katrina Long moving to make a motion that the permits be MONA CITY COUNCIL MEETING MARCH 28, 2017, 6:30 PM issued to the above applicants, a second was made by Councilmember Jonathan Jones. The vote was unanimous in favor. (4th Motion) Councilmember Molli Graham: is receiving bids for the sprinkler system in the park, she reminded the council of the annual spring cleanup for the city which will start on May 1st and go through May 15th. Councilmember Jonathan Jones: received a change application from Jason Ivins. Councilmember Jeffrey Hearty: things are moving right along with the Economic Development planning committee. Councilmember Katrina Long: two sprinkler lines need repairs; they are resurfacing the ball fields, reminder the council of the annual upcoming Easter Egg Hunt on Saturday April 15 at the Mona City Park, time: 8 a.m. to 10:15 a.m. Mayor Greg Newton ended the council session by updating the new community center building: sheet rock on ceiling is completed, they are moving right along. Newton told the council the Six county Association of Governments will host a CIB Application Tutorial on Tuesday April 11 at 2:00 PM in Richfield, he asked if anyone would like to attend: He added, we have nothing on this year's capital improvement list. SECRETARY REPORT: Michelle Dalton presented two business license renewals: Kay Enterprises and Little Learners Academy. Councilmember Molli Graham moved to make a motion to approve a business license for Kay Enterprises and Little Learners Academy. A second was made by Councilmember Katrina Long. The vote passed by a unanimous vote. (2nd Motion) Michelle then presented one new business license application from Blake Electric & Solar LLC. Councilmember Jeffrey Hearty moved to make a motion to approve a business license for Blake Electric & Solar LLC, a second was made by Councilmember Jonathan Jones. (3rd Motion) RECORDERS REPORT Update on recent Institute & Academy class held in West Valley City for CMC Certification. DIRECTOR OF FINANCE: Director of Finance Everd Squire presented the council members with the Bank Register for Checking-dated 3/15/2017 to 3/28/2017. Everd went over the figures with the council and asked if there were questions in reference to this report. He also noted checks over $2,000 must have an underline and initial by all the council members, there were two (2) checks over the amount of $2,000. MONA CITY COUNCIL MEETING MARCH 28, 2017, 6:30 PM Councilmember Jones had a question on Check#1806, in the amount of $1,740.82 issued to Thatcher Company Inc., and Check #1808 in the amount of $202.01, issued to Utah Local Government Trust. All council members agreed with the report, the report is attached and will become a permanent part of the minutes for public viewing. Everd presented the council with an operational budget report dated 07/01/2016 to 06/30/2017 to allow the council to know where the city is at the present time with budget items. The report was found to be mostly on target according to Everd. A copy of the budget report is attached and will become a permanent part of the minutes for public viewing. FYI: There were five (5) motions voted upon and passed, a motion to approve the March 14, 2017 minutes, a motion to approve business applications Kay Enterprises and Little Learners Academy, a motion to approve new business applications for Blake Electric, a motion to approve fence permits for Tyrel Gonzales and Emily Stevens, and a motion to adjourn this meeting of March 28, 2017. There were no other motions voted upon and passed. PAY FINANCES AND ADJOURNMENT: Councilmember Katrina Long moved to make a motion to pay the finances and adjourn and go into executive session; a second was made by Councilmember Jeffrey Hearty. The vote was unanimous. (5th Motion) The city council meeting then adjourned at 9:05 p.m. with no further comments. Council then went into executive session. EXECUTIVE SESSION, IF NECESSARY: An Executive Session was called at 9:10 pm by Councilmember Molli Graham and conducted by Mayor Greg Newton. The purpose for the executive was to hold a strategy session to discuss pending or reasonable imminent litigation. Those present were Mayor Greg Newton, City Recorder Lyla R Spencer, Councilmember's Katrina Long, Jonathan Jones, Jeffrey Hearty, and Molli Graham. ABSENT: Councilmember Jeffrey Smith. Councilmember Jonathan Jones moved to make a motion to adjourn the Executive Session at 9:43; a second was made by Councilmember Molli Graham. There were no further comments.
