IVINS CITY COUNCIL MEETING AMENDED AGENDA April 18, 2013 Mayor Chris Hart City Council Members Ron Densley George E. Elwell, Jr. Cheyne McDonald Lesley Mendenhall Steven Roberts City Manager/Attorney: Dale Coulam The Ivins City Council will hold a regular meeting in the City Council Chambers, 55 N. Main St., Ivins, UT, on Thursday, April 18, 2013. The meeting will begin at 5:30 P.M. Note: The order of items discussed on this amended agenda is subject to change 1) WELCOME AND CALL TO ORDER A. Acknowledgement of Quorum B. Flag Salute C. Invocation D. Disclosures 2) REPORTS, PRESENTATIONS AND APPOINTMENTS A. Department Reports: Public Works, Engineering and Building Department B. Planning Commission Report 3) CITIZEN COMMENT & REQUEST FOR FUTURE AGENDA ITEMS Any person wishing to bring an item not otherwise on the Agenda to the attention of the Mayor and City Council may address the City Council at this point by stepping to the microphone and giving his or her name and address for the record. Speaker forms should be filled out in advance and given to the City Recorder. Remarks should be limited to no more than two minutes, unless the Governing Body allocates additional time. The Mayor and City Council will take no action this evening. 4) PUBLIC HEARING AND ACTION ITEMS A. Public Hearing on the Planning Commission’s recommendation regarding proposed amendments to the Ivins City Code, Zoning Regulations Title 16 Chapter 7, adding Sections 16.07.701-16.07.709 Subdivision Lot Averaging Overlay District (SLA); amending Chapter 12, Section 16.12.105 Smaller Accessory Buildings; Exemption for Building Permit Requirements and Chapter 11, adding Section 16.11.135(4) Front Yard Courtyard Walls B. Discuss and consider approval of Ordinance No. 2013-04, an Ordinance of Ivins City, Utah, amending the Ivins City Zoning Ordinance regarding Subdivision Lot Averaging; Smaller Accessory Buildings & Front Yard Courtyards 5) DISCUSSION AND POTENTIAL ACTION ITEMS A. Discussion regarding the Planning Commission’s recommendation to approve a proposed amendment to the Moderate Income Housing element of Ivins City’s General Plan B. Discuss and consider approval of an Agreement to Commission an Artwork C. Discuss and consider approval of Resolution No. 2013-08R, a Resolution of Ivins City, Utah, authorizing the execution of a Cable Franchise Agreement with Baja Broadband Operating Company, LLC D. Discuss and consider approval of Resolution No. 2013-09R, a Resolution of Ivins City, Utah, approving the transfer of Cable Franchise E. Discuss and consider approval of Resolution No. 2013-10R, a Resolution of Ivins City, Utah, authorizing execution of a First Amendment to Lease Agreement with Baja Broadband Operating Company, LLC F. Discuss and consider approval of Resolution No. 2013-11R, a Resolution of Ivins City, Utah, authorizing the execution of the Washington County Utah Emergency Medical Services Mutual Aid Agreement G. Discussion regarding revisions to Tentative Budgets H. Discuss and consider approval of extension for Desert Rose Subdivision Phase 1 Final Plat I. Discuss and consider rescission of prior approval regarding Sun Crest West Memorandum of Understanding for additional drainage improvements 6) CONSENT AGENDA A.
