NOTICE OF A REGULAR COMMISSION MEETING OF THE BOARD OF COUNTY COMMISSIONERS OF WEBER COUNTY, UTAH PUBLIC NOTICE is hereby given that the Board of Commissioners of Weber County, Utah will hold a regular commission meeting in the Commission Chambers of the Weber Center, 2380 Washington Boulevard, Ogden, Utah, commencing at 10:00 a.m. on Tuesday, the 15th day of October 2013. The agenda for the meeting consists of the following: A. Welcome - Commissioner Gibson B. Pledge of Allegiance – Holin Wilbanks C. Thought of the Day - Commissioner Bell D. Presentations 1. Presentation of the Champions of Children Award received from the Treehouse Children’s Museum to the Weber County Commissioners and the Weber County RAMP Committee. Presentation from the UT Chapter, American Planning Association, the Award of Merit Ordinance Development, Weber County Agri-tourism Ordinance to the Weber County Planning Division and Scott Mendoza, Project Coordinator. Presenter: Rob Scott, E. Consent Items 1. Request for approval to ratify Purchase Orders in the amount $130,996.77 dated October 8, 2013. 2. Request for approval of Purchase Orders in the amount of $336,927.00. 3. Request for approval to ratify Warrants #302457-#302619 in the amount of $2,521,119.04 dated October 8, 2013. 4. Request for approval of Warrants #302620 - #302813 in the amount of $951,740.23. 5. Request for approval of minutes for the meeting held on October 1, 2013. 6. Request for approval of new business licenses. 7. Request for approval of a new beer license. 8. Request for approval of the Tax Review Board recommendation for a 2012 tax refund in the amount of $226.97 on parcel # 18-057-0003. 9. Request for approval of the Tax Review Board recommendation for a 2012 market value adjustment from $84,200.00 to $19,200.00 on parcel #22-023-0036. 10. Request for approval of the Tax Review Board recommendation to issue a refund for the 2012 tax year in the amount of $7,945.04 on parcel #10-042-0003. 11. Request from the Weber-Morgan Health Department for approval to surplus two vehicles. 12. Request for approval to set the date of October 29, 2013 at 10:00 a.m. for a public hearing to consider and/or take action on a request to amend the Weber County Zoning Map by rezoning property located at approximately 2150 East Megan Circle (in the Uintah Highlands area) from Residential Estates-15 (RE-15) Zone to the Single-Family Residential-1-10 (R-1-10) Zone for the purpose of developing a subdivision (Combe South Estates No. 2) with consistent zoning. F. Action 1. Request for approval of a contract by and between Weber County and SMG to hold the 2013 Miss Weber County Scholarship Pageant at the Ogden Eccles Conference Center on November 7-8, 2013. Request for approval of a contract by and between Weber County and the State of Utah for SR-158 Construction Management Contract Modification #3 for funding to complete the project. Request for approval of a contract amendment by and between Weber County and Bowen Collins and Associates for additional Bank Protection sites and scoping requirements as part of the Weber Emergency Watershed Protection Project. CONSIDERATION FOR ADOPTION OF AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF WEBER COUNTY, UTAH ADOPTING THE SUMMIT-EDEN @ POWDER MOUNTAIN COMMUNITY DEVELOPMENT PROJECT AREA PLAN, AND RELATED MATTERS. Request for approval of a first amendment to the Real Estate Purchase and Sale Agreement by and between Weber County and Swanson Tactical Training Center, LLC. Presenter: Commissioner Gibson 9. Request for approval of a Resolution of the County Commissioners of Weber County appointing members to the Recreation, Arts, Museums and Parks Board and appointing members to the Advisory Board. Presenter: Commissioner Gibson 10. A resolution of the Board of County Commissioners of Weber County committing to the construction of new jail beds for use by the Utah State Prison System.
